HomeMy Public PortalAbout12-30-19cDECEMBER 30, 2019 The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Monday, December 30, 2019, in the Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMaseio Ajmar Johal " Randy Drum " Susan Naples Also noted present were Carmela Pogorzelski, Acting Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE The Clerk stated that the 2019 Annual Meeting Notice was mailed to STATEMENT OF The Home News Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE board on January 2, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2019. Upon MMS &C, by Councilmembers Diaz and Krum and unanimous APPROVAL OF affirmative vote of the Rill membership present, the minutes of MINUTES December 12, 2019 were approved as transcribed and engrossed by the Clerk. PRESENTATION: Carteret Soccer Academy PRESENTATION CARTERETSOCCER Mayor Reiman asked Council President Susan Naples to join him ACADEMY while he presented commendations to the two soccer teams from the Carteret Soccer Academy. Mayor Reiman said the Coyotes, a U -12 soccer team had a record of 23 and 1 in the Mid NJ Travel League and welcomed coach Ricardo 1 DECEMBER 30, 2019 (continued) Guzman and Luis Morales and presented commendations to team members as the coaches presented the following members with trophies: Benjamin Morales Einard Nicolas Jayden Pompey Harpinder Singh Brayn Sousa Giovanny Sousa Lucas Trabaledo Sebastian Varges Angel Berly Brandon Berly Stephano Crespo Ziden Elhatab Matthew Gamboa Valentin Guzman Elias Menendez Mayor Reiman said the Warriors U -13 team had a record of 20 and 4 in the Mid NJ Travel League and invited coach Ken and coach Silva from the Warriors to come up to present their team with trophies as he and Council President Naples presented commendations to the following: Patryk Dzierrahowski Harshan Handal Gorakaran Samra Parneet Kaur Ethan Mourino Nicolas Ochs Jason Reis Wander Salazar Yusuf Sayad Kuljot Sindhar Rajwans Sindhar Ramneek Singh Gill Bikramjit Singh Arshdeep Saggi Arashdeep Singh Miguel Vila Justin Fuentes Ryan Knight - Wouassom N DECEMBER 30, 2019 (continued) The Assistant Clerk stated that Ordinance #19 -26 was introduced and adopted on First Reading on December 12, 2019. It was duly published in the Home News Tribune on December 17, 2019, with notice that it will be considered for final passage after Public Hearing to be held on December 30, 2019 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Naples and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. There being no comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #19 -26 "AMENDING AND SUPPLEMENTING §42 -5 OF CHAPTER 42 OF THE CODE OF THE BOROUGH OF CARTERET" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum, and Naples voted in the affirmative. Reiman Advertised as Finally Adopted: January 7, 2020 ORDINANCE #19 -26 AMENDING & SUPPLEMENTING CHAPTER 42, RE: SLEO OFFICERS PUBLIC HEARING HEARING CLOSED ADOPTED 3 DECEMBER 30, 2019 (continued) ORDINANCE #10 -27 The Assistant Clerk stated that Ordinance #19 -27 was introduced and AMENDING & adopted on First Reading on December 12, 2019. It was duly SUPPLEMENTING published in the Home News Tribune on December 17, 2019, with CHAPTER 254, NO notice that it will be considered for final passage after Public Hearing PARKING ANYTIME to be held on December 30, 2019 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. PUBLIC HEARING Upon MMS &C, by Councilmember Diaz and Johal and unanimous affirmative vote of the Rill membership present, Mayor Reiman declared the Public Hearing to be open. Mayor Reiman said this is in regard to parking along Pershing and Washington Avenues. HEARING CLOSED There being no further comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Naples ORDINANCE #19 -27 "AMENDING AND SUPPLEMENTING CHAPTER 254 ENTITLED `VEHICLES AND TRAFFIC' OF THE CODE OF THE BOROUGH OF CARTERET" ADOPTED was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. It was duly APPROVING published in the Star Ledger on December 19, 2019, with notice that it FINANCIAL will be considered for final passage after Public Hearing to be held on APPLICATION December 30, 2019 at approximately 6:00 p.m. The Ordinance was 200 FEDERAL posted on the bulletin board and copies were made available to the 2019 URBAN general public and according to law, she read the Ordinance by title. RENEWAL Upon MMS &C, by Councilmember Diaz and Bellino and unanimous PUBLIC HEARING affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. Rudy Urban said he wasn't familiar with a financial agreement. Mayor Reiman said this is regarding a redevelopment agreement for two (2) warehouses at the corner of Blair and Federal in West Carteret, amount paid is based on the square footage and sets terms of impact fees paid to the Borough. He said PILOT (payment in lieu of taxes) agreements are higher than normal amount of taxes. He said agreements are usually for 35 years the percentage may go tip every couple of years. There being no Rather comments or objections to the Ordinance, HEARING CLOSED Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Naples and Krum ORDINANCE #19 -28 "ORDINANCE APPROVING APPLICATION FOR FINANCIAL AGREEMENT" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. There being no comments or objections to the Resolutions /Agenda PUBLIC PORTION items or new business, upon MMS &C, by Councilmembers Krum and CLOSED Naples and unanimous affirmative vote of the full membership present, the meeting was closed. Upon individual Roll Call Vote, Cormcilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. MAYOR REIMAN Mayor Reiman said the 2019 Year -End Reports will be held until the reorganization meeting on January 6, 2020. STANDING BUILDING & GROUNDS: Committee Chairperson Johal reported COMMITTEES Progress. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported progress FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum reported progress.
