Mayor Yu called the City Council Regular Meeting to order at 7 :30 p.m . in the
Council Chambers located at 5938 Kauffman Avenue , Temple City .

Councilmember Chavez made a motion to excuse Councilmember Blum and
Mayor Pro Tern Sternquist for cause, seconded by Councilmember Vizcarra .

E. RELEASE OF SECURITY FOR PARCEL MAP NO. 067584 FOR ROAD
AND STREET TREE IMPROVEMENTS AT 5601 PAL MAL AVENUE
The developer (Chao Di Su) submitted a Certificate of Deposit in the
amount of $55 ,500 to ensure that road and street tree improvements were
completed at Parcel Map No . 067584. The Los Angeles County
Department of Public Works notified the City that the road and street tree
improvements were completed, inspected and found to be in compliance
with the approved plans .
The City Council is requested to accept the road improvements for public
use and authorize the re lease of the security.
Recommended Action: Accept the road improvement and
authorize the release of the securities in
the amount of $55,500 for Parcel Map
No . 067584.

F. CONSULTANT SERVICES AGREEMENT WITH LAW ENFORCEMENT
CRISIS MANAGEMENT (LECMgt) TO CONTINUE WITH THE
DEVELOPMENT OF THE CITY'S HAZARD MITIGATION PLAN ,
EMERGENCY PREPAREDENESS PROGRAM, AND STAFF TRAINING
The City Council is requested to review and approve the consultant
services agreement with LECMgt to continue with the development of the
Hazard Mitigation Plan, Emergency Preparedness Program, and training
for staff and Community Emergency Response Team (CERT) volunteers .
Recommended Action: Approve a $50,000 Consultant Services
Agreement with LECMgt and authorize
the City Manager to finalize and execute
the Consultant Services Agreement.
G. ACCEPT THE PROPOSAL FROM RALPH ANDERSON & ASSOCIATES
FOR A CITY CLASSIFICATION AND COMPENSATION STUDY AND
AUTHORIZE THE CITY MANAGER TO ENTER INTO A PROFESSIONAL
SERVICES AGREEMENT
The City of Temple City has not completed a compensation study since
1995; the City has f6 no formal classification study or plan . Furthermore ,
the last compensation study was not conducted by an outside consultant ,
but rather completed by in-house staff. In addition , staff has determined
that the list of survey cities currently used for salary comparison is 12
years old. The objective of a Job Classification and Compensation
Study is to ensure employees are working within their classification, are
compensated in accordance with City Council's policies and direction , and
have an understanding of the City's expectations for performance as
outlined in their respective job descriptions.
The City Council is requested to accept the proposal from Ralph Anderson
for a City Classification and Compensation Study and authorize the City
Manager to enter into a professional services agreement in an amount
not-to-exceed $30 ,000.
Recommended Action: Accept the proposal and authorize the
City Manager to enter into a
professional services agreement.
H. PROPOSED CHANGES TO FISCAL YEAR (FY) 2012-13 INVESTMENT
OF INVESTMENT POLICY AND AUTHORIZING THE INVESTMENT OF
EXCESS FUNDS IN THE LOS ANGLES COUNTY TREASURY POOL

The City Council is requested to consider adopting a resolution revising
the City 's Statement of Investment Policy for FY 2012-13 and a resolution
authorizing and requesting the investment of excess funds in the Los
Angeles County Treasury Pool in order to achieve a higher yield on the
City's current portfolio without compromising safety.
Recommended Action : Adopt Resolution No. 12-4841 rev1s1ng
the City's Statement of Investment
Policy for FY 20 12-13; and Resolution
12-4842 authorizing and requesting the
investment of excess funds in the Los
Angeles County Treasury Pool.

The City Council is requested to adopt Resolution No. 12-4843 authorizing
payment of bills .
Recommended Action: Adopt Resolution No. 12-4843.

The City Council is requested to review, receive and file the Petty Cash
Report.

A. CONSIDERATION OF REQUEST FROM TEMPLE CITY SISTER CITY
ASSOCIATION FOR AUTHORIZATION TO INSTALL BRONZE
PLAQUES HONORING TEMPLE CITY'S SISTER CITIES OF
HAWKESBURY CITY, AUSTRALIA AND MAGDALENA, MEXICO IN THE
TEMPLE CITY PARK
City of Temple City has been involved in a Sister City program since 1964 .
In 1965 the City Council , by adoption of a resolution , created the Temple
City Sister City Organization as the first step towards a successful Sister
City Program . The City's first Sister City was Magdalena , Mexico. In
1983, the City formally established relationships with a second Sister City,
Hawkesbury Shire, Australia .

In 1966 , a bronze plaque dedicated to the friendship and fellowship of the
citizens of Magdalena and Temple City was installed at the base of a tree
in Temple City Park adjacent to the County Library.
The City Council is requested to consider a request from the Temple City
Sister City Association to install bronze plaques honoring Hawkesbury
City, Australia and Magdalena, Mexico in , or around, the concrete areas of
the Performance Arts Pavilion in Temple City Park .
Parks and Recreation Director Burroughs gave a summary of the staff
report and a brief presentation with proposed locations for the installation
of the bronze plaques in the Temple City Park. The purchase of one
plaque and installation of both plaques is approximately $2,000 .00
Steve Terry, President of Temple City Australia Sister City Program ,
requested Council to consider option A as recommended by staff to install
the two bronze plaques side by side on the Temple City Park Pavilion for
better visibility .
Mayor Yu opened public comment.
Jerry Jambazian, Temple City business owner , asked when City last
communicated with our Sister City in Magdalena , Mexico. Also , if City
should establish another Sister City , can the plaques be moved to make
room for another plaque .
Mayor Yu closed public comment.
Councilmember Chavez made a motion to approve the request from
Temple City Australia Sister City Program and direct staff to work with
Temple City Australia Sister City Association to coordinate the installation
of the plaques , seconded by Councilmember Vizcarra.
B . PUBLIC HEARING : APPROPRIATION OF SUPPLEMENTAL LAW
ENFORCEMENT SERVICES ACCOUNT (SLESA) FUNDS FOR THE
CITIZENS' OPTION FOR PUBLIC SAFETY (COPS) PROGRAM
The Supplemental Law Enforcement Services Account (SLESA) for the
Citizens' Option for Public Safety (COPS) program , otherwise known as
the COPS grant, provides cities with annual funding to supplement their
front line law enforcement services . The COPS grant is administered by
the County of Los Angeles Chief Executive Office and the City is slated to
receive $100,000 in Fiscal Year (FY) 2012-13.
The staff and Sheriff's Department recommends that the funds be utilized
to offset the funding for a third dedicated deputy position for the Temple

City Team. The cost of the dedicated deputy position will be
approximately $175 ,303 per year. The COPS grant will provide $100 ,000
to partially fund the dedicated deputy position and $75 ,303 in General
Funds will be used to fund the remaining portion .
Public Safety Officer Ariizumi gave a summary of the staff report . Public
Safety Officer Ariizumi and Public Safety and Services Manager Sahagun
answered Council's questions.

Councilmember Chavez made a motion to approve the amendment to the
City's budget and expenditure of funds for the dedicated deputy position,
seconded by Councilmember Vizcarra.
C . PUBLIC HEARING: CONSIDERATION OF A CODE AMENDMENT TO
ESTABLISH SECTION 9290 .5 PARKING CONCESSION AGREEMENTS
IN TITLE 9, CHAPTER 1, ARTICLE J OF THE CITY'S MUNICIPAL CODE
The City Council is requested to introduce Ordinance No. 12-959 for first
reading by title only. Ordinance No . 12-959 will amend the City's
Municipal Code to create Section 9290.5, Parking Concession
Agreements in Title 9, Chapter 1, Article J of the City's Municipal Code .
The proposed Parking Concession Agreements would be beneficial to the
City in several ways -promote economic development, assist in creating
pedestrian oriented developments , promote shared parking, and
encourage alternative modes of transportation.
Community Development Director Masura gave a summary of the staff
report and a brief power point presentation
Community Development Director Masura and City Attorney Vail
answered Council 's questions.

Councilmember Chavez made a motion to introduce Ordinance No . 12-
959 for first reading by title only, an amendment to the City's Municipal
Code to create Section 9290.5 Parking Concession Agreements adding
Article J to Chapter 1 of Title 9 , approve the Negative Declaration and
waive further reading of the proposed Ordinance No . 12-959 , seconded by
Councilmember V izcarra .

D. ADOPTION OF ORDINANCE NO . 12-960 ESTABLISHING A PUBLIC
ART COMMISSION AND AN ART IN PUBLIC PLACES PROGRAM
The City Council is requested to adopt an ordinance to establish a Public
Arts Commission and Arts in Public Places Program . Adoption of the
ordinance would set forth a framework to establish a public arts program
that serves as an economic development tool , and represent Temple
City's diverse community values and wide range of artistic styles .
Assistant to City Manager Haworth gave a summary of the staff report.
Mayor Yu opened public comment.
Jerry Jambazian, Temple City business owner, asked if the City will be
able to accept donations from the public for public art projects throughout
the City .

Councilmember Chavez made a motion to introduce Ordinance No. 12 -
960 for first reading by title only , an amendment to the City 's Municipal
Code adding Article G to Chapter 6 of Title 2 of the Templ e C ity Mun ici pal
Code, establishing an Art in Public Places Program and a Public Arts
Commission and waive further reading of the proposed Ordinance No. 12 -
960, seconded by Councilmember Vi zc arra.
E . PUBLIC HEARING : CANCELLED TO CONSIDER CODE
AMENDMENTS TO MODIFY SECTION 9296 TO REDUCE THE SIZE OF
NON-RESIDENTIAL PARKING AND ALLOW COMPACT PARKING ; AND
MODIFY SECTION 9291 RELATING TO REQUIRED PARKING FOR
OUTDOOR DINING
This item was not heard by the City Council as the Planning Commission
has not completed its revi e w of th i s item, nor provided a recommendation
to the City Council at this time . This item will be re -noti ce d for a public
hearing at a future date.
Councilmember Vizcarra left the meeting at 8:28p.m. and returned at 8:31
p .m .
10. COMMUNICATIONS
A. STATUS REPORT ON EDI HAPPY FAMILY MOON FESTIVAL

Public Safety and Services Manager Sahagun gave a status update on EDI
Media's Happy Family Moon Festival. EDI Media has been working with staff and
Chamber of Commerce to address Council 's concerns regarding public parking ,
public safety, trash removal and minimization of noise for set up and tear down
for the Festival. Staff recommended EDI Media proceed with the event on
September 15, 2012 .
11. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY
REDEVELOPMENT AGENCY MEETING
At 8 :35 p .m., the City Council recessed to the Successor Agency Meeting.
Minutes of the Successor Agency Meeting are set forth in full in the Successor
Agency's records.

The City Council meeting was reconvened at 8:37 p.m . with all Councilmembers
present.

13. UPDATE FROM CITY MANAGER
City Manager Pulido announced upcoming City events: Wednesday, August 8 is
the National Night Out at 6 p.m. and Summer Concert "Funky Hippies " at 7 p .m.;
Tuesday, August 14, Council will have a joint meeting with the Public Safety
Commission and Planning Commission starting at 7 p .m . in the Historical Society
Building at 5954 Kauffman Avenue/9704 Woodruff Avenue ; Wednesday , August
15, Summer Concert "Tommy Tassi and the Authentic"; Thursday, August 16,
Dining Under the Stars starting at 6 :30 p.m . in the Temple City Park , tickets for
this event are $20 per person and can be purchased at City Hall and Live Oak
Park Annex ; Friday , August 17 is the Neighborhood Watch for Area 5 (Las Tunas
Drive, Temple City Boulevard, Olive and Encinita Avenue) from 6 -8 pm at St.
Luke's Church located at 5605 Cloverly Avenue.
City Manager Pulido commented on the success of the Citi zen 's Academy
facilitated by Parks and Recreation Director Burroughs and her staff at the Live
Oak Park Annex.
City Manager Pulido announced a vacancy on the Public Safety Commis sion .
Information regarding the vacancy will be posted on the City's website by
Monday, August 13 .

Public Safety and Services Manager Sahagun updated Council regarding the
timing of the pedestrian cross walk on Las Tunas Drive . The pedestrian signals
were not sequenced with the traffic on Las Tunas . Los Angeles County Public
Works will make adjustment to the timing of the pedestrian signals .

Mayor Yu reported on the Council Chamber Ad Hoc Committee Meeting and that
the project will be going out to bid soon .
