Attendees: Diane Schleicher, Paul Wolff, Bill Lovett, Barry Brown, Charlie Brewer,
Bubba Hughes, George Reese, Joe Wilson, Jonathan Lynn
Old Business:
I. 14th STREET RESTROOM LOCATION – POTENTIAL COST OF MOVING
RESTROOM
A. Mr. Davis with the accompaniment of Tom Mahoney, are requesting to
move the 14th Street restrooms closer to the beach or at 15th Street facing
the beach. Mr. Davis would like the restrooms moved away from his
property. He is complaining of the unsightliness, the foot traffic, and the
psychological effects of having a restroom near his property.
B. The approximate costs for moving the restrooms closer to the beach,
including water, sewer, and electrical, would be $10,000.00. To move to
the 15th Street area would be $7,500.00.
C. The Committee has unanimously agreed to Barry Brown’s motion to leave
the restrooms at their current location until accurate dimensions and
thought-out possibilities can be examined.
II. LAZARETTO CREEK AREA WATER AND SEWER SYSTEMS
A. Bill Lovett believes there is a possibility for this job to cost $1,000,000.00.
He also says there would have to be a pump station to get the flow to
HWY 80. The Committee suggests the City Attorney meet with the
property owners to figure what they can contribute to the project.
III. 1501 CHATHAM AVENUE DRAINAGE
A. Soil Stabilization Specialist Fee Proposal
1. Mrs. Williams explains that her engineer has been ill and has not
been able to review the proposal, but thinks it would be the less
invasive plan. The work should cost $15,520.00 plus the cost of
bags. The work would take 7 days.
2. Barry Brown motions to approve a $20,000.00 limit on the project
and Mrs. William’s engineer should have a chance to review the
proposal first. Charlie Brewer seconded.
IV. CHATHAM AVENUE TO PUMP STATION NO. 2 SEWER LINE
RELOCATION
A. The plans have changed again. The new plan is to tear up the street and
put the pipe back in the street so that it is more accessible. George Reese does not
think it is a good idea to lay the pipe near the house on Inlet Avenue between 17th
Street and Chatham Avenue. The last plan called for the pipe to be about 10 feet
from the house causing accessibility issues.
V. FT. SCREVEN WATERLINE
A. Summary Change Order
1. This is on the agenda for tonight’s Council meeting. This would be
a $53,600.00 reduction in price.
VI. 14th STREET DRAINAGE
A. Construction Underway
1. Bubba Hughes explains that the Peter Hand easement is complete
and the Escrow agreement has been faxed and emailed. Bubba
does not yet have the original, but the project is good to go.
VII. FLOODPROOF BATHROOMS AT NORTH BEACH
A. Downer Davis says they have sent a survey crew and that they are now
getting conflicting reports. FEMA says it is not a problem, but the
Building Code says you cannot put it in a coastal A-Zone. It is decided
between the Committee to investigate more regarding the flood-proofing
and zoning.
VIII. PUMP STATION 3 AND 6 FORCEMAIN REPLACEMENTS
A. Bill Lovett says he is working on the GEFA loan applications to do this.
T-Grant – Trying to add crosswalks into the T-Grant agreement.
IX. EFFLUENT LINE
A. The permitting process will probably take until March 1, 2010. The U.S.
Coast Guard is ok with the work. The hold-up will be with the Department
of Natural Resources and U.S. Army Corps Of Engineers.
X. OMI CONTRACT
A. George Reese has hired a Class II Plant Operator; therefore the City can
give 30-day notice to cancel their contract with OMI for their services.
At 6:27 pm, Barry Brown motioned to adjourn the meeting. Charlie Brewer seconded.
A quorum of City Council members may be present which would constitute a quorum.
