(3) "SPEED RESTRICTIONS GENERALLY" OF SECTION 8, "SPEED REGULATIONS" OF CHAPTER 10, "TRAFFIC REGULATIONS" OF THE CODE OF ORDINANCES, CITY OF RICHLAND HILLS, TEXAS, REVISING THE REQUIREMENTS FOR OPERATING A VEHICLE IN SCHOOL ZONES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED by the City Council of the City of Richland Hills, Texas . I. That Subsection A. (3) "Speed Restrictions Generally" of Section 8 of Chapter 10, "TRAFFIC REGULATIONS" of the Code of Ordinances, City of Richland Hills, Texas, as amended, be hereby • amended to hereafter be and read as follows: A. SPEED RESTRICTIONS GENERALLY (3) It shall be unlawful for any person to operate, or drive, any vehicle at a speed greater than the speed designated or posted, or to over take or pass any other vehicle in any school zone as may be marked or designated within the City during the hours indicated upon signs erected in such zone, ar during the time when signal lights on such signs are flashing, or whenever children are present in such zones. II. SEVERABILITY CLAUSE. That it is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence paragraph or section of this ordinance shall be declared invalid or unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses, sentenced, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such invalid or unconstitutional phrase, clause, sentence, paragraph or section. • III. SAVINGS CLAUSE. That Chapter 10 of the Code of Ordinances, City of Richland Hills, Texas, as amended, shall remain in full force and effect, save and except as amended by this ordinance. IV. PENALTY. Any person violating any of the provisions of this Ordinance shall be deemed guilty of a misdemeanor, and, upon conviction, shall be subject to a fine of not more than two hundred dollars (5200), unless otherwise specified in other sections of this Ordinance. Each transaction in violation of any of the. provisions hereof shall be deemed a separate offense. V. EFFECTIVE DATE. This ordinance shall be in full force and effect from and after its passage and publication as provided by the Richland Hills City Charter and the laws of the State of Texas. • VI.
