ORDINANCE NO. 613
AN ORDINANCE AMENDING SUBSECTION F., "SCHOOL ZONES" OF
SECTION 8, "SPEED REGULATIONS" OF CHAPTER 10, "TRAFFIC
REGULATIONS" OF THE CODE OF ORDINANCES, CITY OF RICHLAND
HILLS, TEXAS, REVISING THE LIST OF ENUMERATED SCHOOL
ZONES AT DESIGNATED LOCATIONS; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED by the City Council of the City of Richland Hills,
Texas:
I.
That Subsection F. "School Zones" of Section 8, "Speed
Regulations", of Chapter 10, "TRAFFIC REGULATIONS" of the Code of
• Ordinances, City of Richland Hills, Texas, as amended, be hereby
amended to hereafter be and read as follows:
F. SCHOOL ZONES
(1) Bridges Avenue between Hovenkamp
Avenue and Norton Drive 20 MPH
(2) Glenview Drive between the
intersections of London Lane and
Oxley Drive 20 MPH
(3) Hardisty Street between the intersections
of London Lane and Oxley Drive 20 MPH
(4) Hovenkamp Avenue between the
intersections of Popplewell Street and
Bridges Avenue 20 MPH
(5) Labadie Drive from the intersections
of Bridges Avenue to Evelyn Lane 20 MPH
(6) Labadie Drive between the intersections
of Hardisty Street and Evergreen Road 20 MPH
(7) Norton Drive between the intersections
• of S.H. 183 and Hovenkamp Avenue 20 MPH
(8) Norton Drive between the intersections
of Evergreen Road and Glenview Drive 20 MPH

(9) Scranton Drive between the intersections
of Dover Lane and Hovenkamp Avenue 20 MPH

(a) Eastbound lane - starts 54'2"
east of 3200 Kingsbury Avenue and
ends 603' west of 3200 Ash Park.
(b) Westbound lane - starts 520`7" west
of 3300 Vance Road and ends 370'
east of 3300 Kingsbury Avenue.

SEVERABILITY CLAUSE. That it is hereby declared to be the
intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and
if any phrase, clause, sentence, paragraph, or section of this
ordinance shall be declared invalid or unconstitutional by the
valid judgment or decree of any court of competent jurisdiction,
such invalidity or unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of
this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such
invalid or unconstitutional phrase, clause, sentence, paragraph or
section.
III.
SAVINGS CLAUSE. That Chapter 10 of the Code of Ordinances,
City of Richland Hills, Texas, as amended, shall remain in full
force and effect, save and except as amended by this ordinance.

IV.
PENALTY. Any person violating any of the provisions of this
ordinance shall be deemed guilty of a misdemeanor, and, upon
conviction, shall be subject to a fine of not more than two hundred
dollars (5200.00), unless otherwise specified in other sections of
this Ordinance. Each transaction in violation of any of the
provisions hereof shall be deemed a separate offense.
V.
EFFECTIVE DATE. This ordinance shall be in full force and
effect from and after its passage and publication as provided by
the Richland Hills City Charter and the laws of the State of Texas.
VI.
• PRESENTED, PASSED, AND APPROVED at a regular meeting of the
Richland Hills City Council on the 26th day of FEB by a vote
of 5 ayes, 0 nays and 0 abstentions.
