HomeMy Public PortalAboutOrdinance No. 614-90 02-26-1990 • ORDINANCE NO. 614 AN ORDINANCE AMENDING SUBSECTION E., "SPEED LIMITS ENUMERATED" OF SECTION 8, "SPEED REGULATIONS" OF CHAPTER 10, "TRAFFIC REGULATIONS" OF THE CODE OF ORDINANCES, CITY OF RICHLAND HILLS, TEXAS, REVISING THE LIST OF ENUMERATED SPEED LIMITS AT DESIGNATED LOCATIONS; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED, by the City Council of the City of Richland Hills, Texas: I. That Subsection E. "Speed Limits Enumerated" of Section 8, "Speed Regulations", of Chapter 10, "TRAFFIC REGULATIONS" of the Code of Ordinances, City of Richland Hills, Texas, as amended, be hereby amended to hereafter be and read as follows: i E. SPEED LIMITS ENUMERATED The maximum legal speed of vehicular traffic is hereby designated as set forth below on the following described streets, same being known and designated as follows: (1) Ash Park 20 MPH (2) Birch Park 20 MPH (3) Burns Street 20 MPH (4) Cedar Park 20 MPH (5) Dogwood Park 20 MPH (6) Elm Park 20 MPH (7) Fir Park 20 MPH (8) Gumwood Park 20 MPH (9) Handley-Ederville Rd. between the railroad crossing and Midway Road 35 MPH • (10) Latham Drive between S.H. 183 and Ash Park 20 MPH • (11) Maple Park 20 MPH (12) Oak Park between Spruce Park and Elm Park 20 MPH (13) Pine Park between Ash Park and the north lane of State Highway 121 frontage road --------------------20 MPH (14) Rufe Snow Drive from station 18+90 (North Richland Hills/ Richland Hills city limits) southerly 0.472 miles to station 43+84 (intersection with S.H. 183) 35 MPH (15) State Highway 183 (a) North Lane Only - from station 343+50 (west city limits of Richland Hills/Haltom City on north lane) easterly 0.923 miles to station 392+58 40 MPH (b) North Lane Only - from station 392+58 easterly 0.937 miles to station 442+07 (east city limits of Richland Hills/Hurst on north lane) 45 MPH (c) South Lane Only - from station 341+51 (west city limits of Richland Hills/Haltom City on south lane} easterly 0.918 miles to station 392+58 40 MPH (d) South Lane Only - from station 392+58 easterly 0.937 miles to station 442+07 (east city limits of Richland Hills/Hurst on south lane) 45 MPH (16) State Highway 121 Frontage Roads (a) Northeast Frontage Road - from Kingsbury Avenue) northeasterly 1.438 miles to station 374+95 (Richland Hills/Hurst city limits) 35 MPH • (b) Southeast Frontage Road - from station 335+98 northeasterly 0.652 miles to station 10+17 (Richland Hills/Hurst city limits on southeast road) 35 MPH (17) Vance Road between Richland Road and Brooks Avenue 20 MPH (18) Vivian Lane between 5.H. 26 and Willman Avenue 20 MPH II. SEVERABILITY CLAUSE. That it is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared invalid or unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such invalid or unconstitutional phrase, clause, sentence, paragraph or section. III. SAVINGS CLAUSE. That Chapter 10 of the Code of Ordinances, City of Richland Hills, Texas, as amended, shall remain in full force and effect, save and except as amended by this ordinance. IV. PENALTY. Any person violating any of the provisions of the ordinance shall be deemed guilty of a misdemeanor, and, upon conviction, shall be subject to a fine of not more than two hundred dollars ($200), unless otherwise specified in other sections of this Ordinance. Each transaction in violation of any of the provisions hereof shall be deemed a separate offense. V. EFFECTIVE DATE. This ordinance shall be in full force and • effect from and after its passage and publication as provided by the Richland Hills City Charter and the laws of the State of Texas. VI.
