AN ORDINANCE AMENDING SECTION 28, "PARKING
RESTRICTIONS" OF CHAPTER 10, "TRAFFIC
REGULATIONS" OF THE CODE OF ORDINANCES, CITY OF
RICHLAND HILLS, TEXAS, AS AMENDED, BY THE
ADDITION TO SAID SECTION 28 OF A NEW SUBSECTION
"R. PARKING RESTRICTIONS ON ELECTION DAYS",
RESERVING CERTAIN PARKING AREAS FOR THE
EXCLUSIVE USE OF VOTERS 1N SAID ELECTIONS AND
IMPOSING A FIFTEEN (15) MINUTE T]aVIE LIlVIIT FOR
PARKING I1V SUCH LOCATIONS; PROVIDING A PENALTY
OF UP TO TWO HUNDRED ($200.00) DOLLARS FOR
VIOLATION; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A SAVING CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, voters in elections held at the Richland Hills City Hall have
experienced difficulty in finding parking places reasonably near to the polling place
on election days; and
WHEREAS, the City Council of the City of Richland Hills finds that the
provisions of the following ordinance will alleviate traffic congestion and serve the
best interests of citizens wishing to vote in elections held at the Richland Hills City
• Hall.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
I.
That Section 28: "Parking Restrictions" of Chapter 10, "TRAFFIC
REGULATIONS" of the Code of Ordinances, City of Richland Hills, Texas, as
amended, be hereby amended by the addition of a new Subsection "R. Parking
Restrictions on Election Days" thereto, which subsection shall hereafter be and read
as follows:
R. Parking Restrictions on Election Days
On any day during which any election is being held in the Richland
Hills City Hall, special parking regulations shall be in effect from the
hours of 7:00 o'clock a.m. to 7:00 o'clock p.m. in the areas described
below, which are in close proximity to the Richland Hills City Hall.
During these hours on any election day, it shall be unlawful for any person
to stop, stand or park a motor vehicle in the areas designated below,
unless such person parks such vehicle for the purpose of voting in said
election. It shall also be unlawful for any person voting in an election held
at Richland Hills City Hall to park, stand or stop a motor vehicle in the
areas designated below for more than fifteen (15) minutes. This Ordinance
applies to the following-described areas fronting on and adjacent to Diana
. Drive:

A. Community Center Parking Lot
The parking lot between the front (west) wall of the
Richland Hills Community Center and the east right-of-way
line of Diana Drive, more particularly described as beginning
at a point on the east right-of-way line of Diana Drive, also
being the southwest corner of the Community Center parking
lot, said point being 187 feet north and 39 feet east of the
intersection of the centerline of Diana Drive and the center
line of Rena Drive,
Thence, north a distance of 90 feet;
Thence, east a distance of 60 feet;
Thence, south a distance of 90 feet;
Thence, west a distance of 60 feet to the place of
beginning.
B. West Side of Diana Drive
Beginning at a point in the west right-of-way line of
Diana Drive, said point being 45 feet north of the north
right-of-way line of Rena Drive, extending north along the
• west right-of-way line of Diana Drive a distance of 90 feet,
and having a width of 25 feet east from the west curb of Diana
Drive.
II.
Any person who violates any provision of this ordinance shall be subject to a fine
not to exceed $200.00 for each offense.
III.
SEVERABILITY CLAUSE. That it is hereby declared to be the intention of the
City Council that the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such invalidity or unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such invalid or
unconstitutional phrase, clause, sentence, paragraph or section.
IV.
SAVING CLAUSE. That Chapter 10 of the Code of Ordinances, City of Richland
Hills, Texas, as amended, shall remain in full force and effect, save and except as
amended by this ordinance.

V.
EFFECTIVE DATE. This ordinance shall be in full force and effect from and
after its passage and publication as provided by the Richland Hills City Charter and
the laws of the State of Texas.
PRESENTED, GIVEN FIRST READING AND APPROVED at a regular meeting of
the Richland Hills City Council on the 26thday of FEB 1990; by a vote of 4
ayes, 1 nays ands abstentions.
