HomeMy Public PortalAboutOrdinance No. 616-90 03-26-1990 ORDINANCE NO. 616 • AN ORDINANCE AMENDING SECTION 11: "PERSONNEL POLICIES MANUAL ADOPTED° OF CHAPTER 8, "PERSONNEL" OF THE CODE OF ORDINANCES, CITY OF RICHLAND HILLS, TEXAS, TO ADOPT A NEW PERSONNEL POLICIES MANUAL; REPEALING ALL PRIOR PERSONNEL POLICIES; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED by the City Council of the City of Richland Hills, Texas: I. THAT, SECTION il: "PERSONNEL POLICIES MANUAL ADOPTED" of Chapter 8, "PERSONNEL" of the Code of Ordinances, City of Richland Hills, Texas, be hereby amended to hereafter be and read as follows: SECTION 11: PERSONNEL POLICIES MANUAL ADOPTED THAT, the City Council of the City of Richland Hills, Texas hereby adopts the Personnel Policies Manual dated March, 1990, as the official policy of the City with regards to personnel administration. • II. THAT, any and all other personnel policies previously adopted are hereby repealed. III. THAT, all existing departmental personnel rules and policies shall continue in effect for a period of one hundred and twenty days (120 days) from the date of this ordinance; provided, however, that all such rules shall automatically be repealed at the end of such 120 day period unless approved in writing by the City Manager. IV. THAT, all part-time employees currently employed with the City shall continue receiving employee benefit programs and new part-time employees shall comply with the employee benefit provisions contained in the March, 1990, Personnel Policies Manual. V. SEVERABILITY CLAUSE. That it is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, • clause, sentence, paragraph, or section of this ordinance shall be declared invalid or unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such invalidity or • unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such invalid or unconstitutional phrase, clause, sentence, paragraph or section. VI. SAVINGS CLAUSE. That Chapter 8 of the Code of Ordinances, City of Richland Hills, Texas, as amended shall remain in full force and effect, save and except as amended by this ordinance. VII. EFFECTIVE DATE. This ordinance shall be in full force and effect from and after its passage and publication as provided by the Richland Hills City Charter and the laws of the State of Texas. VIII. PRESENTED, PASSED, AND APPROVED at a regular meeting of the Richland Hills, City Council on the 26th day of MARCH 1990; by a vote of 5 ayes, 0 nays and 0 abstentions. APPROVED: W.H.
