HomeMy Public PortalAboutM 2016-01-19- LSACITY OF LYNWOOD AS SUCCESSOR AGENCY TO THE LYNWOOD REDEVELOPMENT AGENCY REGULAR MEETING JANUARY 19, 2016 The City of Lynwood as Successor Agency to the Lynwood Redevelopment Agency met in a regular meeting in the Council Chambers, 11330 Bullis Road, Lynwood, California on the above date at 6:24 p.m. Mayor Hernandez presiding. Council Members Alatorre, Santillan -Beas, Solache, Castro and Mayor Hernandez were present. Also present were City Manager Beltran, City Attorney Garcia, City Clerk Quinonez, Interim Deputy City Clerk Betancur and City Treasurer Camacho. City Clerk Quinonez announced that the Agenda had been duly posted in accordance with the Brown Act. PUBLIC ORAL COMMUNICATIONS (Regarding Agenda Items Only) None NON - AGENDA PUBLIC ORAL COMMUNICATIONS None CONSENT CALENDAR MOTION: It was moved by Council Member Alatorre, seconded by Council Member Solache to approve the consent calendar as presented. Motion carried by 5 -0 vote. Item #1. MINUTES OF THE PREVIOUS MEETINGS Regular Meeting — December 1, 2015 Regular Meeting — January 5, 2016 ROLL CALL AYES: COUNCIL MEMBERS ALATORRE, SANTILLAN -BEAS, SOLACHE, CASTRO AND MAYOR HERNANDEZ NOES: NONE ABSTAIN: NONE ABSENT: NONE NEW /OLD BUSINESS Mayor Hernandez with the consent of the City Council requested that item #2 on the LSA agenda be heard in conjunction with item #18 on the regular City Council agenda. Said request was approved by unanimous consent. Item #2. REQUEST FOR ADOPTION OF RESOLUTION REGARDING FISCAL NECESSITY FOR ROPS AND LSA ACTIVITIES A substantial discussion ensued with respect to the fiscal necessity with three alternatives presented to the City Council for consideration. City Manager Beltran stated that the Lynwood Successor Agency had run out of money due to the sequestration of the funds that otherwise would have been made available to the Successor Agency to cover a number of administrative expenses. MOTION: It was moved by Mayor Pro Tern Castro, seconded by Council Member Alatorre to accept staff recommendation No. 2, which was to terminate all LSA activities, notify employees of fiscal necessity of layoffs, and discontinue all non - critical services provided by third party vendors. Motion carried by the following vote: ROLL CALL AYES: COUNCIL MEMBERS ALATORRE, SANTILLAN -BEAS, CASTRO AND MAYOR HERNANDEZ NOES: SOLACHE ABSTAIN: NONE ABSENT: NONE CLOSED SESSION It was moved by Mayor Pro Tern Castro, seconded by Council Member Santillan -Beas to recess and take the Closed Session Item together with the Closed Session Items on the Regular City Council Agenda.
