ORDINANCE NO. 624 AN ORDINANCE BY THE CITY OF RICHLAND HILLS ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1990 AND ENDING SEPTEMBER 30, 1991, IN ACCORDANCE WITH TEXAS STATUTES, THE CHARTER OF THE CITY OF RICHLAND HILLS; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Manager of the City of Richland Hills has submitted a budget proposal to the City Council prior to the beginning of the fiscal year as required by the City Charter; and WHEREAS, said budget proposal sets forth the estimated revenues and expenditures for each fund for the current and proposed fiscal year; and WHEREAS, the City Council finds that all provisions pertaining to the adoption of a budget contained in the City Charter have been complied with; and WHEREAS, the City Council has held a public hearing on said proposed budget; and WHEREAS, after full consideration, the City Council is of the • opinion that the budget should be approved and adopted: NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXAS THAT: I. The budget estimate of the Revenues of the City of Richland Hills and the estimate of the Expenses of the Fiscal Year beginning October 1, 1990 and ending September 30, 1991 as directed at the public hearing on August 27, 1990, is hereby adopted. II. The sum of $2,634,499 is hereby appropriated out of the General fund for the payment of Operating Expenses and Capital Outlays of the City Government, as set forth in detail in the budget. III. The sum of $2,075,713 is hereby appropriated out of the Enterprise Fund for the Operating Expenses and Capital Outlays of the Water and Sewer Works as set forth in the budget. • 2 IV. The sum of $72,782 is hereby appropriated out of the Levee and Floodway Improvement Fund for the Operation, Construction and Maintenance Expenses of drainage channels and related floodway appurtenances as set forth in this budget. V. The sum of $28,608 is hereby appropriated out the Parks and Beautification Fund for Operating Expenses and Capital Outlays for public parks, recreation and beautifiction facilities or programs as set forth in the budget. VI. There is hereby appropriated the amount shown in said budget necessary to provide for a sinking fund for the payment of the principal and interest and the retirment of the debt of the City. VII. There is hereby appropriated the amount shown in said budget necessary for interfund transfers as set forth in detail in the • budget. VIII. SEVERABILITY CLAUSE. That it is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be delared invalid or unconconsitutional by the valid judgment or decree of any court of competent jurisdiction, such invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs or sections of this ordinance, since the same would have been enacted by the City Council without the incorporation of this ordinance of any such invalid or unconstitutional phrase, clause, sentence, paragraph or section. IX. EFFECTIVE DATE. This ordinance shall be in full force and effect from and after its passage and publication as provided by the Richland Hills City Charter and the laws of the State of Texas; provided, however, that the new municipal budget provided for in this ordinance shall take effect October 1, 1990. • 3 • PRESENTED, GIVEN FIRST READING AND APPROVED at a regular meeting of the Richland Hills City Council on the 10th day of SEPT 1990; by a vote of 3 ayes, and 2 nays and 0 abstentions.
