As required by Moab City Code 3.28.2o, the fiscal year 2018-2019 ("FY19")
recommended budget is submitted to you for your consideration. The attached memo
contains highlights from the recommendation. Also attached is a printout of the
working spreadsheets we will use over the next two months to finalize the budget with
your changes.

As required by Moab City Code 3.28.2o, I submit the fiscal year 2018-2019 ("FY19")
recommended budget for your consideration. Below are highlights from the
recommendation, followed by a printout (Attachment A) of the working spreadsheets we
will use going forward. You may access this document at https://goo.gl/R2DCyJ in the

Overall, the City budget is in good condition. The recommended budget for the General
Fund grows about 3.5%, yet maintains a robust fund balance and a very low debt -to -
revenue ratio. Furthermore, the structural imbalance between one-time and ongoing
revenues in relation to expenses shrinks. The bulk of new revenue comes from an
anticipated 7.9% increase in sales and use taxes. (See Attachments B and C.)
The Recreation Fund increases by 1.85%, which includes a subsidy from the General
Fund in the amount of $1 million — a 5.26% increase compared to the current fiscal year.
The Capital Projects Fund decreases this year by about 1/3, due in part to transferring a
number of expense items to the Class C Road Fund and to the fact that a number of
projects that have carried over from year to year have been started or completed in this
fiscal year. The Class C Fund's ongoing revenue grows by nearly a third due to increased
revenue from the Class C Tax and the new Transportation Tax.
The three enterprise funds all show net operating revenue, but both the Sewer and
Culinary Water Funds will require additional financing to pay for larger capital projects.
The Storm Water Utility Fund continues to accrue in anticipation of the need to pay for
the Stewart Canyon drainage improvements in 2o19.On the expense side, transitioning
from the old to the new water reclamation facility will result in an increase in the
facility's utility bills, a reduction in maintenance costs, and short-term increases for
training and overtime. Also, a recent analysis by the City's auditor identified the need to
increase the overhead payments by all enterprise funds to the General Fund so as to
provide a more accurate accounting of costs associated with their administration.
The major changes proposed fall into three broad categories: staffing, organizational
efficiency, and financing capital projects in the enterprise funds.
The proposed staff changes are:
• One additional Culinary Water staff member to bring that crew to four plus the
superintendent (see Attachment D);
• One additional police officer;
