Mayor Yu called the City Council Regular Meeting to order at 7:30 p.m. in the
Council Chambers located at 5938 Kauffman Avenue, Temple City.
2. ROLL CALL

Councilmember Blum made a motion to excuse Council member ·Vizcarra for
cause, seconded by Mayor Pro Tern Sternquist.
3. INVOCATION
Pastor Heather Williams from Westminster Presbyterian Church located at 9642
E. Live Oak provided the Invocation.
4. PLEDGE OF ALLEGIANCE
Mayor Yu lead those present in the Pledge of Allegiance to the Flag.
5. CEREMONIAL MATTERS
A. Introduction of Temple City Amateur Softball Team
Council presented the Temple City Amateur Softball Association 12 U
Division players with certificates of recognition for participating in the 2012
State Tournament Games held in July.
6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA
Ms. Susan Schlaeger, Temple City Library Manager, announced upcoming
library programs and events for the month of September.

B. PUBLIC SAFETY COMMISSION ACTIONS -MEETING OF AUGUST 8,
2012
The City Council is requested to review the Public Safety Commission
Actions of August 8, 2012.
Recommendation: Receive and file.
C. LEAGUE OF CALIFORNIA CITIES RESOLUTIONS
The League of California Cities adopt policy resolutions annually on issues
of statewide importance that have direct bearing on municipal affairs and are
of broad municipal interest during its annual business meeting. This year's
general assembly and business meeting will be held during the annual
conference on Friday, September 7, 2012 in San Diego. The City Council
has appointed Councilmember Carl Blum as the City's voting delegate and
Mayor Vincent Yu as the alternate delegate.
During the conference, the respective League Policy Committees and
General Resolutions Committee will consider making recommendations on
five resolutions before they are voted on by the delegates in General
Assembly.
The City Council is requested to approve and support the League's
resolutions which align with the City's practices for open, accountable
government, fiscal management, and community education and safety.
Support of the League resolutions does not commit cities to adopting or
implementing any League position in their local communities.
Recommendation: Provide direction on the Annual League of
California Cities Resolutions to the City's voting
delegate.

E. ADOPTION OF RESOLUTION NO. 12-4847-APPROVAL OF PAYMENT
OF BILLS
The City Council is requested to adopt Resolution No. 12-4847 authorizing
payment of bills.

A. APPROVAL OF MINUTES
The City Council is requested to review and approve the Minutes of the
Regular City Council Meeting of August 7, 2012.
City Clerk Kuo pulled item 7 A to add that Council unanimously approved
all the unfinished business agenda items.
8. UNFINISHED BUSINESS
A. SECOND READING AND ADOPTION OF ORDINANCE 12-959, AN
ORDINANCE ESTABLISHING SECTION 9290.5 PARKING
CONCESSION AGREEMENT IN TITLE 9, CHAPTER 1, ARTICLE J OF
THE TEMPLE CITY MUNICIPAL CODE
The City Council is requested to consider second reading and adoption of
Ordinance No. 12-959 amending the City's Municipal Code to create
Section 9290.5, Parking Concession Agreements in Title 9, Chapter 1,
Article J of the City's Municipal Code.
The proposed Parking Concession Agreements would be beneficial to the
City in several ways -promote economic development, assist in creating
pedestrian oriented developments, promote shared parking, and
encourage alternative modes of transportation.
Community Development Director Masura gave a brief summary of the
staff report.

Councilmember Chavez made a motion to waive further reading and
adopt Ordinance No. 12-959 by title only, an Ordinance amending the
City's Municipal Code to create Section 9290.5, Parking Concession
Agreements in Title 9, Chapter 1, Article J of the City's Municipal Code,
seconded by Councilmember Blum and unanimously carried by the
following roll call vote:

B. SECOND READING AND ADOPTION OF ORDINANCE 12-960
ESTABLISHING PUBLIC ARTS COMMISSION AND ARTS IN PUBLIC
PLACES PROGRAM
Public art is a critical element of providing a diverse and culturally rich
environment to residents and visitors alike. More importantly, in
communities with formalized public arts programs, there have been
marked improvements in economic development through the revitalization
of their urban centers and overall improvement in the business climate.
Well-conceived public art may increase property values, help lease space
more quickly, enhance a city's corporate image, promote cultural tourism,
and provide a visible and lasting contribution to the community.
The City Council is requested to adopt an ordinance to establish a Public
Arts Commission and Arts in Public Places Program. Adoption of the
ordinance sets forth a framework and advisory board to develop and
maintain a visual arts program for City of Temple City.
Assistant to the City Manager Haworth gave a brief summary of the staff
report.
Mayor Pro Tern Sternquist made a motion to waive further reading and
adopt Ordinance No. 12-960 by title only, an Ordinance adding Article G to
Chapter 6 of Title 2 of the Temple City Municipal Code, establishing an Art
in Public Places Program and a Public Arts Commission, seconded. by
Councilmember Blum and unanimously carried by the following roll call
votes:

A. INTRODUCTION AND FIRST READING OF ORDINANCE NO. 12-961
CORRECTING TYPOGRAPHICAL ERRORS IN ORDINANCES 12-953
AND 12-955 AND AMENDING THE DEFINITION OF EMERGENCY
The City Council is requested to introduce, read by title only, and waive
further reading of Ordinance No. 12-961, fixing typographical errors in
Ordinances 12-953 and 12-955, and amending the definition of
emergency.
City Attorney Murphy gave a brief summary of the staff report.

for first reading by title only, fixing typographical errors in Ordinance 12-

B. PUBLIC HEARING: CERTIFY COMPLIANCE WITH THE CONGESTION
MANAGEMENT PROGRAM FOR FISCAL YEAR 2011-2012 BY
ADOPTION OF RESOLUTION NO. 12-4846
In 1992, the Los Angeles County Metropolitan Transportation Authority
(MTA) implemented the Congestion Management Program (CMP). In
accordance with this program, every city must make an annual
determination of conformance.
The City Council is requested to conduct a public hearing and adopt
Resolution No. 12-4846 certifying conformance with the Los Angeles
County Congestion Management Program.
Community Development Director Masura and Associate Planner Gulick
gave a brief summary of the staff report. ·

Councilmember Chavez moved to adopt Resolution No. 12-4846, a
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
CERTIFYING THE CITY IS IN COMPLIANCE WITH THE LOS ANGELES
COUNTY CONGESTION MANAGEMENT PROGRAM, seconded by
Mayor Pro Tern Sternquist and unanimously carried.

11. RECESS TO SUCCESSOR AGENCY TO THE TEMPLE CITY COMMUNITY
REDEVELOPMENT AGENCY MEETING
At 8:08 p.m., the City Council recessed to the Successor Agency Meeting.
Minutes of the Successor Agency Meeting are set forth in full in the Successor
Agency's records.

The City Council meeting was reconvened at 8:10 p.m. with all Councilmembers
present.
12. ACTION ON REQUEST BY SUCCESSOR AGENCY TO THE TEMPLE CITY
COMMUNITY REDEVELOPMENT AGENCY-None
13. UPDATE FROM CITY MANAGER
City Manager Pulido announced upcoming City events: Wednesday, August 22,
Summer Concert "Stone Souls" starts at 7 pm, Wednesday, August 29, the last
concert in the park "The Silverados", will start at a special time of 6 pm, Las
Tunas Safety Enhancement & Beautification RFP was released last Friday and
the deadline to submit an RFP is September 10, Neighborhood Watch last Friday
at St. Luke was well attended. Residents are starting to take ownership of their
neighborhoods, and Connect Magazine won an award.

Councilmembers reported on recent meetings of the Public Art Advisory Group
Ad Hoc Committee and League of California Cities.

Would like to incorporate cooling centers and a self-reliant emergency
preparedness program consisting of employees and citizens in the City's
Emergency Management Plan.
Brought up the issue that currently there is no protocol established to keep
tract of Council mail or email that bypass Staff, but which may require
correspondence. Councilmember Blum suggested developing a process
to keep track and make sure that every communication to the Council is
being addressed.
B. COUNCILMEMBER CHAVEZ
Complimented staff on a wonderful Dining Under the Stars event.
Expressed concerns about illegal fireworks in the City. Asked staff to work
on options for a citywide firework display and incorporate fund raising
opportunities for the youth groups that relied on the sales of the fireworks
to raise money. Maybe partnering with the school district to make this a
citywide event/gathering.

Commented that Dining under the Stars was a wonderful event.

Reiterated that Council passed support tonight for League of California
Cities Resolutions.

Mary Kokayko, Temple City resident, upset that the list with Veteran's names is
not displayed in City Hall. She complained about the cleanliness of the exterior
environment of Ralphs, Rite Aid and the 99 cents stores. She appreciated
receiving a recorded message from the City regarding Cooling Centers available
to the residents.
Mayor Pro Tern Sternquist asked staff to speak with the Tae Kwon Do school
and encourage their students to use the trash cans inside the school so the trash
cans outside their building doesn't overflow onto the sidewalk or parking lot.
19. CLOSED SESSION
At the recommendation of City Attorney Murphy, the closed session items were
moved to the next Regular City Council meeting of September 4.
