HomeMy Public PortalAbout20100311INFRAMINUTES.pdfINFRASTRUCTURE COMMITTEE MEETING MINUTES CITY OF TYBEE ISLAND MARCH 11, 2010 5:30 pm Attendees: Diane Schleicher, Paul Wolff, Bill Lovett, Barry Brown, Bubba Hughes, Joe Wilson, Jonathan Lynn, Kathryn Williams, Downer Davis, Bill Garbett Approval of the minutes of the previous meeting Kathryn Williams motioned to approve the minutes from December 10, 2009 and February 11, 2010. Bill Garbett seconded the motion. New Business: I. CROSSWALKS AND SIGNAGE A. Bids Received March 5, 2010 and are good through 60 days. Additive Additive Alternate Alternate Base #1-Lighted #2-Pavement Bid Signs Mounted Signs A.D. Williams Construction, Inc. $39,618.00 $132,800.00 $4,800.00 E & D Contracting Services, Inc. $42,468.75 $169,800.00 $6,975.00 B. Budget Status 1. There is enough money budgeted for the base bid and alternate #2. C. Push Button Signs 1. DOT recommends using strobe-style lighting. The Committee agrees to use DOT’s recommendation. D. Kathryn Williams motions to recommend to Council to approve the base bid with alternate 1 and 2 as options. Bill Garbett seconded the motion. This issue will be added to the agenda for the next Council meeting. II. HISTORIC BUTLER AVENUE PEDESTRIAN SAFETY PROJECT A. Awaiting Traffic Study Approval B. Notice to Proceed from DOT Dated February 23, 2009 C. Diane Schleicher explains the angled parking will not work, but we will be able to plant palms (boulevard-style) in the median from 14th Street down to 16th Street. III. Pay Public Showers A. Review Study B. Review Budget Costs for Solar Powered Electronic Coin Operated Show Controls C. Diane Schleicher will continue discussions with the companies involved and have a recommendation to the Committee at the next meeting. She also believes there should be a trial machine at 16th Street, but that the already in place free foot washer should stay as an option for beach-goers. Old Business: I. CHATHAM AVENUE TO PUMP STATION # 2 SEWER LINE RELOCATION A. Estimated Cost $70,000 B. Move Forward with Bidding? 1. Diane Schleicher says George Reese would prefer to hold off until after this year’s busy season and re-budget. II. EFFLUENT LINE A. Construction Schedule 1. Signage will read, “underwater hazard” rather than, “underwater pipe.” 2. Piles will start to be driven during the last week of the month. III. FT. SCREVEN WATER LINES A. Record Drawings at City for Review B. GEFA Loan Close Out 1. Bill Lovett explains they are still waiting for George Reese’s signature and that the City is still paying construction interest at 3%. Joe Wilson tells Bill Lovett, he would like the electronic copies so the GIS can be updated. IV. GROUNDWATER WITHDRAWAL SPECIAL CONDITIONS A. Purple Pipe Ordinance 1. Kathryn Williams motions to recommend this goes to City Council for approval. Bill Garbett seconded the motion. In discussion the Committee agrees that this ordinance should only apply to new subdivisions containing five lots or more. V. PUMP STATIONS 3 AND 6 FORCEMAIN REPLACEMENT A. Project on hold VI. FLOOD PROOF BATHROOMS A. “Conventional” Construction vs. Movable 1. For a portable restroom to be located between the center and northern most crossovers at North Beach, the water and sewer lines will need to be extended and electrical would need to be added. 2. Paul Wolff would like to have a cost estimate made before moving forward. VII. 14TH STREET DRAINAGE A. Construction Underway B. 1501 Chatham Avenue 1. Soil Stabilization Specialist a. City Attorney, Bubba Hughes states Mrs. Williams has approved the agreement and it now needs to go to Council for approval. Bill Garbett recommends the agreement go to Council for approval. Paul Wolff seconded. Bill Garbett motions to adjourn the meeting. Paul Wolff seconded the motion.
