HomeMy Public PortalAbout20100408INFRAMINUTES.pdfINFRASTRUCTURE COMMITTEE MEETING MINUTES CITY OF TYBEE ISLAND APRIL 8, 2010 5:30 pm Attendees: Diane Schleicher, Paul Wolff, Bill Lovett, George Reese, Barry Brown, Joe Wilson, Bubba Hughes, Jonathan Lynn, Kathryn Williams Note: Kathryn Williams was not present for the discussion of Section V. – B. 1501 Chatham Avenue. New Business: I. WATER AND SEWER RATES A. The committee would like to promote conservation by raising the consumption rate. Several different rate structure ideas were discussed by the committee. Bill Lovett would like to have a more intimate meeting to discuss this issue in further detail with himself, Diane Schleicher, Paul Wolff, Mary Hogan, and Jennifer Oetgen. Old Business: I. CROSSWALKS AND SIGNAGE A. Contract Awarded to A.D. Williams Construction Company B. Base Price - $39,618.00 C. C.O. #1 for Asphalt Mounted Signs - $4,800.00 1. Bill Garbett moves to accept the Change Order as presented. Paul Wolff seconded. D. Preconstruction Conference – April 8, 2010 II. HISTORIC BUTLER AVENUE PEDESTRIAN SAFETY PROJECT A. Project Concept Report 1. Being Prepared a. The report needs to be sent to DOT by April 19th. 2. Complete Week of April 19th 3. Submit to DOT or Review by Committee? a. Public Safety or Infrastructure 1. It was decided at the last meeting, that the Infrastructure Committee would handle anything dealing with the roads. 2. When the Public Safety Committee last met, they discussed this same issue. They had agreed with the same option the Infrastructure Committee had. The option includes: parallel parking rather than angled, a 4 foot median, and narrower lanes to help slow down the traffic. 3. The Committee agrees that they do not need to review it fist and to have Bill Lovett and Diane Schleicher go ahead and submit the report to DOT. B. Categorical Exclusion 1. Environmental Document a. It could take about one year for DOT to give their approval on the Environmental Document. 2. Can begin prior to DOT Concept Approval III. FT. SCREVEN WATER LINES A. Record Drawing at City for Review 1. George Reese has approved the record drawing. B. GEFA Loan Closeout 1. When the loan is closed out, an automatic monthly withdrawal will begin for repayment of the loan. IV. GROUNDWATER WITHDRAWAL SPECIAL CONDITIONS A. Purple Pipe Ordinance 1. This is ready to submit to EPD for their approval. The ordinance will include that there should be 5 lots or more. V. 14TH STREET DRAINAGE A. Construction Underway 1. Public Meeting April 8, 2010, 4:00 P.M. a. Four residents were present for the meeting and they had no problems. The residents were only curious as to how it would affect their properties. B. 1501 Chatham Avenue 1. Soil Stabilization Specialist, Inc. a. Claude “Frenchie” Paysan was in attendance for this portion of the meeting, which was pushed up to be the first item on the agenda. 2. Warranty Issues a. The City Council showed concern for the warranty portion of the contract. It was discussed in this meeting that the warranty will be for 1 year and will include materials and workmanship. 3. Easement Issues a. The easement only addresses the location of the pipe. 4. Bill Garbett motioned that the City continue with the contract omitting phase 4 for a lump sum not to exceed $19,000 with the only warranty being for materials and workmanship on the pipe itself. Paul Wolff seconded the motion. VI. LAZARETTO CREEK WATER SYSTEM A. Addition to City’s Groundwater Withdrawal Permit 1. Joe Wilson explained that he has talked with Joe Richardson, who conducts the water sampling tests. Joe Richardson has stressed that he believes there is contamination coming from the Lazaretto area. That could be the cause of the beach closures on the northern part of the island near the Savannah River. 2. Paul Wolff believes it would be worthwhile to have a more extensive water sampling test done at the mouth of Lazaretto Creek and at Chimney Creek to determine if there are high bacteria counts coming from the sewage in that area. VII. WASTEWATER TREATMENT PLANT A. February Flow Reported to EPD 1. .841 MGD Reported 2. .891 MGD Permitted 3. 94.5% of Capacity a. George Reese says the high flow is due to not reusing the water because of press concerns. This causes 300,000 gallons to be added. George says filters could be a solution. 4. Monitor a. Bill Lovett will look into possible solutions and also compare the results from March when they are ready. IX. EFFLUENT LINE A. Signs are already in Place (4) 1. Bill Lovett authorized the 2 additional signs with George Reese agreeing. There are now 2 signs are facing the beach and 2 signs are facing the inlet. B. Change Order for 2 Additional Signs - $480.00 1. City Council will be asked to do a Change Order and how to pay the additional $480.00. X. PROJECTS ON HOLD A. Flood proof Bathrooms 1. The Committee is considering portable restrooms as a less expensive alternative. The money can be added to the next fiscal year’s budget. B. Chatham Avenue to Pump Station No. 2 Sewer Line Relocation 1. Waiting until after the busy season. C. Pump Station 3 and 6 Force mains 1. Not doing anything right now. D. Push Button Crosswalk Signage 1. This will be included in the permit, which is good for one year, so this can wait until the City is ready. The permit can easily be extended. XI. APPROVAL OF THE PREVIOUS MEETING MINUTES A. Kathryn Williams moved to approve the Infrastructure Committee Minutes from the March 11th meeting. All approved. Paul Wolff calls the meeting to be adjourned. All approved. “A quorum of city council members may be present which would constitute a meeting”
