Attendees: Joe Wilson, Bill Lovett, Bill Garbett, Paul Wolff, Barry Brown, Diane Schleicher, Jonathan Lynn, Bill Nicholson, Kathryn Williams Approval of the minutes of the previous meeting Bill Garbett motions to approve the amended minutes from April 8, 2010. Paul Wolff seconded the motion. All approved. New Business: I. HISTORIC BUTLER AVENUE PEDESTRIAN SAFETY PROJECT A. Concept Layout Presentation 1. Diane Schleicher and Jonathan Lynn walked the area of concern and now have recommendations for the concept layout. 2. Diane Schleicher recommends curbing inoperable driveways that now lead to storefronts and adding pavers in some areas for a more appealing look. 3. The Committee discusses taking out three sections of median to allow for left turns onto roads and into businesses to prevent unnecessary traffic at the Tybrisa St. and Lovell Ave. areas. The cut outs would be at Ocean Plaza and Brass rail entrances, and Atlantic Ave. Bill Nicholson expresses concerns for the changes to the median not being approved. He says it can be submitted showing the changes, but there is a possibility that it will not get approved due to the Federal Government and Georgia Department of Transportation’s involvement. No U-turn and U-turn allowed signs and arrows on the road will more than likely need to be added. Diane Schleicher thinks that Tybee can get an exception and that we should have the cuts, because there is very little room to allow U-turns. If the cuts are there, there should be no need for U-turns. 4. The Committee discussed foliage for the median. It is decided to space the palm trees about 20’ apart with low maintenance native grasses in between. Filling in the gaps with foliage will prevent j-walking across the median and force pedestrians to use the crosswalks. 5. The Committee agrees with the changes that were discussed and based on the Committee’s discussions, the concept layout is ready to re-draw and submit with the concept report. B. Concept Report 1. To be submitted to DOT after Layout Approval C. Categorical Exclusion 1. Environmental Document Underway a. Bill Lovett says that the DOT may allow us to revisit the categorical exclusion, because this area was included in the environmental study we did for the sidewalks and ramps on Butler Ave. It is the same area. The permit will move along a lot faster if we can do this. 2. Most Time Consuming Step Old Business: I. CROSSWALKS AND SIGNAGE A. A.D. Williams Construction Company B. 3rd, 11th and 13th Streets C. Traffic Control Plan – Has been submitted and is on the City’s web site. D. Work Underway 1. Joe Wilson has asked the contractor to be cleared out in time for Beach Bum Parade on May 21nd, leaving no holes, unfinished gaps, or wet pavement in the roads. The contractor can return to complete the work after Beach Bum Parade. E. Change Order No. 1 Status – On May 13, 2010 City Council Agenda 1. The change order is to add $4,800.00 worth of signage. It is on the agenda to be approved at tonight’s City Council meeting. F. Proposal for Thermoplastic Cross-walks on 17th St. & Butler Avenue & Cedarwood Avenue - $2,085.20 1. Joe Wilson describes there will be crosswalks around the Nursing Home for safer, easier pedestrian crossing. He also says the proposal includes using thermoplastic on the crosswalk at 17th St. that DPW installed last year that is now starting to fade. The City will be responsible for any signage. II. BUTLER AVENUE SIDEWALKS AND RAMPS A. Storm Drain Grate Change 1. 12th and 6th Street 2. DOT Approved but Won’t Fund 3. City must pay for Modifications to Storm Drain Box and Grate Inlet a. The City will contribute $2,843.04 for the grates and the grant will pay for the concrete that goes back. 4. The grates will be bicycle friendly. B. Project Near Completion III. 14th STREET DRAINAGE A. CONSTRUCTION UNDERWAY 1. Unsuitable Material Quantities a. 1900 cubic yards were originally estimated. b. 1063 cubic yards have been found so far in the project. c. It is now estimated there will be an additional 1300 – 1500 more. This will possibly add $13,000 - $15,000 to the project. 2. ¾” Water Line Quantities a. Have found 6” transite mortar, clay type, water lines that break at the touch. These are being replaced as they go along. IV. WASTEWATER TREATMENT PLANT A. Algae Filter/Water Reuse 1. Bill Lovett says the source of the algae has been identified. HGBD is looking at; if we can core the bottom of the clarifier and pull the water out of the bottom of the clarifier and use that water before the algae gets into it. They are also considering a small filtration system that would generate enough reused water that it would clean the bell presses. B. Flows 1. Permitted - .891 MGD 2. February - .841 MGD 3. March - .763 MGD 4. April - .751 MGD 4. Continue to monitor V. WATER AND SEWER RATES UPDATE AND REVIEW A. HGBD has received the data they need from the City and are working on this currently. VI. GA/SC SAVANNAH RIVER COMMITTEE MEETING A. TMDL Loading or Savannah River 1. 766,000 lbs – Existing Permit 2. 130,000 lbs – Proposed Permit 3. 83% Reduction 4. Tybee Not Affected!!! B. Floridian Aquifer Withdrawal 1. Up to 100% Total Reduction Studied 2. Committee Asked for More Studies 3. Tybee Will Be Affected!!! a. Significant Reductions in Permitted Withdrawal Right now they have cut back to 2004 levels. Bill Lovett predicts they will cut back more. b. Lower Floridian may not be an option HAAF and Rincon have already done studies costing $100,000 or more. The tests came back showing 90% of the water comes from the Upper Floridian. c. Cretaceous Aquifer is a Real Possibility (1) Salty, warm and expensive d. Bill Lovett thinks that Tybee will have to be a special case. He suggests that we meet with the State Geologist to plan ahead and find out what Tybee’s options are for water in the future. VII. PROJECTS ON HOLD A. Lazaretto Creek Water System 1. The businesses affected are no longer interested. B. Flood Proof Bathrooms 1. It has been decided to purchase an additional, less expensive portable trailer restroom, rather than to build a new flood proof restroom. C. Chatham Avenue to Pump Station No. 2 Sewer Line Relocation 1. This is on hold until the tourist season ends. D. Pump Station 3 and 6 Force Mains 1. Project on hold E. Push Button Crosswalk Signage 1. Project on hold Bill Garbett motioned to adjourn. Paul Wolff seconded the motion.
