CITY OF TYBEE ISLAND
JUNE 10, 2010
5:30 P.M.
Attendees: Paul Wolff, Jennifer Oetgen, Inman Beasley, Bill Garbett, George Reese, Barry
Brown, Jonathan Lynn, Diane Schleicher, and Kathryn Williams

I. HISTORIC BUTLER AVENUE PEDESTRIAN SAFETY PROJECT
A. Concept Report
1. Submitted to DOT
a. Meeting to Review DOT Comments – June 15th
- Diane Schleicher will be attending the meeting and
representing the City of Tybee Island.
2. Approval Required Before Environmental Document can be completed
a. Diane Schleicher believes the median cuts may be an issue, but it
may qualify if the speed is lowered. The committee voted to lower
the speed if need be.
II. CROSSWALKS AND SIGNAGE
A. 3RD, 11TH AND 13TH Streets
1. Crosswalks Completed
2. Roadside Signage Change Order
a. The change order is from A.D. Williams for 12 signs at a cost of
$4,800.00.
B. Thermoplastic Installation Status
1. Inman Beasley says the thermoplastic will not be available until the
middle of July, but the contractor will paint temporary lines at no charge.
III. BUTLER AVENUE SIDEWALKS AND RAMPS
A. Construction is 98% Complete with the exception of two structures at 6th Street
and 12th Street.
B. Castings for ramp $687.00
IV. 14th STREET DRAINAGE
A. CONSTRUCTION UNDERWAY
1. Quantity Over-runs
a. Unsuitable Material removal will more than likely go over the
contract amount, but monies set aside for removal can be
transferred and should cover the cost.
b. 6” Transite Waterline is under control and okay for now explained
Inman Beasley.
2. Peter Hand Meeting
a. Diane Schleicher had a meeting with Danny Carpenter and Peter
Hand. Peter Hand is not fond of the guard rail that Public Works
installed. He may present a sketch of what he would like to see at
that location. Vegetation such as palms may be used instead of the
guard rail.
3. 1501 Chatham Avenue
a. 21 cubic yards of grout were pumped into the pipe, costing
$1,900.00.
V. WATER AND SEWER RATES UPDATE AND REVIEW
A. Jennifer Oetgen received the 2009 consumption and sprinkler usage for the
months of May through September from Nalene Conway.
1. Sprinkler
- Approximately 170 users
- Mainly residences using 20,000 – 200,000 gallons per month
- 41 sprinkler customers went over 200,000 gallons in
September
- Usage becomes higher towards the end of summer
- 50-60% of customers are using less than 3,000 gallons
2. Consumption (Snapshot)
- There is a low amount of over users
- Most users are in the middle (Need to convince them to cut
back on consumption to fit into the low rate tier.)
3. Jennifer Oetgen expresses that this is a good starting point in finding out
where we stand currently, but she needs more direction. Paul Wolff says
our goal is to be revenue neutral. Diane Schleicher says we are currently
short by 10% for the upcoming budget.
4. Jennifer Oetgen is going to meet with Nalene and Mary again to get a
more detailed report to compare data and project new rate possibilities.
VI. WASTEWATER TREATMENT PLANT
A. Water Reuse for Washdown at Belt Press
1. George Reese explained that the algae is being taken care of and will no
longer be an issue by the end of the month.
B. Flows
1. Permitted
a. May – September – 1.15 MGD
b. October – April – 0.89 MGD
2. February - .841 MGD
3. March - .763 MGD
4. April - .751 MGD
5. May - ?
6. Usage is decreasing but will continue to monitor
VII. PROJECTS ON HOLD
A. Chatham Avenue to Pump Station No. 2 Sewer line Relocation
B. Pump Station 3 and 6 Forcemain
C. Push Button Crosswalk Signage

Kathryn Williams motioned to adjourn and Bill Garbett seconded the motion. All approved.
