Attendees: Paul Wolff, Bill Garbett, Bill Lovett, Barry Brown, Joe Wilson, Jonathan Lynn, Diane Schleicher and Kathryn Williams. Approval of the minutes of the previous meeting. Bill Garbett motioned to approve the minutes of the June 10, 2010 Meeting and Paul Wolff seconded. New Business: I. CITY CONTRACTORS – STAGING AREAS A. Kathryn Williams suggested that before another project begins, that a different staging location, other than Memorial Park, be determined. B. Discussed that if the City provides a staging area then construction costs usually are lower. Bids may come in higher to compensate for no staging area. C. Paul Wolff suggested the area behind the Police Station or parking lots for overnight usage only. Discussion to continue at another time. Old Business: II. HISTORIC BUTLER AVENUE PEDESTRIAN SAFETY PROJECT A. Concept Report – DOT Comments 1. Bill Lovett stated that the DOT is fine with the curb cuts as long as the City gets a letter of approval from the property owners that they are giving up the curb cuts. 2. Discussed width of proposed median. Bill Lovett explains it would take a lot of DOT exclusions because it doesn’t meet DOT standards. 3. The general consensus is to pursue original plan with the DOT. Also, find some way to negotiate with the DOT between lowering the speed limit and doing what we can do to appease them and /or taking over that section of the road between 14th St. and Tybrisa St. 4. Paul Wolff asked Joe Wilson to run some numbers of how much more it would cost us if we took over the road and maintained it, than what we are paying now. 5. Jonathan Lynn proposed that we find out what the smallest lane width and the smallest median width that DOT would accept. 6. Paul Wolff recommended that Diane Schleicher write a letter to the DOT to get approval of lowering the speed limit to 25mph on Butler from 14th St. to Tybrisa St. B. Schedule Public Meeting 1. After we get information and approval from the DOT then we can schedule a public meeting for residents and business owners. III. CROSSWALKS AND SIGNAGE A. 3RD, 11TH AND 13TH Streets 1. Crosswalks – Crosswalks are completed 2. Signage a. Roadside Signage – The signs we had are up. More signs were ordered. DOT bringing 4 signs. b. Asphalt Mounted Signs C. Thermoplastic Installation Status 1. Bill Lovett reports that it could be July or August before thermoplastic striping is available due to a shortage at this time. IV. BUTLER AVENUE SIDEWALKS AND RAMPS A. Construction 100% Complete 1. Bill Lovett reports that they are doing the final quantities now. Our inspector did not agree with the contractors final numbers. They went back out and re-measured last week so they will have the same numbers and we will agree with what the contractor submits. V. WATER AND SEWER RATES UPDATE AND REVIEW A. A special meeting was scheduled for July 16, 2010 at 10AM to discuss the water and sewer rate increase. VI. 14th STREET DRAINAGE A. Construction Status – Construction is 56-60% complete. 1. Quantity Over-run a. Unsuitable Material b. 6” Waterline 2. Peter Hand Meeting a. Bill Lovett explained that Peter Hand isn’t happy with the landscaping on the City right a way at the headwall. Doesn’t like the color of the fence. b. Paul Wolff recommended that a letter be written to Mr. Hand that explains, for the public safety and maintenance purposes and for the fact we have negotiated the easement with everybody’s best interest in mind, the fencing will remain as is. c. Bill Lovett emailed an electronic drawing to Mr. Hand after getting approval from Diane Schleicher and Bubba Hughes. d. Barry Brown recommended that Bubba Hughes research the “Release the City Harmless” form that pertains to property owners erecting “structures” on the City right a way and then implement it at 16th St. & Chatham. 3. 1501 Chatham Avenue a. There’s some dirt that needs to be brought in, otherwise it’s done. VII. WASTEWATER TREATMENT PLANT A. Reuse Water for Washdown at Belt Press 1. Bill Lovett reports, after talking with George Reese, they are tapping the side of the clarifier and pulling water off for the sludge press operations and washdown process. This is done and is in place. 2. This will allow for the groundwater withdraw permit to decrease. VIII. PROJECTS ON HOLD A. Chatham Avenue to Pump Station No. 2 Sewer Line 1. Time to begin advertise for Bids? a. Will have to wait until the water/sewer rates have been adjusted before the money will be in the budget. B. Pump Station 3 and 6 Forcemain 1. Will have to wait until the water/sewer rates have been adjusted before the money will be in the budget. Bill Garbett motioned to adjourn meeting.
