Attendees : Paul Wolff, Bill Ray Nicholson, Bill Lovett, Jonathan Lynn, George Reese, Barry Brown, Bubba Hughes, Joe Wilson, Bill Garbett, Diane Schleicher and Peter Hand. Approval of the minutes of the previous meeting. Paul Wolff states the minutes from the last meeting, regarding Section II, A, 2, that Bill Lovett suggested that we change that to read: The DOT is fine with or without the curb cuts, as long as the City gets a letter of approval. With that change, the minutes of the July 8th meeting are approved. New Business: I. 2010 – In -house Drainage Projects A. 14th St. Drainage Project – Joe Wilson states, hopefully this will be completed in September. B. Presently working on Tybrisa between Jones and Chatham. Will do this section in house which will be a considerable savings to the City. Will need to take care of the drainage situation before paving the street. C. On Project 5 (12th St.), there’s a pipe that is undersized and is full of oysters and needs to be dug out. Will need to upsize and lay new pipe. Paul Wolff asked that bio- filters be installed on the catch basin. Joe Wilson explained that there would be 4 basins and would be done in house for around $60, as opposed to $600. D. Drainage at the end of 8th St. - Joe Wilson explained that he will have to go through the dune area. All permitting is in place and he has a meeting set up with Ann Thran (DNR) next week to discuss the maintenance plan. E. Peter Hand commented that his property at Tybrisa & Chatham is involved. He has concerns of his pervious driveway being dup up and not replaced correctly. Also concerned about his landscaping being torn up. Joe Wilson explained that he is planning on replacing the driveway in house and if problems arise he will contract out for replacement of the pervious driveway. Also will have to remove some of the landscaping in the right-a-way in order to complete the project. Some landscaping can be cut back. Old Business: I. 14th STREET DRAINAGE A. Landscaping Discussion at Outfall 1. Peter Hand presented a drawing that Hussey, Gay and Bell had provided of the 14th St. Outfall. The drawings show the proposed and the existing headwall. Peter states the headwall is closer to Chatham now than was originally designed. Peter is proposing to remove the yellow fencing that exists now with a 4 ft. circular fence (in the perimeter of that area) either with chain link or picket fence. Wants to plant shrubbery up against that fence that would still allow access for DPW to get to that area. Also states that during the last meeting there was a suggestion that perhaps palms could be planted in place of the guardrail that Joe Wilson has built. 2. Joe Wilson explained that he needs accessibility to the headwall, with a very large truck, for clean out purposes. Palm trees will not allow the accessibility that he needs. He is willing to work with Mr. Hand on the landscaping and suggests planting smaller vegetation. Joe is concerned about the overall safety factor involved. Mr. Hand is willing to go take a look at the truck. 3. Paul Wolff suggests that between now and the next meeting, Peter Hand and Joe Wilson get together and talk about the vegetation, access to the headwall and look at the truck. That way everybody’s on the same page and working with the same knowledge. See if we can come up with a solution that makes sense. B. Construction Schedule 1. Pipe work complete mid to late September 2. Driveway pours, grassing and asphalt overlay complete mid to late October II. HISTORIC BUTLER AVENUE PEDESTRIAN SAFETY PROJECT A. Bill Ray Nicholson explained they developed 2 concepts. The original has a 4 ft. median with palms, 11 ft. lanes and maintains the parking lanes. B. Diane Schleicher and Bill Ray attended a concept meeting with the DOT. The local DOT, Rob McCall and Brent Saxon, were concerned about the width of the median verses the DOT’s guidelines for clearance. C. Bill Ray explains we would have an 11 ft. traffic lane with the palm tree being about 18” away from the edge of the traffic lane. Paul Wolff asked if 30mph made any difference to the DOT. Bill Ray confirmed it did not. Explained the DOT didn’t shoot the idea down but did recommend considering a wider median. Rob McCall prefers a median of 8ft or more. D. The second concept would widen the median out to 14ft. You would have 11ft lanes going Southbound and one 12ft lane Northbound and keep the parking lanes. It gives a wider median but you would only have 1 lane northbound. E. There were concerns expressed regarding one lane traffic northbound in case of an evacuation, delivery access and left hand turns. Do we go with this concept, which is more agreeable with the DOT, or go back to the original. The other alternative is for the City to take over Butler Ave from 14th St. to Tybrisa and then wouldn’t have to meet the DOT guidelines. Discussed the steps needed to take over that stretch of road. It would require a letter to the DOT and City Council approval. Paul Wolff asked if grant money would still apply if the City took over that road. Bill Ray confirmed it would. F. Paul Wolff suggested going with plan #1 and reducing the speed limit to at least 20 mph to minimize any potential problems. Barry Brown objected to taking ownership of Butler from 14th St. to Tybrisa. Thinks it wouldn’t work and would cause bottleneck of traffic. If takes ownership he recommends the City to study what this would involve in the long term. Barry is concerned about having 11ft. lanes as opposed to 12ft lanes. G. Bill Garbett made a motion that the City address DOT to take over Butler Ave. from 14th St. to Tybrisa and go with the 4 lane proposal. Also reduce the speed limit to no lower than 20 mph. Paul Wolff seconded. H. Discussed the need for a public notice to address this proposal. Public Notice meeting scheduled for September 7th from 4-6PM in the Auditorium. Will also need City Council approval. III. BUTLER AVENUE HANDICAPPED RAMPS A. Summary Change Order Approval 1. $7,867.27 Reduction B. Final Pay Request Approval 1. $3,096.35 IV. CROSSWALKS AND SIGNAGE A. Change Order No. 2 (Revised) 1. $4,655.04 replaces Change Order No. 2 ($4,654.95) a. Bill Lovett states this needs to taken off. B. Thermoplastic Installation Status a. Bill Lovett states they’re still having problems getting the thermoplastic due to a shortage. V. GROUNDWATER WITHDRAWAL A. July 2010 was 1.402 MGD (Permitted Monthly Average is 1.600 MGD) B. Annual Average from August 2009 thru July 2010 was 0.817 MGD (Permitted Annual Average is 0.916 MGD) a. Bill Lovett reports the above groundwater figures is good news and positive information. b. Discussed the need to get going on the new water/sewer rates. VI. PROJECTS ON HOLD A. Chatham Avenue to Pump Station No. 2 Sewer Line C. Pump Station 3 and 6 Force Main Replacement 1. The above projects are still on hold pending funding. A quorum of City Council members may be present which would constitute a quorum.
