HomeMy Public PortalAbout01-16-20 councilJANUARY 16, 2020 Regular Meeting of the Mayor and Council of the Borough of Carteret COUNCIL MEETING was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, January 16, 2020, in the Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Demris DiMasio " Ajmar Johal " Susan Naples Noted Absent were Councilmember Jorge Diaz and Councilmember Randy Krum. Also noted present were Carmela Pogorzelski, Acting Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of Silent Prayer and The SILENT PRAYER Pledge of Allegiance led by Mayor Reiman. PLEDGE OF ALLEGIANCE The Clerk stated that the 2020 Annual Meeting Notice was mailed to STATEMENT OF The Home News Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE board on December 31, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2020. Upon MMS &C, by Councilmembers Bellino and DiMascio and APPROVAL OF unanimous affirmative vote of the four (4) Councilmembers present, MINUTES the minutes of December 30, 2019 and January 6, 2020 were approved as transcribed and engrossed by the Clerk. A copy of each Resolution was placed on the table for public review prior to the meeting in accordance with the Rules of Council and upon PUBLIC PORTIONS MMS &C, by Councilmembers Bellino and Naples and unanimous RESOLUTIONS/ affirmative vote of the four (4) Councilmembers present, the meeting AGENDA ITEMS & was opened for public input on all Resolutions /Agenda items and new NEW BUSINESS business. JANUARY 16, 2020 (continued) Mayor Reiman said please sign in to speak. STEVEN Steven said he would like to address what happened at the last meeting. He said Cristo wanted to talk, the mayor didn't allow him to talk at all during the Public Portion and he disagreed with the mayor because the Sunshne Law says he has the right to speak and he explained. He read from the 2020 Rules of Council and gave his opinion to the mayor and council and said he felt thirty (30) minutes total time for the Public Portion was too short. Mayor Reiman explained and said Cristo did not ask to be recognized MAYOR REIMAN until after the Public Portion was closed and he did not write his name in the book and then it was the end of the meeting. He said Cristo has an opportunity to address the governing body today. Steven said he mayor violated Cristo's rights. Mayor Reinan said he completely disagreed. Steven said he completely disagreed with the mayor. ROBERT BERGEN Law Director, Robert Bergen said Mr. Wronko can raise any issue he wants, he has a constitutional right to present any issue to the governing body then advised the mayor and council that they do not have to engage in dialog with anyone. He said Mr. Wronko has his opinion and the mayor and council are entitled to their opinions. Mr. Bergen said he will render his legal opinion to the mayor and council when he deems fit and reminded them that then do not have to answer Mr. Wronko's questions. Steven said the Chief of Police keeps harassing him about having cameras at the meeting and said the Stmshine Law says he can record. He said he is not blocking any egress. Mayor Reiman said he is not currently blocking the egress, but was at the prior meeting. Councihnember Bellino said Steven's time was up and thanked him. Robert Bergen said people in the building were offended by the language Mr. Wronko uses and said he cannot disrupt the meeting by using foul language. JANUARY 16, 2020 (Continued) Cristo addressed the mayor and asked why he was on NJ.com demanding people stop calling him a sex predator. He asked the mayor why residents are accusing him of being sex a predator. Mayor Reiman said no residents have accused the mayor of being a sex predator. Arriaris Rosario said he was here trying to raise awareness and said he had several meetings with Mr. Bergen in the past. He said his question was has there been any resolution to the ongoing problems in the Borough. Mayor Reiman asked Mr. Rosario what matters he was referring to. Amaris Rosario said he was assaulted by the mayor's brother. Mayor Reiman said he believed Mr. Rosario has a pending case against the city. Mayor Reiman said let the record reflect that Steven Wronko is outside council chambers giving the finger to the members of the council. There being no finther comments or objections to the Resolutions /Agenda items or new business, upon MMS &C, by Councilmembers Bellino and Johal and unanimous affirmative vote of the four (4) Councilmembers present, the meeting was closed. PAYMENT OF BILLS Upon MMS &C, by Councilmembers Bellino and Naples, all bills appearing on the prepared list, properly audited and signed were ordered to be paid. Upon individual Roll Call Vote, Councilmembers Bellino, DiMascio, Johal and Naples voted in the affirmative. Councilmembers Diaz and Krum were noted absent. JANUARY 16, 2020 (continued) Reports: 1. Board of Health — December 2019 Upon MMS &C, by Councilmembers Bellino and Johal, and unanimous affirmative vote of the four (4) Councilmembers present, all reports were ordered to be received and placed on file. Mayor Reiman said his appointments for 2020 were filed in the Clerk's Office and asked for the council's consent. Upon MMS &C, by Councilmembers Naples and DiMaseio, and unanimous affirmative vote of the four (4) Councilmembers present, the 2020 Appointments were ordered to be received and placed on file with the clerk.
