Attendees: Paul Wolff, Kathryn Williams, Bill Lovett, Bill Garbett, Barry Brown, Joe Wilson, Jonathan Lynn, Diane Schleicher, and Barbara & Leo Hayser. Approve the minutes from the previous meeting Paul Wolff asked for a motion to approve the minutes. Bill Garbett so moved and was seconded by Kathryn Williams. New Business: I. Drainage Ditch at Northeast Corner of 6th and Miller A. Paul Wolff asked Joe Wilson what he thinks the City should or should not do about the road. It looks like the road is going to be destabilized if we don’t do something. Joe Wilson replied, he thinks the road is fine and thinks the problem is the Hayser house is built too close to the marsh. Joe has met with John Winn with the DNR and John suggested that the Hayser’s put a retainer up at the top of the level of the ditch line on their property, to hold the dirt in. B. Looking at projector screen, Joe states, looking at the ditch line, the right side is theirs and is heavily vegetated, the left side is ours and has no erosion and there’s plenty of stable road bed. The property line goes down pretty much through the middle. John Winn (DNR) has designated the DNR line about a foot up from the bottom on the right hand side on their property. C. Bill Garbett is concerned with the excessive vegetation removal, by the County, in the past. He recommends that the vegetation cover be maintained on the ditch bank or it will wash away. Joe Wilson states that the ditch is vegetated, as it is, and is stable even though it’s been cleaned out on the City side. D. Barbara Hayser presented pictures of how full the drainage ditch becomes after a non- tropical rainstorm. She also states that when they bought their house, there was one pipe running to the drainage ditch, now there are two, which has increased the water flow and volume. States rip-rap was installed but now has become completely exposed around the corner. To protect the corner, a guardrail was installed. She admits to a lot of erosion on her side but states there’s also erosion on the City side. She presented several pictures showing the volume of water in the ditch and the erosion on the City’s side. States, in her opinion, it’s just a matter of time before the erosion undermines the road and feels this is a safety issue due to the depth of the creek. States she has talked with Ann Thran (DNR). A representative from the DNR did come out to the property and assured her that there would be no problem with getting any type of permit due to her house is in danger also. States she would like to work together with the City to figure out what needs to be done. States, whatever I do on my side, you have to do something on the City’s side too. E. Barry Brown suggests either sheet pilings or a bulk head on the home owner’s side to eliminate the problem. Would have to get a permit from DNR for a bulk head around the perimeter of the property. That would stop the erosion on her side. Joe can deal with the City side as time goes on. Oyster shells and sand bags were discussed. Barry states that would not work. It’s not a quick enough fix. The foundation of the house is in jeopardy at this time. F. Paul Wolff suggested to Barbara that she have John Winn (DNR) come out and talk with the both of you about what the options are and go with the most cost effective fix. Barbara states she has already talked with him about the different options and they have let it open due to the scope of the situation. They also recommended that the City do something on their side at the same time. Paul recommends that the Hayser’s, Joe Wilson and John Winn get together and come up with an agreement. G. Barbara states what she wants to see is the City take some responsibility for this and wants to work together to come up with the best solution so this isn’t a full financial burden for them (the home owner’s) or for the City either. H. Joe Wilson states he can contact the County and asked them to not cut the ditch at this property, in the future. Kathryn Williams asked Joe Wilson to find out when the second pipe was placed in that ditch. II. ALLEY 3 A. Parking Layout 1. Bill Lovett states him and Joe Wilson met last Friday. They have a plat from Bert Barrett. Joe is concerned about the retaining wall that goes way out into the right-a-way. The stucco fence line is pretty much on the right-a-way as well as landscaping. Joe needs to put in a 36” pipe to increase the outfall and there is encroachment on both sides. States this area is heavily used and believes he can get up to 30 parking spaces in this area. We can take our land back, increase the parking, and revenue. Thinks this project would pay for itself in 2-3 years. Joe would like Bill to present a plan for this project. Paul Wolff recommends moving forward with this plan. 2. Kathryn Williams suggested that Chantel meet with the eco-tourism companies to give them a heads up on what we are doing and their alternatives to parking their trailers at Fisherman’s Walk. B. Wall Repair C. Condition of Launch 1. Joe Wilson states that he did not include the improvement of the launch in the Parking Layout. Paul Wolff asked if we could get a ballpark figure on the cost of improving the launch. 2. Joe states what he would like to do is partition it off with bollards at the very end of the turn-around so people cannot drive down into that area. Then they could pick up their kayaks and walk through. Old Business: I. HISTORIC BUTLER AVENUE PEDESTRIAN SAFETY PROJECT A. Concept Plan 1. Diane Schleicher states that she has talked with a couple of businesses and they have concerns about this project starting in January and have construction go into Memorial weekend. They feel this would hurt business. If we get permits this year, they prefer that we work through the process and not start construction until the middle of October next year. 2. Bill Lovett thinks the best idea is to start the project in the middle of October. Recommends a notice to proceed October 1st. 3. Kathryn Williams asked that we not start until after Pirate Fest. Paul Wolff agreed. B. City Jurisdiction Transfer from GDOT from 14th Street to Tybrisa 1. Bill Lovett states he has talked with Eric. He will be in Atlanta week after next and wants to know who he should talk to. II. BUTLER AVENUE HANDICAPPED RAMPS A. Final Submittal to DOT 1. Summary Change Order a. Bill Lovett states there’s a change order coming to City Council tonight that reduces the price of the job by $7000 or so. 2. Final Payments to Contractor and Engineer a. Final payment of $3200 is on Diane’s desk for payment. When we get that, and give you some more information, we’ll be ready to submit final reimbursement to the City. b. Kathryn Williams states that the one thing that we really have to be aware of when doing construction is, that we insist that they maintain handicapped access when making any changes. 3. As-Builts 4. Information from HGBD III. CROSSWALKS AND SIGNAGE A. Thermoplastic Installation Status 1. Bill Lovett states that the thermoplastic installation is coming back on the market we just don’t know when. IV. 14th STREET DRAINAGE A. Landscaping at Headwall 1. Joe Wilson states he met with Mr. Hand and they have decided on a 4ft. plant that would hide the fencing. Mr. Hand wants the fence removed but Joe states the fence is not coming down. B. Construction Schedule 1. Pipe work complete mid to late September 2. Driveway pours underway a. Bill Lovett stated that the driveways are done. 3. Grassing and asphalt overlay complete mid to late October a. Joe Wilson states the paving probably won’t get done until after Pirate Fest. V. WASTEWATER TREATMENT PLANT A. Additional Clarifier 1. Bill Lovett states that George is concerned about not having a back up Clarifier. He would like us to take a look at what it would take to add a Clarifier. B. Belt Press Back Up 1. Also concerned about not having a back up Belt Press. The current one is 15 years old and he is having a lot of maintenance issues. 2. Bill Lovett suggested bringing in a new Belt Press. We will follow up with George. 3. Diane Schleicher states that George is concerned with the higher rate of discharge at our max that we now have, if the Clarifier went down, he would not be able to meet permits. VI. PROJECTS ON HOLD A. Chatham Avenue to Pump Station No. 2 Sewer Line C. Pump Station 3 and 6 Force Main Replacement 1. Diane states that Mary, I and George are working on his budget tomorrow to see where we’re at. We will bring his budget to the next meeting for you to look at. Paul Wolff asked for a motion to adjourn. Bill Garbett so moved and was seconded by Kathryn Williams. A quorum of City Council members may be present which would constitute a quorum.
