• AN ORDINANCE AMENDING CHAPTER 13, "ADVISORY
BOARDS", OF THE CODE OF ORDINANCES, CITY OF
RICHLAND HILLS, TEXAS, AS AMENDED, BY THE
ADDITION THERETO OF A NEW SECTION 2: "ECONOMIC
DEVELOPMENT ADVISORY BOARD' ; CREATING SAID
BOARD; PROVIDING FOR APPOINTMENT OF MEMBERS TO
SAID BOARD; SETTING FORTH THE POWERS AND DUTIES
OF THE SAID ECONOMIC DEVELOPMENT ADVISORY
BOARD; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A SAVING CLAUSE: AND PROVIDING AN
EFFECTIVE DATE.
Be it ordained by the City Council of the City of Richland Hills, Texas:
I.
That CHAPTER 13: "Advisory Boards" of the Code of Ordinances, City of
Richland Hills, Texas, as amended, be hereby amended by the addition of a new
Section 2: "Economic Development Advisory Board", which Section shall hereafter
be and read as follows:
SECTION 2: ECONOMIC DEVELOPMENT ADVISORY BOARD
A. CREATION: QUALIFICATIONS OF MEMBERS
• There is hereby created the Richland Hills Economic Development
Advisory Board. Members of the Board shall be registered voters within
the City on the date of their appointment, excepting three (3) members
who may be persons not registered to vote within the City, but having
business interests within the City. No member may serve on more than
one other Richland Hills board, commission or committee. All members
shall serve without compensation. No debts of any kind or character shall
be made or incurred by the Board or by anyone acting in its behalf.
B. COMPOSITION, APPOINTMENTS AND TERMS OF MEMBERS
1. The Economic Development Advisory Board shall be composed of 10
members who shall hold designated places la, lb, 2a, 2b, 3a, 3b, 4a, 4b,
Sa and Sb. Each council member shall be entitled to nominate persons to
serve on said Board in the numbered place corresponding to the numbered
place on the City Council held by said council member. All nominations
shall be approved unless rejected by the affirmative vote of four
councilmembers. Members of the Board shall serve terms of two years,
corresponding to the term of the council member whose place
corresponds to the numbered place held by the individual member.
2. Places la through 2b shall be held by registered voters within the
City on the date of their appointment. Places 3b through Sb may be held
by persons not registered to vote within the City, but having business
interests within the City. Members of the Board at the time this
ordinance is adopted shall be assigned their designated places by drawing
• numbers corresponding to the places to be assigned.

Once assigned a numbered place as provided hereby, the term of
each member of the Board shall be automatically adjusted to correspond
• to the term of the councilmember whose numbered place corresponds to
the place of the member.
3. The city staff representative to the Board shall be the City
Manager or his designated representative.
C. VACANCIES: UNEXPIRED TERMS
Any vacancy occurring in the membership of the Board shall be filled by
appointment and approval of the City Council, in the same manner as
provided above for appointment of members for full terms, for the
remainder of the unexpired term of the member whose place becomes
vacant. The Board may submit to the City Council recommendations of
persons qualified to fill such vacancies. Alternate members of the Board
shall be given first preference by the council for appointment to fill such
vacancy.
D. OFFICERS
The officers of the Board shall be a chairman, who shall be elected by a
majority vote of the members at their first organizational meeting, and
thereafter when the incumbent chairman shall leave office for any reason
and avice-chairman and a secretary who shall be elected by a majority
vote of the members.
E. MEETINGS. RULES OF PROCEDURE AND OUORUM
• The Board shall hold meetings regularly at least once each month at a
time and place designated by majority vote of the members. The Board
shall, in matters of procedure, be governed by Robert's Rules of Order,
and may adopt such additional rules of procedure as it may deem
necessary. A majority of the members shall constitute a quorum for the
transaction of business.
F. MINUTES AND ATTENDANCE REPORTS SUBMITTED TO THE COUNCIL
The secretary shall keep minutes of all proceedings of the Board and shall
submit said minutes, following each meeting, to the City Secretary. Said
minutes shall become a part of the City Council's informational reports.
The secretary shall also keep attendance records on each member for
submission to the City Council along with the Board's minutes and will
make specific notation if a member misses two consecutive meetings.
Members must attend at least 75% of all meetings of the Board, based on
a 12 month period beginning June 1 of each year.
G. REMOVAL OF MEMBERS
The City Council may remove for good cause any member or members of
the Board by the affirmative vote of four councilmembers, and shall
thereupon proceed to fill the vacancy thereby created in the manner
provided above.

H. POWERS AND DUTIES
. The powers and duties of the Board shall be as follows:
1. Recommend to the City Council policy alternatives which will
promote and enhance economic development while ensuring quality
of life in the City.
2. Recommend to City Council policies which attract new businesses
and assist existing businesses.
3. Recommend to City Council policies which encourage commercial
development and redevelopment.
4. Coordinate, schedule and host meetings of members of the business
community in order to facilitate a positive relationship between the
City and the business community.
5. Establish a data base of information relating to market
characteristics, labor force, land availability, labor availability and
capital availability in the City.
I. APPLICATIONS
Any person wishing to be considered for appointment to this or any other
board, commission or committee of the City shall complete and file an
application therefor with the City Secretary, on forms supplied by the
City. The City Secretary shall maintain all such applications for a period
• of two (2) years after their filing, for consideration by any
councilmember considering an appointment to any city board, commission
or committee.
II.
Severability Clause. That it is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such invalidity or unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such invalid or
unconstitutional phrase, clause, sentence, paragraph or section.
III.
Saving Clause. That Chapter 13 of the Code of Ordinances, City of Richland
Hills, Texas, as amended, shall remain in full force and effect, save and except as
amended by this ordinance.
1V.
Effective Date. This ordinance shall be in full force and effect from and after
its passage and publication as provided by the Richland Hills City Charter and the
• laws of the State of Texas.
