The regular meeting of Council was held today at 4:00 P. M. and was attended by Mayor Bright, who presided, and Councilmen Logan, Sharpley, Solomon, Righton, Lovell and Cann. Also Messrs. Geo. W. Hunt, Kinard and Coatsworth. Mr. Coatsworth requested permission to use his loud speaker equipment on the Island on the Fourth of July, Labor Day or any day preceeding any holiday, sub- ject to Police regulation. The matter was referred to the Assessment Committee. The committee appointed to investigate the matter of purchasing a new fire engine submitted estimates that they had received from several representatives of fire equipments. The lowest bid being the Darley International Fire Truck which figure was $ 2,711.06. It was moved and seconded and passed that the Darley International Equipment be purchased and that the matter be referred to Council- men Lovell and Soloman to conclude negotiations and then referred to the Finance Committee to arrange payment. ... "See resolution on opposite page. Mr. Hunt appearing for the Union Society requested information as to the status of the work that was to be done on the Bethesda Track. Mr. aunt was informed that as to the paving of three streets requested by him, if he will furnish material the Ton will pave the three streets, 20 feet wide, and as each lot in this sub- division is soli. the Town will grade it when the purchaser makes arrange- ments to build. Also the Town is to have the right to remove any surplus sand. The minutes of the meetings of February 5th, and March 12th, were read and adopted. Application having been made by a Carnival operator for license for operating various rides etc. The matter was referred to the License Committee. It having been decided to issue a new booklet advertising Tybee, it requiring new pictures, etc., the matter was referred to the Mayor to handle with the Savannah Beach Chamber of Cormnerce with a view of getting up an attractive folden ottilo Clae:e , ale end seconded:, ` .d_. pasaed: authorizing_ : the.: Mayor to:,=vend the monies necessary to have the booklets printed. It was moved and seconded and passed tha t the Tomn would contri- bute not over $1.50 per month towards the electric service bill in the Town Library but would not be responsible for the electric bills® 1 1 RSOLUTION BE IT RESOOBED by the Mayor and Councilmen of Savannah Beach, Tybee Island, Georgia, in meeting assembled, that, there now existing a casual deficiency in the revenue of said municipality, the seidimunicipality do borrow from such bank or banks in the City of Savannah, as may be determined by the Finance Committee of the Mayor and Councilmen of Sayan -rah Leach, Tybee Island, Georgia, the sumo of THREE THOUSAND $3000.00; DOLLARS, upon such terms anl conditions as shall be agreed upon by the Mayor of Savannah Teach, . Tybee Island, and the bank with whom said loan is negotiated with the right in s,d municipality upon maturities of said loan to reduce the same from time to time until said loan, together with all interest thereon has been goth- pletely discharged. BE IT FURTHER RESOLVED that the smme of $000.00 so borrod shall be evidenced by the note of said municipality, executed in its name by the Mayor of said municipality, attested by its Clerk of Council, and similarly all renewal notes shall be so executed. It was m Fed and seconded and passed that the chairman of the Police Committee be authorized to have the 16th Street booth repaired at a nominal expense. The Mayor informed Council that relative to his letter to the Beard of Education requesting that they maintain the building occupied by the school teacher, that he had received no reply. The folldwing amendrnen-b to the Town charter were adopted at the last session of the Georgia Legislation: SECTION. 1. Be it enacted by the General Assembly of the State of Georgia, and it is hereby enacted by authority of the same that the Mayor and Councilmen of the Town of Tybee, now Savannah Beach, Tybee Island, be,, and they are hereby authorized, in their discretion, to close that part of the southern end of Chatham Avenue south of the present asphalt pavement, and that part of Butler Avenue southward of the present asphald pavement, as the said Mayor and Councilmen may seem proper, The Mayor and Councilmen, in their discretion, may reopen said portions of said dtreets permanently or from time to time as they may deem best. Providedp.o house or edifice shall be erected thereon for commer- cial purposes, or occupied or used for commercial purposes. And provided further that an adequdte walkway shall be maintained for the use of residents of the municipal corporation, and their visitors giving ingress and egress at all reasonable times to the Beach and Ocean from Butler Avenue and Chatham Avenue of said Town. SECTION 2. Be it further enacted that no person shall be qualified for election as Mayor or Alderman of the said town of Savannah Beach unless he has been a bona fide resident of said town for a period of at least one month during the year immediate- ly preceding the election, nor after the present term shall any person elected to such office be qualified to hold such office who doesinot during his term of office, bona fire reside within the corporate limits of said town for a period of one month,during the first nine months of each calendar year of his service. SECTION 3. Be it further enacted that the Provisions of Part Vil, Chapter 34 -33 of the Code of Georgia, relating to voting by mail shall be extended to the elections for the Mayor and Alderman of the town of Savannah Beach, and -that the Clerk of Council of said town, having charge of the voters' lists and registration of voters for each elections, shall perform as to such town elections the same duties required of the County reg- istrars in said Code Chapter for State and County election m. SECTION 4. Be it further enacted that all laws and parts of laws in conflict with this act be and the same are hereby repealed. 3 It was moved and seconded and passed that the following ordinance be adopted: ORDINANCE An Ordinance to be entitled An Ordinance to establish further rules and regulations governing the parking of automobiles and other ve- hicles within a certain area in Savannah Beach, Tybee Island, and to change and modigy heretofore existing rules governing the park- ing of automobiles or other vehicles and for other purposes. SECTION 1. BE IT ORDAINED by the Mayor and Councilmen of Savannah Beach, Tybee Island, in regular meeting assembled that Section ',even of that certain ordinance adopted upon the 2 day of -'//% be and the same is hereby repealed and that the same is how changed so as to provide that any person leaving the parkway after having obtained a parking ticket, or permit to use and occupy said parkway, shall only be permitted to return to said parkway upon the purchase of a new ticket, the price of which shall be the same as that paid for the original ticket. SECTION a. BE IT ORDAINED by the Mayor and Councilmen of the gown of Savannah Beach, Tybee Island, Georgia, that parking tickets for automobiles and other vehicles permitted to occupy the parking area provided in said° Town, as set for h and provided in the ordinance adopted upon the o day of Yi - , uha11 run from aay 1st to April 30th each year and that anytting.in` said °_ above described ordinance, or any other ordinance in conflict here- with is hereby repealed. SECTION 3. BE IT FURTHER ORDAINED by the May= and Councilmen of Savannah Beach, Tybee island, that parking of automobiles and other . vehicles within that area on Butler Avenue north of First Street is hereby forbidden. SECTION 4. BE IT FURTHER ORDAINED by the authority aforesaid that all the rules and regulations for the parking of automobiles and vehicles within the corporate limits of Savannah Beach, Tybee island, remain in full force and virtue except as herein modified and re- pealed and that any person violating any of the provisions of this ordinance as well as of the ordinance which this is amendatory there- of shall for each offence upon conviction before the Police Court of said Towh be punished by a fine not exceeding One Hundred 0100.00) Dollars or imprisonment for a period not exceeding Thirty (30) gays, anyone or both, or portions of one or both in the discretion of the presiding judge.
