ATTENDEES: Paul Wolff, Bill Garbett, Bill Lovett, George Reese, Barry Brown, Joe Wilson and Kathryn Williams. Diane Schleicher was absent. Approve the minutes of the previous meeting - Paul Wolff called the meeting to order and asked for a motion to approve the minutes from the previous meeting. Bill Garbett moved to approve the minutes. Paul Wolff seconded. New Business: I. Georgia Power Arborist –Tree Selection in ROW’s A. Hand outs were given on Right Tree, Right Place (explains properly planting of trees and scrubs around power lines, pruning and maintenance), Native Trees and Scrubs of GA (explains trees that fit the height requirement under power lines and are in the hardiness zone for Tybee), and Non Native Trees (explains salt tolerate trees that fit the height requirement under and around power lines). B. Paul Wolff asked if anyone has any preference on what kind of trees to plant. Joe Wilson states he prefers to let this committee decide on that. II. Drainage in Memorial Park A. Kathryn Williams states she wants to discuss the drainage in Memorial Park with this committee and to verify that Joe Wilson wants as little grading as possible and direct the water to the storm drains. Kathryn asked Joe if he could get us some numbers on what it would cost to do the drainage for Memorial Park so we could have that for the next Memorial Park Meeting. Joe responds, yes. Old Business: I. ULTRAVIOLET DISINFECTION SYSTEM A. Enterococci Levels 1. Tybee levels assumed to be 35,000/100 ml. 2. Testing shows levels from 9,000/100 ml to 96,000/100 ml. 3. Retesting underway. – Bill Lovett states the re-testing came back 10,000/100 ml. which is fine. B. Request for PROPOSALS 1. Notice to Contractors and Invitation/Advertisement for Proposal reads as follows: “The City of Tybee Island reserves the right to reject any or all proposals and to waive technicalities and formalities. The Owner reserves the right to award the contract to the best interest of the Owner. Award of the contract will be based on the sole opinion of the City of Tybee Island and may be based on items other than price.” 2. Contractor to provide prices based on both Wedeco and Trojan UV Systems. Additional information on both suppliers must be provided by each contractor. 3. Advertisement for Proposals on Hold until Enterococci counts are confirmed. – Bill Lovett states we will start the advertisement for this proposal next week. II. HISTORIC BUTLER AVENUE PEDESTRIAN SAFETY PROJECT A. DOT Submittals 1. Everything in DOT’s hands – Bill Lovett states we have received the letter from DOT that says all the plans have been approved. B. DOT Update??? – Bill states that Jeannie Kearney from DOT spoke with Diane Schleicher last week and said they would request that the let date be moved to October. In DOT terms, that is when you would be able to award the contract. C. Proposed Schedule in Jeopardy 1. Begin advertising mid August?? – Bill states that we would like to start advertising this month. Jeannie Kearney says the decision to move it to October would be made Tuesday and that we could check back with her in 2 weeks to see where we stand. a. Barry Brown asked if anybody has talked to the businesses down there. From what I’m hearing, nobody wants it down there. b. Paul Wolff states when they had the meeting, I think everybody but one business owner was in favor of it. Barry states he thinks Nickie is in favor of it. He’s the only one that I hear of, that’s in favor of it. Dean could care less one way or the other. c. Bill Garbett states that they will be discussing this at the seasons re-cap meeting. We’ll have a little presentation of the Butler Ave. Project. Bill states that every merchant down there signed off on it before this thing went forward, except for one, maybe. The only thing I’m hearing is we’re going to have beer trucks parked in the street, blocking both lanes of traffic. That’s not going to happen. 2. Notice to Proceed late October?? 3. Too Risky to advertise before DOT authorization – Bill Lovett states that might put us in jeopardy and they could pull the grant. III. WATERSHED PROTECTION PLAN A. Work Underway 1. EPD approval date – December 15, 2011 2. Plan to be reviewed and approved by: a. EPD b. Infrastructure Committee c. Full Council B. Chimney Creek/Spanish Hammock Influence IV. SECTION 319 (h) GRANTS A. Conference Call – Bill Lovett states he doesn’t know if this has been done or not. I just put it back on the list. Paul Wolff asked Bill to get with Diane regarding the conference call. B. Typical projects C. 40% local match V. JULY GROUNDWATER WITHDRAWAL A. Monthly Average 1.345 MGD B. Monthly Permit 1.600 MGD With no further discussion, Paul Wolff asked for a motion to adjourn. Bill Garbett so moved. Kathryn Williams seconded.
