Mr. Roger Waddell (786-6616) applied for a shallow well permit for the “pond” at Shipwatch Dunes (Polk &
Bay Sts.). The application was denied by Joe and Downer (see Downer’s comments below).
Mr. Waddell asked what the appeal process for the denial would be. I suggested he contact you to request being
put on the Infrastructure Committee agenda.

I do not recommend introducing additional water into this pond. It is not a conventional wet detention basin but
rather a retention basin. This project predates any of our involvement in permitting on Tybee. However, it is
my recollection based on review of archive files that a previously proposed below grade pipe outlet was
eliminated to save an oak tree. The completed project only allows for an overland flow to the west between two
lots. The runoff must flow across the roadway to accomplish this.
Adding water other than rainfall and stormwater runoff would reduce the capacity of this existing retention
basin. That could lead to unnecessary flooding of areas around the existing retention basin. Please advise if the
applicant's engineer wishes to discuss this with Joe and I further.
