Well water can also be used to irrigate the area between the pond and the street Shipwatch Circle. 2. With the extended dry spell that began last year, keeping the water level up to support the fish and turtles caused our water bill to become excessive for our budget. The Shipwatch Dunes subdivision has .18 homes with annual association fees of $200. Over the past nine months, the average monthly water bill has been $ ] 22. The officers of the association believed digging a well was a simple plan to save money for the association while conserving city water. 3. The request for the permit was denied because the Director of DPW and the city's consulting engineer said we had a retention pond which is designed to catch rain water and storm water runoff only and should not have water added so it would normally be dry for storm water management. 4. The association wishes to appeal that decision because the pond is essentially the same as it was over 20 years ago when it was approved and included a city water line and meter to feed the pond. Throughout this 20 plus year history, the pond has enjoyed a continual groundIrain water presence and has supported marine life and birds which feed there. Adding water also provides aeration that helps support the marine life. "I'here has been no record of property damage from its overflowing. 5. With the water level at an acceptable level for its visual impact, and for the fish and turtles to survive, thep end has provided adequate volume for most all rain events and only very infrequent deluges cause it to overflow. 6. Although the infrequent standing water in the street and pond overflow is an occasional nuisance for the residents on Shipwatch Circle, it appears that the runoff from the street and the pond and the rest of the subdivision properties causes no nuisance or interference with the city's separate storms water system. Nor does it endanger property or lives within or outside the Shipwatch Dunes subdivision. i. 'rhe aesthetics of the pond, along with the fish and turtles in it and the birds that often frequent it, have influenced home purchase decisions for the entire subdivision and not just for the properties on Shipwatch Circle. Maintaining water in the pond has a significant impact on the desirability of the neighborhood, thus enhancing property values. 8. Allowing the pond to revert to a dry depression in the ground,, relying only on rainwater to nourish the vegetation in it, is likely to turn it into an eyesore that will significantly reduce property values. Just keeping water at a bare minimum level over the past several months to provide for the turtles and fish has allowed unsightly invasive weeds to start growing around the edges. Depending upon the level of the water table, the bottom of the pond might actually stay muddy making it difficult to care for the vegetation in it. 9. Much of the water that runs off Polk Street goes into the yards next to the entrance to Shipwatch Circle and into the street. The crown in the north branch of the street causes water to run down the north (residence) side of the street to the west end of the Circle without Poing into the pond and collects in the street west of the pond. ThLs, there would be standing water in the street and perhaps on adjacent properties with heavy rains even if the poiid were dry before the rain and did not overflow. 10. Relatively little of the Shipwatch Dunes subdivision runoff goes to the pond. Part from Shipwatch La. 1 e goes toward Lazaretto Creek and part goes to the drainage swale on the west side of the subdivision. Perhaps less than half of the runoff from Shipwatch Circle and the properties that surround it goes into the pond. The rest goes into the west drainage swale or into the street away from the flumes then to a buried drainage line between P?9 and # 10 Shipwatch Circle that goes to the west drainage swale. 11. The prond, with water in it and supported by a shallow well, can also serve as an immediate water reserve source should there be a dwelling fire in the neighborhood. The attached photos provide an orientation for the layout of the streets and the pond and show features that enhance the desirability of the neighborhood as well as the unsightly result of reduced water levels. When I purchased the property at 7 Shipwatch Circle in 1993, one of the appealing features was the pond, which at that time was home to many ratfish, turM,--!�, a pair of ducks, a resident heron and the occasion?.!,egret. T hepond has been a source of pride to the homeowners, both on the circle and on Shipwatch Lane. Tybee visitors �-ften bicycle or walk ove7just to see- the ftMtes, photograph t" birds,c just contemplate this little bit of wonder. During the holidays, residents festoon the banks of the pond w! candl--Jit luminarias. 7,.e pond is part of our life-style here, We have turtle feedings in the afternoon. This is the quality of Iffe that compelled me to move to Tybee Island. This is a well thought out plan by the officers of Ship Watch Dunes Association. The pond is a wonderful asset for our small com—munity and the vis�tors that pass t�rough the neighborhood going to the beach.
