RESOLUTION OF THE BOARD OF DIRECTORS
OF THE MIDPENINSULA REGIONAL OPEN SPACE
DISTRICT SUPPORT SB 1 (BEHR BILL) AND
PROPOSITION 8 APPEARING BEFORE THE
VOTERS IN THE JUNE 6, 1978 ELECTION
WHEREAS, it is extremely unlikely that the Midpeninsula
Regional Open Space District will be able to continue to acquire
land for public enjoyment and recreation if Proposition 13 (the
Jarvis -Gann Initiative) is approved at the June 6, 1978 election,
and
WHEREAS, the attached analysis of the effects of pending
tax, relief measures indicates that SB 1 (Behr Bill) and Propo-
sition 8 would reduce the amount of land which could be acquired
by the District and the capital improvements which could be made
but would otherwise not substantially interfere with the District's
programs, cripple many public services at the local level, or di-
vert controlover the local tax burden from the voters to the
State legislature, and
WHEREAS, the Board of Directors believes that SB 1 is an
imperfect but necessary beginning to property tax relief but
will still enable the District to continue to fulfill its ob-
ligation to the voters of preserving open space lands,
NOW THEREFORE, BE IT RESOLVED that the Board of Directors
of the Midpeninsula Regional Open Space District supports SB 1
(Behr Bill) and Proposition 8 and urges the passage of Proposi-
tion 8 in the June 6, 1978 election.
