SEPTEMBER 12, 2012
1. CALL TO ORDER

Mayor Yu called the Special Joint City Council and Public Safety Commission
meeting to order at 7:05 p.m.

Councilmember Chavez made a motion to excuse Councilmember Vizcarra for
cause, seconded by Mayor ProTem Sternquist.

Chairman Nimri led those present in the Pledge of Allegiance.

5. NEW BUSINESS
A. TRAFFIC CALMING MASTER PLAN PRESENTATION AND
DISCUSSION
Community Development Director Masura gave a brief introduction and
explained briefly the purpose of the Traffic Calming Master Plan.
Dawn Wilson, Project Manager at RBF Consulting, gave a presentation on
the results of the Traffic Calming Study and Master Plan. The survey area
was defined by the City boundary to potentially identify areas of high traffic
and increased risk to public safety. The study serves as a basis for the
consideration of further measures by the City to calm traffic and increase
the safety and ease of multimodal transportation.

Ms. Wilson answered Council and Commissioners' questions regarding
her presentation.
Councilmember Chavez wanted greater detail about the procedure of the
traffic calming criteria sheet as projects go through approval from staff to
Public Safety Commission to City Council. He found the form very useful
overall.
Chairman Nimri wanted consideration that would allow residents to appeal
to the Public Safety Commission if a petition were to be denied by City
staff.
Mayor Yu agreed that street closures and CEQA requirements would have
to come back to Council for approval.
Mayor Pro Tem Sternquist indicated that she would support a change on
the prioritization sheet to allow for such cases.
Mayor Yu opened public comment.
Mary Kokayko, Temple City Resident, spoke in opposition of the City
closing streets for a cul-de-sac. She spoke in support of the rest of the
plan.
Joe Morales, Temple City Resident, spoke in support to study traffic on
Longden from Rosemead to Temple City Blvd.
Amy Meyer, resident of the unincorporated area on Camino Real, asked if
county issues have been considered. She indicated that residents cannot
leave their homes at school pick-up times. The crosswalk on Camino
Real in Study Area A of the Traffic Calming Master Plan is divided m
between the City and County. She asked that this be looked at again.
Nancy Newcomb, resident of the unincorporated area on Camino Real,
agreed with Ms. Meyer and suggested that measures to slow traffic at the
mouth of Camino Real be investigated.
Nelson Kwon, Temple City Resident, asked if AB 321 speed limit has
been addressed to reduce speed limits from 25 MPH to 15 MPH in school
zones throughout the City.
Mayor Yu closed public comments.
Ms. Wilson answered questions and addressed concerns from the public
and indicated that certain areas of the City would be looked at more in
City Council and Public Safety Commission Special Joint Meeting
September 12, 2012

depth for further traffic calming opportunities. She indicated that the next
steps toward implementation of the Traffic Calming Master Plan would be
for the Public Safety Commission to meet in October and City Council in
November to finalize the plan.
Director Masura asked that the plan reflect a process that allows for an
appeal to Council for resident petitions.
