HomeMy Public PortalAboutr 20-045Yeovlu#Yan of t4 190rough of Tartlad, N- 4, No #20 -45 Date of Adoption Pebruary 20, 2020 AUTHORIZING CONTRACT WITH APPLIED TECHNOLOGY AND MANAGEMENT, INC., RE: FERRY TERMINAL PROJECT WHEREAS, the Borough of Carteret, (`Borough "), requires expert consulting services with regard to the proposed Ferry Terminal Project at Carteret Waterfront Park; and WHEREAS, Applied Technology and Management, Inc., 100 Southpark Blvd., Suite 407, St. Augustine, FL 32086, is uniquely qualified to provide the required expert consulting services associated with the operation of the proposed Carteret Ferry Terminal and with regard to Task I — Ferry Terminal Data Review & Initial Opinion therefore; and WHEREAS, the Borough has received a proposal from Applied Technology and Management, Inc., to provide said services at a total cost not to exceed $7,800,00; and WHEREAS, the Mayor and Council have reviewed said proposal and the Borough Engineer has recommended the approval of the same; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for the sane. NOW, THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as follows: The proposal from Applied Technology and Management, Inc., to provide consulting services in connection with the Carteret Ferry Terminal Data Review & Initial Opinion at a total cost not to exceed $7,800.00 is hereby approved, and the appropriate Borough Officials hereby authorized to enter into an Agreement with Applied Technology and Management, Inc., in a form acceptable to the Borough Law Director. 1 This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(l)(a) awarded pursuant to the Borough's Fair and Open process as authorized by law. 3. A copy of this resolution shall be forwarded to the Borough's Purchasing Department and the Director of Engineering. INITIA1,/ PHi'0A41N 111y l t tjrei: TASK 1 — FERRY TERMINAL DATA REVIEW & INITIAL OPINION Under this task, ATM will conduct a review of applicable project documentation and correspondence related to the ferry terminal including, but not limited to: • Permit application package(s) and comment letters • T &M design documentation for the ferry floating dock, wave screen, and dredging • Panaveer Navigational Safety Plan (Feb 2020 Draft) • Other related documentation provided by the Borough. ATM will then review our 2014 analysis and work with DHI (specialist modeling subconsultant) to extract water levels and depth- averaged current speed and direction from our previous drawdown model production run results at the ferry terminal location (water level min /max.and currents at.1 position) via representative output screenshots and /or time series. We will summarize our findings and provide a technical memorandum opinion of the potential impact of vessel drawdown on the proposed ferry terminal over water elements. No meetings other than via -phone conference are included. Any in person meetings, site visits, etc, or additional documentation, if required, would be additional services and completed on a time and materials basis. This task does not include an evaluation of vessel wakes or detailed structural or performance review of the proposed ferry floating dock, wave attenuator /screen, etc. exposed to waves and other environmental forces. SF3CO�it�A, Ri% l; 'tI�iLCIR'i7Ol�l4(C ?i''II(fNAL, It 121 "(�JCIfs.STP,`, +�) TASK 2 — FERRY TERMINAL RESPONSE TO DRAWDOWN If required by the Borough (via feedback from USACE or USCG) following review of the Task 1 submittal, ATM would work with DHI to modify our 2014 MIKE 3 HD FM model grid to reflect the proposed project dredged depthsand shoreline configuration. The three (3) production model runs developed in 2014 would then be run with the updated depths, etc, to forecast drawdown water levels and depth averaged currents at the ferry terminal site vicinity, at 2 -3 selected locations on the model grid. The results will be evaluated graphically and inferences to potential vessel and floating dock motions made and compared to published ranges of acceptable values for small craft facilities and experience, as was done in ATM's 2014 report. It is noted that floating docks and vessels will not be included in the model. These would be incorporated in the optional Task 3 model, which is a more advanced model specific to floating body motions. Results of Task 2 will be provided to the Borough in a written technical memorandum /addendum to the Task 1 report and discussed with the Borough via conference call. Borough of Carteret Page 3 TASK 3 — FERRY VESSEL MOTION RESPONSE TO DRAWDOWN If, following review of results obtained in Tasks 1 and 2 and.. via, coordination with the Borough and stakeholders, it is determined that additional analysis of the dynamic response of a moored ferry vessel or floating dock to drawdown is required, an advanced numerical model may be implemented. We envision this only to be required if the water levels and currents obtained from previous tasks exceed industry accepted ranges or if opposing parties require additional detail. The ferry terminal floating dock will be largely constrained horizontally via anchor piles. The response of moored vessels to long period drawdown effects will be assessed with DHI's state of the art time - domain mooring analysis software WAMSIM. WAMSIM calculates a time varying diffraction force acting on a floating body, including any mooring line and fender forces. WAMSIM has been successfully calibrated against results from physical model tests and field measurements by DHI. Results from the MIKE 3 model from Task 2.will be used as an input for WAMSIM. The combination of ship passage event and water level leading to the most significant impact (from the point of view of drawdown wave action and associated velocities at the ferry terminal location) will be used for the WAMSIM analysis. Since no field or lab data exists related to vessel motions at the site, WAMSIM will be only used in predictive mode (no calibration and /or validation possible) with various inputs for mooring lines and fenders based on experience (provided by others on the project team) and /or available literature. WAMSIM will analyze the motions and forces for typical proposed ferry (^'80 ft LOA) that is expected to utilize the facility under the action of the most critical drawdown wave of the 3 simulated in Task 2. Results would be provided in a summary memo /addendum format to the Task 2 report. Cost for this Task would be developed based on specific needs and timing. This proposal shall remain valid for a period of 45 days. Work would commence following execution of ATM's standard Professional Services Agreement (PSA) and receipt of a retainer which would be applied to ATM's final project invoice. 2. Fee estimates include professional labor and standard office expenses only and do not include reimbursable expenses such as travel (airfare, lodging, meals, etc.), overnight delivery, or reproduction expenses, etc. which would be invoiced in addition at cost+ 10% as incurred. 3. This proposal excludes professional services not specifically outlined herein such as regulatory permitting and related fees, engineering design, surveys, etc. 4. ATM assumes that all data including bathymetric and topographic surveys, facility drawings, design information, and related documents are made available to ATM at no cost (in suitable digital format as required) and are ready for immediate use.
