IONA COMMUNITY CENTER
November 13, 20196:30 P.M.
PRESENT: Chairman lames Nest Member Ray Hatt. Member Dee Johnson.
Elliott, Member John Lott and Assistant Clerk Heather Marley.
ABSENT: None.

VISITORS: Nolan Getsinger. Milton Bullock. Kurt Roland. Alton batch, Greg Hansen,
Meridee Wobig and Karen 'I aylor Boichcfis
Chairman West welcomed everyone and Member Johnson led with the Pledge of Allegiance.
Approval of Minutes: Chairman Nest entertained a motion. Member Han moved to approve
the minutes for October 9. 2019, as written_ Member Elliott seconded the motion_ All in favor.
motion carried.
Items of -Business:
a. Public Hearings;
Approval of Final Plat, Freedom Field Estates, Division 2, Rockwell
Homes. Kurt Roland with Eagle Rock Engineering approached the
podium and stated he lives at 1331 Fremont Avenue in Idaho Falls_ Ile
stated he was representing Rockwell Homes. Mr. Roland stated there are
54 half -acre Tots in Division 2 of Freedom Field Estates. He also stated
the utilities and road configurations are in compliance with the Ciry s
requests. Member Han stated there were three Common areas listed on
the application but not indicated on the map. Mr. Roland stated that since
the subdivision has swales that will catch drainage, there was not a need
for a drainage area or Common area Member Han also stated that Tots
n23 and 424 were under a half -acre. Mr. Roland stated that if they are
under, they would make the necessary adjustments. Albon Hatch
approached the podium and stated his address as 4201 N Rushton Cir.
Iona. Ile stated that he owns the strip of propcny on the East side of
Division I that has a stub for his access. He said he thought there was
oing to be another stub on the north side of his property. Mr. Hutch
stated his property is twelve acres and his access comes through Dotson
Drive. Mr. Roland stated there was not a second access on the Nonh end
of Mr. Hatch's property as it was not required by the City. Milton Bullock
approached the podium and stated his address as 4924 49n St. He stated
he wasn't properly informed of the Plat Map and had some concerns
about the easement. utilities and access. Mr. Bullock asked about street
lights, fencesand curb and gutter, Mr. Bullock also Inquired about out
buildings on the lots. Chairman West told Mr. Bullock that the out
buildings on lots would follow City Code. Mr. Roland approached the
podium and stated there is a sixteen foot access easement for cleaning and
maintaining the canal. He also sated Rockwell will not be providing
fences, but that it would be the home owner's responsibility. He stated
there will be no curb and gutter but instead will be drainage swales and
sidewalks. Chairman West asked Mr. Roland if the corner Tots were ten
percent larger as required by City Code_ Mr. Roland replied that Porsgren
approved whet they had submined..Vir. Roland said they were making all
the adjustments required by Forsgren and the City. Member Elliott asked
Mr. Roland if there would be street knits and Mr. Roland answered yes.
Chairman West stated there were two Dutson Drives on the Plat and Mr.
Roland said he would get that fixed. Member Johnson slated there was a
stub road on Rushton Circle and Chairman West replied that the City had
vacated that and it was no longer a stub road. Mr. Gree Hansen of
Rockwell Homes approached the podium and stated his address as 4743
Tanglewood. Mr. Hansen answered the rest ol'Mr. Bullocks questions and
explained utility access not be through any residents- property_ He
also explained the Common areas are the entrances to the subdivision.
Chairman West entertained a motion. Member Johnson moved to
Di) lilend the approval of the Final Plat of Freedom Field Estates,
on 2. to the City Council. Member 1ott seconded the motion. All in
favor, motion carried_
n. Variance Application, Meredith Taylor, Located at 5443 E. Steele
Avenue. Karen Taylor Boichelli approached the podium and stated her
hison for the Variance. Iler father. Meredith Taylor would like to split
property and she is goinn to build a small home on his property. Her
pan of the property encroaches four net onto his half of the propeny and
they would like the variance approved. Nolan Getsinger approached the
podium and sated his address as 5434 Steele. He stated his approval of
the variance. There were no objections from other neighbors written or
otherwise. Chairman West entenained a motion. Member Elliott moved to
recommend the approval of the Variance for Meredith Taylor to the City
Council. Member Han seconded the motion. All in favor, motion carried.
h. Discussion of Iona Comprehensive Plan. This discussion was tabled until the Planning
and Zoning Meeting on December 17 2019.
c. Discussion of Amendments to Iona Subdivision. Chairman West is going to the City
Council Work Meeting on November 19th to address some concerns about 10-1-1703)
(4) & (5)in the Iona City Code.
d. Additional items discussed:
i. New Maps that we can reference that are up to date and sending a map of Plats to the
residents in the area of impact. Also possibly a projector to display the maps.
Member Han made a motion to adjourn the meeting. Member Ellion seconded the motion. All in
favor, motion carried.
