May 11, 1993
CALL TO ORDER AND ROLL CALL:
Chairman Larson called to order the continued May 5, 1993 meeting
at 12:00 noon at City Hall. All member were present except Jeff
Goodman.
Three item were on the agenda from May 5:
1. Cart Storage
2. Snack Shack Location and Electricity
3. Clubhouse Railing
1. Cart Storage:
Frank Brown informed the Committee that John Wyman of Certified
Steel Buildings plans to construct one building that has one side
with open storage and the other with closed storage until they
get a feel for the demand. He is on the Planning and Zoning
agenda for Tuesday May 18, 1993.
2. Railing: *********
Committee members viewed a sample railing installed at another
location. After some discussion about possibly excluding the
wood cap along rail, Frank Brown moved to recommend to the City
Council that the railing be approved and installed as per the
sketch by Tom Haynes. Any damage to City or personal property
will be paid for by the installer. Ted Whiteman seconded and the
motion carried.
3. Snack Shack Location and Electricity:
The Committee discussed several options for locating the Shack
somewhere else. The majority felt the best location is near the
Old Clubhouse site. Frank Brown moved to recommend to the City
Council to locate the Shack near the #6 green and #15 tee on a
temporary basis and review after this season. DeEtte McCarty
seconded and the motion carried.
ADJOURNMENT:
With no further business, the meeting adjourned at 12:40 p.m.
Next meeting is scheduled for June 2, 1993

RE: RFP, Cart Storage
On May 3, proposals were opened on the date advertised. One
proposal was received from Certified Steel Buildings.
Copies of the proposal are attached.
We suggest that you recommend to the City Council that the staff
be directed to work with the respondent to develop a contract to
lease the site for golf cart storage, to secure approval of the
Planning and Zoning Commission on the building design and then to
return to the Golf Committee for further recommendation on the
final contract.

Proponent

This proposal would provide at lease three types of storage,
private and secure units which will rent for $600 per YEAR ;•
common area indoor storage which will rent for $480 per YEAR;
and outside covered storage which will rent for $5UU per YEAR
The following materials are attached which are a part of this
proposal:
A site plan of the property with all proposed development
marked thereon, including phasing of development if desired.
Landscaping, paving, pavement marking, fencing and security
devices, lighting and other amenities should be included.
A letter from a financial institution indicating your
financial ability to undertake this project.
A grading plan for the property.
A proposed (draft) design of the buildings to be
constructed.
A schedule for completion of the first buildings on the
property.
Security for the city in the amount of 5% of the proposed
lease amount either in cash, certified check or a bid bond.

Cart Storage -McCall City Golf Course
From: Certified Steel Buildings and Supply Inc.
We propose to lease the Golf cart storage site for a period of
twenty years, with the lease rate of 6% of the gross revenue.
This propro osal would provide three types of storage asdemandtotal

Questions that we have concerning the project include:
1. What ability would we have to sale our interest in the project
at some future time?
2. Does the city plan to buy the improvements at fair market
value at the expiration of the leasements for the site or do you

Questions continued:
4. Would snow removal be required during the winter months?
5. We would propose pea gravel base for driveways inside the
compound as a cost savings over pavement in order to keep rental
prices as low as possible. Is this something that will be
allowed?
6. In the event financing needs to be arranged for the project
is the city willing to write the lease to a lenders satisfaction?`
7. Who is responsible for paying the taxes on the property?
We anticipate construction of outside covered storage units to
commence within 60 days after the execution of the lease.
Completion of these units should take approximately 45 days.
This proposal is subject to successful negotiation with the City
of McCall and approval of other appropiate agencies.
