Regular Meeting of the Mayor and Council of the Borough of Carteret
was called to order by Mayor Daniel J. Reiman at approximately 6:00
p.m. on Thursday, February 20, 2020, in the Council Chambers,
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
Upon individual roll call, the following were noted present:

" Randy Krum.
" Susan Naples
Noted Absent was Councilmember Vincent Bellino.
Also noted present were Carmela Pogorzelski, Acting Municipal Clerk
and Robert J. Bergen, Esq., Law Director.
The meeting was opened with a moment of Silent Prayer and The
Pledge of Allegiance led by Councilmember Krum.
The Clerk stated that the 2020 Annual Meeting Notice was mailed to
The Home News Tribune, The Star Ledger and posted on the bulletin
board on December 31, 2019. Notice was published in The Home
News Tribune and The Star Ledger on January 7, 2020.
Upon MMS &C, by Councilmembers DiMascio and Naples and
unanimous affirmative vote of Councilmembers DiMascio, Johal,
Krum and Naples the minutes of February 6, 2020 were approved as
transcribed and engrossed by the Clerk. Councilmember Diaz
abstained and Councilmember Bellino was noted absent.
Mayor Reiman said Ordinance #20 -4 was for the acquisition of part of
PSE &G property in West Carteret to provide for additional parking for
West Carteret business district; parking easement under transformer
lines.

Ordinance #20 -4 was introduced and adopted on First Reading and
the Municipal Clerk authorized and directed to advertise same for
Public Hearing to be held on March 19, 2020. Upon MMS &C, by
Councilmembers Diaz and Krum and individual roll call vote,
Councilmembers Diaz, DiMascio, Johal, Krum and Naples voted in
the affirmative. Councilmember Bellino was noted absent.
PUBLIC PORTIONS A copy of each Resolution was placed on the table for public review
RESOLUTIONS/ prior to the meeting in accordance with the Rules of Council and upon
AGENDA ITEMS & MMS &C, by Councilmembers Krum and Diaz and unanimous
NEW BUSINESS affirmative vote of the five (5) Councilmembers present, the meeting
was opened for public input on all Resolutions /Agenda items and new
business.
DENNIS KURBANSKI Dennis Kurbanski said he had trouble with his son and another student,
when he picked rip his son at the middle school he witnessed his son
being approached and touched by another student, he said this
happened before. He said he went to speak to the principle and was
left in the hallway and advised to do a police report. He said he filed a
police report but felt something more needs to be done. He said his
son usually tells him everything that happens at school but since this
incident, his son hasn't said much.
MAYOR REIMAN Mayor Reiman said anything with regard to schools, students has to go
through the Board of Education and said they only take our calls as a
courtesy. He said he believed there is a meeting scheduled with the
superintendent to present information to the school board and get
additional information to him. Mayor Reiman advised Mr. Kurbanski
to report anything that happens so that it is documented.

Mr. Kurbanski said as a resident, he felt that if the mayor knows things
like this are going on how can he be comfortable and said he felt the
mayor needs to prevent it, but it may be an isolated incident.
Mayor Reiman said we want to make sure the superintendent is aware
and addresses the issue, it may not be an isolated incident, it may be a
bully situation.
Councilmember Diaz asked Mr. Kurbanski if the HIB investigation
was launched.
Mr. Kurbanski said yes, he filled it out, and said they said it takes ten
days, he said he brought it on Tuesday and met with the vice principle,
principle and the guidance counselor. He said he was assigned to a
new vice principle who he felt was a better fit for this scenario since
the first vice principle had a problem with Mr. Kurbanski's wife.
Mayor Reiman said his office will continue to follow up with the
superintendent's office.
There being no further comments or objections to the
Resolutions /Agenda items or new business, upon MMS &C, by
Councilmembers DiMascio and Krum and unanimous affirmative vote
of the five (5) Couucihnembers present, the meeting was closed for
public discussion at 6:08 p.m..
RESOLUTIONS:
1. #20 -43 Directing the Issuance of Various Raffle Licenses.
2. #20 -44 Awarding Contracts for Mow, Trim & Mulch and On-
Call Property Maintenance.
3. #20 -45 Authorizing Contract with Applied Technology
Management, Inc., Re: Ferry Terminal.
Mayor Reiman said ATM was instrumental in winning the lawsuit for
approval of the marina, the Borough is assembling a similar team to fight
for approval of the ferry terminal.

OF BILLS appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual Roll Call Vote, Councilmembers
Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative.

Reports: REPORTS
1. Inspection of Buildings — 2019 Year -end Report & January 2020,
3. Board of Health — January 2020
Upon MMS &C, by Councilmembers Diaz and Drum, and unanimous
affirmative vote of the five (5) Councilmembers present, all reports
were ordered to be received and placed on file.
BUILDING & GROUNDS: Committee Chairperson Johal reported COMMITTEES
Progress.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
reported progress. He said he attended the Black History Celebration
at the middle school and went on to say how wonderful the event was
and how fantastic the students were, he said there was food, singing,
the jazz band and he commended the principal, the committee and
Ursula Pitts.
Mayor Reiman said he hoped someone had video tape so we can share
it on TV36.
FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson
Krrmi said he had only one sad note, we lost career firefighter Sam
Goddess last week and he asked everyone to keep his family in their
thoughts and prayer.
PARKS, RECREATION & PUBLIC PROPERTY: In the absence of
Committee Chairperson Bellino. Mayor Reiman reported progress.
POLICE: Committee Chairperson Naples reported Progress.
PUBLIC WORKS: Committee Chairperson DiMascio said the
handicapped parking space was finally done at 27 Atlantic Street; the
weather was bad for a few weeks.

BOARD OF EDUCATION LIAISON: Committee Chairperson Naples
said she concurred with Councilmember Diaz, the music program is
bigger than it ever was, and said it was always good. She said pre-
school registration will be held February 24 through March 20 ".
MAYOR REINIAN Mayor Reiman said our Black History Celebration will be held this
Saturday at the Community Center, there will be light refreshments;
Middlesex County Deputy Freeholder Director will be there. He said
he knows the Lt. Governor was at the middle school celebration and
was told she did a remarkable job, he said he was happy to have her in
town.
ADJOURNED There being no further comments or discussion, upon MMS &C, by
Councilmembers Diaz and Johal and unanimous affirmative vote of
the five (5) members present, the meeting was adjourned at
approximately 6:12 p.m.
