CALL TO ORDER AGENDA ITEM 7.A.2 Mayor Yu called the City Council Regular Meeting to order at 7:35 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. ROLL CALL PRESENT: ABSENT: Councilmember-Blum, Chavez, Vizcarra, Sternquist, Yu Commissioner-Curran, O'Leary, Horton Commissioner-Leung and Cordes ALSO PRESENT: City Manager Pulido, City Clerk Kuo, Community Development Director Masura and Community Development Project Manager Deibel. Planning Commission Chairman Horton moved to excuse Planning Commissioner Cordes and Leung for cause, seconded by Planning Commissioner O'Leary. 3. PLEDGE OF ALLEGIANCE Planning Commissioner Chairman Horton led those present in the Pledge of Allegiance to the Flag. 4. PUBLIC COMMENTS -None 5. NEW BUSINESS A. HOUSING ELEMENT UPDATE Community Development Masura and Community Development Project Manager Deibel gave a brief introduction and purpose for tonight's presentation. Karen Warner, Karen Warner Associates, gave a power point presentation on the Temple City Housing Element Update and the benefits of the Housing Element being certified by the State of California Housing and Community Development (HCD). Ms. Warner discussed the City's Housing Element process to date and next steps to implementing the Housing Element. She stated the importance of Special City Council and Planning Commission Joint Meeting Minutes September 27, 2012 Page 2 offering affordable housing in Temple C ity and the City's ability to address the future housing needs of the growing population. Planning Commissioner O'Leary left the meeting at 7 :39 p.m . and returned to the meeting at 7 :41 p.m. Councilmember Vizcarra left the meeting at 8:23 p.m. and returned to the meeting at 8:28 p .m. Councilmember Chavez left the meeting at 8:40 p .m. and returned to the meeting at 8:42 p.m . Ms. Warner and staff answered Council's and Planning Commissioners' questions. Mayor Yu opened public comment. Jim LeBerthon, Temple City resident, asked if parking needs would be affected due to updating the density of properties in the City and if the City would be changing the building height standards . Jerry Jambazian , Temple City business owner, wanted to confirm if the 987 Reg ional Housing Needs Allocation is the same as it was two years ago . Jim Clift, Temple City resident, stated that he was a member of the City's Housing Task Committee in 2007 and began the process of formulating the Draft Housing Element Update. He liked that the meeting tonight is addressing the concerns and options that were brought up in 2007 by the Housing Task Committee. Mayor Yu closed public comment. Councilmember Blum made a motion to authorized staff to submit the revised draft Housing Element Update with the new sites analysis inventory the recommended programs to State of California Department of Housing and Community Development, seconded by Councilmember Vizcarra and unanimously carried . Planning Commissioners voted on Council 's motion and was unanimously carried by the following roll call : AYES : NOES: ABSENT: ABSTAIN: Commissioner-Curran, O'Leary, Horton Commissioner-None Commissioner -Cordes, Leung Commissioner-None Special City Council and Planning Commission Joint Meeting Minutes September 27, 2012 Page 3 6. ADJOURNMENT The Special Joint Meeting of City Council and Planning Commission adjourned at 9:26p.m . 7. CALL TO ORDER OF THE SPECIAL CITY COUNCIL MEETING The City Council Special Meeting was called to order at 9:26 p .m . in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 8. ROLL CALL PRESENT: ABSENT: Councilmember-Bium, Chavez, Vizcarra, Sternquist, Yu Councilmember-None ALSO PRESENT: City Manager Pulido, City Clerk Kuo 9. CLOSED SESSION Item was continued to the next regular City Council meeting of October 16, 2012 . No reportable action . 10. ADJOURNMENT The Special City Council Meeting adjourned at 11 :45 p .m.
