Pulido, City Manager ~ By: Peggy Kuo, City Clerk AGENDA ITEM 7.0 SUBJECT: ADOPTION OF PROPOSED RESOLUTION NO. 12-4861 APPOINTING MAYOR PRO TEM CYNTHIA STERNQUIST AS TEMPLE CITY'S REPRESENTATIVE ON THE BOARD OF TRUSTEES OF THE SAN GABRIEL VALLEY MOSQUITO & VECTOR CONTROL DISTRICT RECOMMENDATION: The City Council is requested to adopt proposed Resolution No. 12-4861 appointing Mayor Pro T em Cynthia Sternquist as the City's representative on the San Gabriel Valley Mosquito & Vector Control District Board of Trustees for a two-year term of office ending on December 31, 2014. BACKGROUND: 1 . The San Gabriel Valley Mosquito & Vector Control District (District) was founded in 1989 to protect residents from mosquito-borne disease through public education, surveillance, and control of mosquitoes. 1. On December 7, 2010, City Council appointed Council member Sternquist as Temple City's representative on the Board of Trustee of the San Gabriel Valley Mosquito & Vector Control District. Her appointment was for a two year term starting from January 1, 2011 to December 31 , 2012. 2. On September 18, 2012, the City received a letter from San Gabriel Valley Mosquito & Vector Control District requesting that the City Council appoint a qualified individual to the Board of Trustees prior to its January 11, 2013 meeting as the term for the City's current Board of Trustee (i.e., Mayor Pro Tern Sternquist) will end on December 31, 2012. City Council October 16, 2012 Page 2 ANALYSIS: The San Gabriel Valley Mosquito & Vector Control District (District) promotes cooperation and communication with property owners, residents, social and political groups, and other governmental agencies to aid in the efforts of educating the public about mosquito-borne diseases. The District is governed by a twenty-four member Board of Trustees with one Trustee appointed by each contracting city and one by the County of Los Angeles. A map of the District is attached. (Attachment "C") City of Temple City is one of 24 member agencies that comprise the San Gabriel Valley Mosquito & Vector Control District. The District provides mosquito and harmful disease vector control services for its member agencies. As part of its membership in the District, Temple City controls one seat on the District's Board of Trustees. The District has requested that the City Council appoint a qualified individual to the Board of Trustees prior to its January 11, 2013 meeting. Mayor Pro Tern Sternquist is the current delegate and was appointed to serve in this position on December 7, 2010. Her term ends on December 31, 2012. Per the California Health and Safety Code Section 2024 (a) the term of office for a member of the board of trustee shall be for a term of two or four years, at the discretion of the appointing authority (i.e., San Gabriel Valley Mosquito & Vector Control District) beginning January 1 and ending December 31. Mayor Pro Tern Sternquist has indicated that she would be willing to continue to serve as the City's representative on the San Gabriel Valley Mosquito & Vector Control District Board of Trustees for another two year-term of office ending on December 31, 2014. CONCLUSION: The City Council is requested to adopt a resolution approving the appointment of Mayor Pro Tern Sternquist as the City's representative on the San Gabriel Valley Mosquito & Vector Control District for a two-year term of office ending December 31, 2014. The Board ofTrustees respectfully requests that the City Council appoint a representative to the Board of Trustees prior to its January 11,2013 meeting. Your City Council may choose someone other than a Councilmember so long as that individual is a voter in that city and a resident of that portion of the city that is within the District. Per the California Health and Safety Code Section 2024 (a) the term of office for a member ofthe board oftrustees shall be for a term of two or four years, at the discretion of the appointing authority beginning January 1 and ending December 31. Please notify this District of the City Council's action by forwarding a copy of documentation certifying the City Council's action. It is the policy of this Board of Trustees to notify each appointing authority of the District's Nepotism Policy which prohibits the appointment of a person to a position if that person is a member of the immediate family of a current Trustee or any current employee. Immediate family is defined in the policy as a "spouse, stepfather, sister-in-law, brother-in-law, daughter-in-law and stepson." A list of employee names will be submitted upon request. Although your City Council may appoint any qualified person irrespective of the policy, the Board requests you consider it in making your decision. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE: SECTION 1 . The City Council does hereby appoint Councilmember Cynthia Sternquist as its representative on the Board of Trustees for the District for a period ending December 31, 2014;and SECTION 2. Such appointment is made upon adoption of this Resolution by the City Council taking such action. PASSED , APPROVED AND ADOPTED on this 16th day of October 2012 .
