Following is a bid summary: Contractor Los Angele s Griffith Excel Paving Sully-Miller USS Cal Name: Engineering Company Builders Total Bid : $14,5 72,656.63 $15,662,859.89 $16,436,862.55 Not Read Not Read lowest 2nd lowest 3rd lowest DISQUALIFIED DISQUALIF IED r espo nsive responsive responsive ANALYSIS: Since Rosemead Boulevard was relinquished from state control to City jurisdiction in March 2008, the City of Temple City has eagerly sought to improve the safety, the multi-modal facilities, and access to businesses along Rosemead Boulevard. After a thorough design process that began in December 201 0, the final plans and specifications were expedited through federal and local agency approvals in early 2012. Consistent with the project timeline , the City had a construction bid opening on October 4 , 2012. A total of five bids were received. Two bids (i.e ., Sully-Miller and USS Cal Builders) were deemed nonresponsive due to nonconformance for failure to adhere to administrative requirements of the bid submission; their bids were not read at the public bid opening. Of the three responsive bids, two of them exceeded the established project budget by more than 5% (i.e ., Griffith Company and Excel Paving). The apparent low bidder, Los Angeles Engineering, failed to submit their DBE Good Faith federal documents within the allotted time (i.e., 4:00 p.m . on Thursday, October 11, 2012) and has thus been disqualified . Through public contract code procedures, bids were solicited from qualified contractors who all submitted bids that were either disqualified or over the project budget. City Council is requested to reject all bids and authorize staff to re-advertise for construction of this project with the same budget. FISCAL IMPACT There is no fiscal impact with this agenda item as recommended . The City Council as part of the Fiscal Year (FY) 2012-13 City Budget previously approved an collective appropriation of $14,652,644 for the construction of the Rosemead Boulevard Project.
