HomeMy Public PortalAboutORD-CC-1993-21ORDINANCE NO 93-21 An Ordinance Setting Budgetary Fiscal Policy WHEREAS, the City Council of Moab, Utah desires a precise policy for the purpose of budgeting and adoption of fiscal budgets; THEREFORE, be it ordained that the following policy be adopted for the purpose of budgeting and adoption of fiscal budgets. The policy is set forth as follows: 1. All departments with budgets or proposed departments without previous budgets shall submit their proposals to the budget officer no later than the first day of March for the succeeding fiscal year. Proposals shall consist of the following: a. wages proposed for all employees, as well as the department heads within that department; b. quarterly employee evaluation reports; c. all other line items that make up the proposed total departmental budget; d. all capital equipment and capital improvements concerning the department; and e. any other items considered necessary by the budget officer and/or the City Council. 2. The budget officer shall submit the proposed balanced budget for the succeeding fiscal year to the City Council no later than the first day of April. 3. The proposed balanced budget of the City Council shall be submitted to the public for their inspection no later than the first day of June. 4. All fiscal policies and timetables governing the adoption of the budget set forth by the State of Utah shall be followed and be therefore a part of this policy and not in conflict. 5. This ordinance will become effective upon approval by the City Council and publication. Passed and approved by a majority vote of the City Council this 16th day of November , A.D. 1993.
