SUBJECT: CONSIDERATION TO RELAX THE ENFORCEMENT OF OVERNIGHT
PARKING RESTRICTIONS DURING THE HOLIDAY SEASON
RECOMMENDATION:
The City Council is requested to relax the enforcement of the overnight parking
restrictions from midnight on December 16, 2012 to 11:59 p.m. on January 6, 2013.
BACKGROUND:
1. On December 21, 2010, the City Council approved, by minute order, a motion to
relax the enforcement of the overnight parking restrictions from midnight on
December 21, 2010 to midnight on January 3, 2011.
2. On November 1, 2011, the City Council approved, by minute order, a motion to
relax the enforcement of the overnight parking restrictions from midnight on
December 17, 2011 to midnight on January 8, 2012.
ANALYSIS:
Staff has received inquiries from residents asking if, and when, the overnight parking
restrictions would be relaxed for the upcoming holiday season. The overnight parking
ordinance does not contain an exception for the City Manager, or other staff members,
to suspend or relax the parking restrictions. However, the City Council does have the
authority to temporarily suspend enforcement of the overnight parking restrictions
during the specified period of time.

Staff is proposing that the City Council temporarily relax enforcement from midnight on
December 16, 2012 (Sunday) to 11:59 p.m. on January 6, 2013 (Sunday).
Enforcement of the overnight parking restrictions will resume at 2 a.m. on January 7,
2013 (Monday).
CONCLUSION:
Based on staff knowledge, the City Council has relaxed enforcement of the overnight
parking restrictions during the holiday season for the past ten years. Therefore, the City
Council is requested to relax the enforcement of the overnight parking restrictions
during the upcoming holiday season.
FISCAL IMPACT:
When developing the Fiscal Year (FY) 2012-13 City Budget, staff proposed
conservative revenue figures for paid parking citations and parking permits issued.
Therefore, this item would have a minimal impact on the FY 2012-13 City Budget.
The number of parking citations written for the overnight parking restrictions and the
number of overnight parking permits issued would decrease during the relaxed
enforcement period. Revenue collected from paid parking citations and permits issued
would decrease by approximately $5,000 during this period.
