SUBJECT: ADOPTION OF RESOLUTION NO. 12-4866, AMENDING THE
PERSONNEL RULES AND REGULATIONS AND APPROVING THE
CLASSIFICATION AND SALARY RANGE FOR PLANNING MANAGER
RECOMMENDATION:
The City Council is requested to adopt Resolution No. 12-4866 (Attachment "A")
amending the Personnel Rules and Regulations and approving the classification and
salary range for Planning Manager.
BACKGROUND:
1. On May 7, 2000, the City Council approved recommended survey cities for salary
compensation (Attachment "B").
2. During the May 8, 2010 Goal Setting and Strategic Planning discussion, the City
Council directed the City Manager to proceed with changing the City organization
from status quo to a high performance organization.
3. On June 29, 2010, the City Council, as part of the Fiscal Year (FY) 2010-11 City
Budget process, approved a City department reorganization. This reorganization
included the addition of three new positions to the City's Table of Organization;
Community Development Director, Economic Development Manager/Assistant to the
City Manager and Code Enforcement Supervisor.
4. On July 20, 2010, the City Council amended the Personnel Rules and Regulations
and approved classifications and salary ranges for the Community Development
Director, Economic Development Manager/Assistant to the City Manager and Code
Enforcement Supervisor positions.
5. In July 2012, an overall Community Development work plan was developed that
included new monthly individual work plans for the Community Development staff,

along with time management studies and general management coaching.
6. On August 7, 2012, the City Council granted authority to the City Manager to negotiate
a Professional Services Agreement with Ralph Anderson & Associates for a City
Classification and Compensation Study.
7. In October 2012, staff completed a salary survey of San Gabriel Valley cities for the
positions of Planning Manager (Attachment "C").
8. On October 9, 2012, the Community Development Director announced his retirement
effective December 4, 2012.
ANALYSIS:
Consistent with City Council direction, over the past three years the City Manager has
been gradually assembling a high performance staff team. Due to ongoing changing
needs and structure of the organization, a new Planning Manager position is
recommended. The Community Development Department structure in Temple City
has a larger role and more functions than most Community Development departments
in other cities including other less typical functions such as Public Safety and Public
Works.
In July 2012, the City's strategic planning consultant together with staff developed
department plans, created new monthly individual work plans, conducted time
management studies and provided general management coaching. This process
further showed the need for a managerial level position as current managerial
capabilities in the areas of planning and building are minimal. Hiring a Planning
Manager would provide needed managerial support in the City's largest and most multi-
functional department. This position would assist in the management of employees and
numerous consultant contracts, supervise planning and building functions. The
Planning Manager would also be tasked to improve organizational and operational
efficiency and implement current and planned work plan goals and projects including:
• Ensuring compliance with legal and regulatory issues related to zoning
codes, general plans, building and safety codes, and environmental
analysis;
• Providing appropriate higher level support to the Planning Commission and
other commissions and committees;
• Addressing succession planning and creating a professional development
career ladder for future transitions of the planning staff including more
focused management and training of current staff;

• Providing needed hands-on oversight of all areas of current and advanced
planning processes including traditional downtown zoning and parking
issues, sustainability planning, historical preservation, architectural design
review, urban design, affordable housing development, housing
rehabilitation grants, multi -modal transportation;
• Providing higher level of knowledge and experience for effective project
management and on-going assistance to the Community Development
Director: and
• Assisting with management and oversight of the many contract and
consulting services agreements.
Another important reason to hire a Planning Manager is specifically to appropriately
share the workload in the Community Development Department. The Planning
Manager would supervise planning and building while the Public Safety and Services
Manager would supervise public safety, code enforcement and maintenance division
within the Community Development Department.
It is proposed that the Planning Manager position become an at -will employee after an
ordinance designating certain positions of the City as at -will is adopted during the
November 6, 2012 City Council meeting. As a result, this position's employment terms
will be stipulated by an employment agreement when the at -will status takes effect.
This proposed position is currently being evaluated as part of the Classification and
Compensation Study that is now underway, anticipated to be completed sometime in
November 2012. The attached draft Department organizational chart (Attachment "D")
outlines the proposed position in the revised City organizational chart.
As it is imperative to begin recruitment for this position as soon as possible, staff has
developed a Job Specification with the assistance of the consultant completing the
Classification and Compensation Study. In an effort to recruit a high performing,
experienced and committed individual to the organization, it is important that a
competitive salary range be considered. Staff reviewed the list of recommended
survey cities for salary comparisons adopted by the City Council on March 7, 2000, and
has determined that it is outdated and is no longer relevant to current practices.
Staff completed a salary survey of market cities most likely to be used by the
Classification and Compensation Plan consultant for salary comparison for the position of
Planning Manager, or comparable position (Attachment "C"). Staff has focused
specifically on cities that could be considered as competitors for Temple City's
workforce. In addition, these cities often deal with the same regional issues as Temple
City. Surveying market cities' compensation and comparing job duties prove beneficial
when recruiting key positions for the organization.
In keeping with the City's practice of how salary ranges and steps are developed (seven

steps with four percent between each step). A monthly salary range of $7,580 to
$9,592 is being recommended. This salary range was determined beginning with the
maximum average salary of the area Planning Manager of $9,592, as surveyed in
Attachment "C", and calculating seven steps with four percent decreases in between
each step arriving at the minimum amount of $7,580. Staff is also recommending to
eliminate the current seven step system and that the new range be established with a
minimum and maximum salary range to stay consistent with all other current at -will
employees. This change will provide the Community Development Director with more
flexibility when hiring the incumbent, conducting evaluations and granting salary
adjustments based on work performance.
CONCLUSION:
The City is committed to continuing the enhancement of City services, increase
operational efficiency and strive to become a high performing organization. In order to
meet these goals, the City must hire experienced staff that are highly qualified. It is
imperative that the City's salary and compensation plan be competitive to allow the City
to retain and provide staff with opportunities for professional growth and recruit high
performing, experienced and committed individuals to the organization.

The estimated annual cost of this position including benefits is $128,730. Since this
position was not anticipated to be filled until February 2013, $59,638 is needed in FY
2012-13 City Budget. There are sufficient funds to be reallocated within the Community
Development Department's budget for the cost of this additional position. If approved
by the City Council, the cost neutral reallocation of funds for this position will be
included in the FY 2012-13 Mid -Year Budget Review Staff Report in early 2013.

THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY RESOLVE,
DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. The City Council hereby approved the attached Class Specifications Exhibit "A:
for the position of Planning Manager, a full time, At Will position.
SECTION 1. The City Council hereby approves the following monthly salary ranges:

Under administrative direction of the Director of Community Development, directs, manages, supervises, and
coordinates the activities and operations of the Planning Division within the Community Development
Department including current and advanced planning services and activities; coordinates assigned activities with
other divisions, departments, and outside agencies; and provides highly responsible and complex administrative
support and technical/professional advice and assistance to Director of Community Development and Planning
Commission.
IDENTIFYING CHARACTERISTICS
The Planning Manager is considered a Division Manager with responsibility for the management of a Division
that includes several line areas/sections or functional work groups of significant depth and complexity.
Responsibilities include overall administration and implementation of a Division including development of
Division objectives and design and implementation of supporting units, programs, processes, policies, and/or
procedures to successfully achieve those objectives. A Division Manager is also responsible for the
development, administration, and control of the associated budget(s).
REPRESENTATIVE DUTIES
I. Assumes management responsibility for the services and activities of the Planning Division including
current and advanced planning functions and programs.
2. Manages and participates in the development and implementation of goals, objectives, policies, and
priorities for assigned programs; recommends and administers policies and procedures.
3. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures;
recommends, within departmental policy, appropriate service and staffing levels.
4. Plans, directs, coordinates, and reviews the work plan for planning staff; assigns work activities, projects,
and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify
and resolve problems.
5. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works
with employees to correct deficiencies; implements discipline and termination procedures.
6. Oversees and participates in the development and administration of the Division's annual budget;
participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and
approves expenditures; implements adjustments.
7. Directs and participates in the processing of major projects including annexations, general plan
amendments, re -zonings, major subdivisions, and non-residential development projects.
8. Oversees the processing, review, and scheduling of development applications submitted to the City; ensures
result is a thorough, comprehensive project analysis that is consistent with all City codes and ordinances;
ensures implementation of the City's General Plan and City Council decisions.

10. Signs off of mylars for final maps, grading and improvement plans, development projects, and related items.
11. Serves as the liaison for the Planning Division with other divisions, departments, and outside agencies;
meets with developers, engineers, architects, and other project proponents to explain City policies, design
issues, and City standards relating to new project development; negotiates and resolves sensitive and
controversial issues.
12. Serves as staff on a variety of boards, commissions, and committees including to provide technical and
professional advice; schedules items for Planning Commission review and action; prepares and coordinates
reports and presentations on current planning issues for City Council, Planning Commission, community
groups, and regulatory agencies; ensures timely action on City Council and Planning Commission directives
and initiatives.
13. Provides responsible staff assistance to the Director of Community Development; conducts a variety of
organizational studies, investigations, and operational studies; recommends modifications to planning
programs, policies, and procedures as appropriate.
14. Advises the Director of Community Development and the Planning Commission on aspects of City planning
and the implementation of the Zoning Ordinance and other development regulations.
15. Oversees and participates in planning, coordinating, directing, and preparing complex projects and research
studies including phases of the General Plan, Zoning Ordinance, and special studies; oversees and
participates in the preparation of reports and analysis regarding land use, zoning, urban design, historic
preservation, population trends, transportation, community needs, affordable housing, and industrial needs.
16. Assists the Director of Community Development and City Manager as may be assigned, with management
of grant applications and implementation, including Community Development Block Grant (CDBG) funds
administration and programs.
17. Develops and maintains records, statistics and reports on planning related activities.
18. Attends and participates in professional group meetings; maintain awareness of new trends and
developments in the field of planning; incorporates new developments as appropriate.

A Bachelor's degree from an accredited college or university with major course work in urban or
regional planning or a related field. A Master's degree in urban or regional planning is desirable.
Experience:
Five years of increasingly responsible urban or regional planning experience including two years of
project management and supervisory responsibility.
License or Certificate:
Possession of an appropriate driver's license.
Possession of certification as a professional planner from the American Institute of Certified Planners is
highly desirable.

The City Council is requested to prove a revised list of 12
survey cities for the City of Templ City which would include the
cities of Artesia., Bellflower, Cudahy, Duarte, La Canada-
Flintridge, La Mirada, La Puent , Monrovia, Pico Rivera,. San
Gabriel, South E1 Monte, and Sout Pasadena.
BACKGROUND
Last June when the salary and benefits survey was presented to the
City Council, there was some discussion by both. the Council and.
staff that the list of survey cities should, perhaps, be revised.
The list of comparable survey cities is used for salary/benefit
comparison studies as well'as surveys for, other information.
The Interim City Manager is recommending that the.previous list of
14 survey cities be reduced to 12 by dropping the cities of Careon,
Commerce:, Paramount* Rancho Palos Verdes, Roseinead, and San Dimas,
and adding the cities of La Puente Monrovia, San Gabriel, and
South Pasadena. The Interim City Manager and staff believe the new
list of Artesia, Bellflower, Cudahy, Duarte, La Canada-Flintridge,
La Mirada, La Puente, Monrovia, Pico Rivera, San Gabriel, South E1
Monte, and South Pasadena offers a better comparison to Temple City
in regard to size, population served, services provided, and
location than the previous set of survey cities.
FISCAL IMPACT
There is no fiscal impact in the current year's budget. This is a
change in a current City policy.
RECOMMENDATION
Approve a revised .list of 12 survey cities for the City of Temple
City which would include the cities of Artesia, Bellflower, Cudahy,
Duarte, La Canada-Flintridge, La Mirada, La Puentey Monrovia, Pico
Rivera, San Gabriel, South E1 Monte, and South Pasadena.
