AN ORDINANCE AMENDING CHAPTER 3 'BUILDING
REGULATIONS" OF THE CODE ORDINANCES, CITY OF
RICHLAND HILLS, TEXAS, BY THE ADDITION THERETO OF
ANEW SECTION 15 "MECHANICAL CODE' ; ADOPTING A
UNIFORM MECHANICAL CODE; PROVIDING FOR PERMIT
FEES FOR MECHANICAL WORK; PROVIDING
REGISTRATION FEES AND REQUIREMENTS; PROVIDING A
PENALTY OF UP TO $500.00 PER DAY FOR VIOLATIONS;
APPOINTING A BOARD OF APPEALS; PROVIDING A
SEVERABILTTY CLAUSE; PROVIDING A SAVING CLAUSE;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Richland Hills, Texas, finds that the
health, safety and welfare of its citizens will be better protected by the adoption of
a Uniform Mechanical Code governing mechanical work within the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
I.
• That Chapter 3 of the Code of Ordinances, City of Richland Hills, Texas, as
amended, be hereby amended by the addition thereto of a new Section 15
"Mechanical Code", which section shall hereafter be and read as follows:
SECTION 15 -MECHANICAL CODE
A. Uniform Mechanical Code Adopted
The following documents, copies of which are on file in the office
of the Building Official of the City of Richland Hills, Texas, being
marked and designated as the Uniform Mechanical Code, 1991
Edition, published by the International Conference of Building
Officials, including appendices A, B, C and D, are hereby adopted as
the Mechanical Code of the City of Richland Hills, Texas,
regulating the design, construction, quality of materials, erection,
installation, alteration, repair, location, relocation, replacement,
addition to or maintenance of heating, ventilating, cooling,
refrigeration systems, incinerators, or other miscellaneous
heat-producing appliances in the City of Richland Hills, Texas;
providing for the issuance of permits and collection of fees therefor.
B. Registration Fee and Requirements
All mechanical contractors shall pay a registration fee of $30.00
per calendar year, in order to be entitled to perform such
mechanical contracting work within the City. All mechanical

• installers shall hold a valid and current state license, a copy of
which shall be presented to the City of Richland Hills, Texas, at the
time of registration.
No person, firm or corporation shall perform mechanical work
within the City as defined under the Uniform Mechanical Code,
after the effective date of this ordinance without having first
registered with the City and paid the appropriate fee therefor.
C. Permit Fees for Mechanical Work
The following fees shall be charged and collected by the City for
the issuance of mechanical permits for the items listed herein, and
for inspections necessitated by the Uniform Mechanical Code
adopted by the City:

Permit Issuance .
1. For the issuance of each permit $15.00
2. For issuing each supplemental permit. 4.50
Unit Fee Schedule
;1. For the installation of each forced-air or gravity-
type furnace or burner, including ducts and vents
attached to such appliance, up to and including
100, 000 Btu/h 9.00
2. For the installation or relocation of each forced-
air or gravity-type furnace or burner, including
ducts and vents attached to such appliance over
100, 000 Btu/h 11 .00
3. For the installation or relocation of each floor
furnace, including vent 9.00
4. For the installation or relocation of each suspended
heater, recessed wall heater or floor-mounted unit
heater . 9.00
5. For the installation, relocation or replacement of
• each appliance vent installed and not included in an
appliance permit. 4.50
6. For the repair of, alteration of, or addition to each
heating appliance, refrigeration unit, cooling unit,
absorption unit, or. each heating, cooling, absorp-
tion, or evaporative cooling system, including install-
ation of controls regulated by this code. 9.00
7. For the installation or relocation of each boiler or
canpressor to and including three horsepower, or each
absorption system to and including 100,000 Btu/h 9.00
8. For the installation or relocation of each boiler or
compressor over three horsepower to and including
15 horsepower, or each absorption system over 100,000
Btu/h and including 500,000 Btu/h. 16.50
9. For the installation or relocation of each boiler or
canpressor over 15 horsepower to and including 30
horsepower, or each absorption system over 500,000
Btu/h to and including 1,000,000 Btu/h 22.50
10. For the installation or relocation of each boiler
or canpressor over 30 horsepower to and including
50 horsepower, or for each absorption system over
1,000,000 Btu/h to and including 1,750,000 Btu/h 33.50
11. For the installation or relocation of each boiler
'or refrigeration canpressor over 50 horsepower, or
• each absorption system over 1,750,000 Btu/h 56.00

12. For each air-handling unit to and including 10,000 $
cubic feet per minute, including ducts attached
' thereto 6.50
Note: This fee shall not apply to anair-handling
unit which is a portion of afactory-assembled
appliance, cooling unit, evaporative cooler or
absorption unit for which a permit is required
elsewhere in this code.
13. For each air-handling unit over 10,000 cfm 11.00
14. For each evaporative cooler other than portable
type 6.50
15. For each ventilation fan connected to a single duct. 4.50
16. For each ventilation system which is not a portion
of any heating or air-conditioning system authorized
by a permit. 6.50
17. For the installation of each hood which•is served by
mechanical exhaust, including the ducts for such
• hood 6.50
18. For the installation or relocation of each domestic-
type incinerator 11 .00
19. For the installation or relocation of each commercial
or industrial-type incinerator 45.00
20. For each appliance or piece of equipment regulated by
this code but not classed in other appliance categories,
or for which no other fee is listed in this code 6.50
21. When Chapter 22 is applicable (see Section 103),
permit fees for fuel-gas piping shall be as follows:
For each gas-piping system of one to four outlets. 3.00
For each gas-piping system of five or more outlets,
per outlet . ~ . .75
Other Inspections and Fees:

D. Penalty for Violation
Any person, firm or corporation who shall violate any of the
provisions of the Uniform Mechanical Code adopted by this section,
or who shall do or attempt to do mechanical work without first
securing the permit prescribed herein for such work, or who shall in
any other manner violate the provisions of this section shall be
guilty of a misdemeanor, and upon conviction thereof shall be fined
in an amount not to exceed $500.00, and each day or fraction of a
day that an offense hereunder is committed or permitted to exist
shall constitute a separate offense and be punishable as such
hereunder.
E. Board of Appeals
The members of the Richland Hills City Council are hereby
appointed as the Board of Appeals as provided by said Uniform
Mechanical Code, and any changes in membership of said City
Council shall likewise be reflected in the membership of said Board
of Appeals.
II.
Severability Clause. That it is hereby declared to be the intention of the City
• Council that the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such invalidity or unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such invalid or
unconstitutional phrase, clause, sentence, paragraph or section.
III.
Saving Clause. That Chapter 3 of the Code of Ordinances, City of Richland
Hills, Texas, as amended, shall remain in full force and effect, save and except as
amended by this ordinance.
IV.
Effective Date. This ordinance shall be in full force and effect from and after
its passage and publication as provided by the Richland Hills City Charter and the
laws of the State of Texas.
