AUTHORIZING AN EXTRAORDINARY, UNSPECIFIABLE SERVICES CONTRACT WITH
PANAVEER QUALITY PARTNERS —
NAVIGATION SAFETY PLAN/FERRY PROJECT
WHEREAS, the Borough of Carteret, ('Borough"), requires extraordinary, unspecifiable expert consulting
services with regard to the Preparation of a navigation safety plan in relation to the commuter and
passenger ferry service operation planned from a ferry terminal to be constructed at the Carteret Waterfront
facility; and
WHEREAS, Panaveer Quality Partners,. Patrick L. Johnsen, 29552 Vincent Village Drive, Milton, DE
199968, is uniquely qualified to provide the required expert maritime navigation safety planning services
associated with said planned commuter ferry operation, facilities and vessel(s); and
WHEREAS, the Borough has received a proposal from Panaveer Quality Partners/ Patrick L Johnsen
Martin Ottaway to provide said services at a cost not to exceed $30,000; and
WHEREAS, the Mayor and Council have reviewed said proposal and recommendation of the Borough's
lead consultant on this project; and
WHEREAS, the Chief Financial Officer has certified that folds are or will be available for the same.

The proposal from Panaveer Quality Partners/Patrick L. Johnsen, to
provide extraordinary, unspecifiable services in connection with
formulation of a navigation safety plan for the planned contractor ferry
service operation, terminal facilities and vessel at cost not to exceed
$30,000 is hereby approved.
2. This action is approved without competitive bids as- an award of an
extraordinary, unspecifiable services contract.
A copy of this resolution shall be forwarded to the Borough's
Purchasing Department mid Panaveer Quality Partners,
Adopted this 16 day of January, 2020
and certified as a true copy of the
original on January 17, 2020.
