HomeMy Public PortalAboutOrdinance No. 718-94 02-22-1994 ORDINANCE NO. 718-94 AN ORDINANCE AMENDING SUBSECTION "A" OF SECTION 2 "ECONOMIC DEVELOPMENT ADVISORY BOARD" OF CHAPTER 13, "ADVISORY BOARDS" OF THE CODE OF ORDINANCES, CITY OF RICHLAND HILLS, TEXAS; ALLOWING CERTAIN MEMBERS OF SAID ADVISORY BOARD TO DESIGNATE PERSONS TO ATTEND MEETINGS IN THEIR ABSENCE; PROVIDING A SEVERABILTTY CLAUSE; PROVIDING A SAVING CLAUSE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the ordinance creating the Richland Hills Economic Development Advisory Board provides that three members of said Board shall be persons having business interests in the City; and WHEREAS, such persons tend to have extremely busy schedules which sometimes preclude their attendance at Economic Development Advisory Board meetings; and WHEREAS, it is, however, important to the functioning of the Economic Development Advisory Board that a quorum of its members be present for each of its regular and called meetings so that appropriate business of said Board may be conducted. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUN I L OF THE CITY OF RICHLAND HILLS, TEXAS: I. That Subsection A "CREATION; QUALIFICATIONS OF MEMBERS" of Section 2 "ECONOMIC ADVISORY BOARD" of Chapter 13 "ADVISORY BOARDS" of the Code of Ordinances, City of Richland Hills, Texas, be hereby amended to hereafter be and read as follows: A. CREATION; OUALIFICATIONS OF MEMBERS There is hereby created the Richland Hills Economic Development Advisory Board. Members of the Board shall be registered voters within the City on the date of their appointment, excepting three (3) members who may be persons not registered to vote within the City, but having business interest within the City. Any of said members having business interests in the City may, by written designation filed with the City Manager, appoint a substitute of similar background and experience to attend one or more meetings of the Board and, if so designated in writing, to vote by proxy in the member's place and stead. No member may serve on more than one (1) other Richland Hills board, commission or committee. All members shall serve without compensation. No debts of • any kind or character shall be made or incurred by the Board or by anyone acting in its behalf. ORDINANCE NO. ~ ~ R_a~ PAGE 1 II. Severability Clause. That it is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared invalid or unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such invalid or unconstitutional phrase, clause, sentence, paragraph or section. III. Saving Clause. That Chapter 13 of the Code of Ordinances, City of Richland Hills, Texas, as amended, shall remain in full force and effect, save and except as amended by this ordinance. IV. Effective Date. This ordinance shall be in full force and effect from and after its passage and publication as provided by the Richland Hills City Charter and the laws of the State of Texas. • PRESENTED, GIVEN FIRST READING AND APPROVED at a regular meeting of the Richland Hills City Council on the 22nd day of Febr~arv 1994, by a vote of 5 ayes, 0 nays, and 0 abstentions.
