AN ORDINANCE AMENDING SUBSECTION R "PARKING
RESTRICTIONS ON DIANA DRIVE" OF SECTION 28
"PARKING RESTRICTIONS" OF CHAPTER 10 "TRAFFIC
REGULATIONS" OF THE CODE OF ORDINANCES, CITY OF
RICHLAND HILLS, TEXAS, AS AMENDED, TO REVISE
PARKING RESTRICTIONS ON THE WEST SIDE OF DIANA
DRIVE IN SAID CITY; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING A SAVING CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Richland Hills, Texas, heretofore
established certain parking restrictions governing the west side of the 3200 block of
Diana Drive within said city; and
WHEREAS, the City Council, after study and experience, and in light of
changed conditions, now finds that certain revisions are necessary to said parking
restrictions, as set forth hereinbelow.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
I.
• That Paragraphs (2) and (5) of Subsection R "PARKING RESTRICTIONS ON
DIANA DRIVE" of Section 28 "PARKING RESTRICTIONS" of Chapter 10 "TRAFFIC
REGULATIONS" of the Code of Ordinances of the City of Richland Hills, Texas, as
amended, be hereby amended to hereafter be and read as follows:
(2) There is hereby established a restricted parking area on the west side of
Diana Drive which shall be restricted to parking exclusively for users of
the police department. Said restricted parking area shall be designated
by signs and curb area painting showing the limits of such restricted
parking area. Such restricted parking area shall further be designated by
signs clearly stating that persons parking in violation of such restrictions
shall be subject to having their vehicles towed at the owner's expense for
such unlawful parking. It shall hereafter be unlawful for any person to
park a vehicle within such restricted parking area unless, while such
vehicle is parked in such restricted parking area, the occupants of said
vehicle are utilizing the police department facilities.
(5) There is hereby established a restricted parking area on the west side of
Diana Dive which shall be restricted to parking exclusively for users of
the post office and users or patrons of city facilities. Said restricted
parking area shall be designated by signs and curb area painting showing
the limits of such restricted parking area. Such restricted parking area
shall further be designated by signs clearly stating that persons parking in
violation of such restrictions shall be subject to having their vehicles
• towed at the owner's expense for such unlawful parking. It shall

hereafter be unlawful for any person to park a vehicle within such
. restricted parking area unless, while such vehicle is parked in such
restricted parking area, the occupants of said vehicle are utilizing the
post office or city facilities.
II.
Severability Clause. That it is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such invalidity or unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such invalid or
unconstitutional phrase, clause, sentence, paragraph or section.
III.
Saving Clause. That Chapter 10 of the Code of Ordinances, City of Richland
Hills, Texas, as amended, shall remain in full force and effect, save and except as
amended by this ordinance.
IV.
Effective Date. This ordinance shall be in full force and effect from and after
its passage and publication as provided by the Richland Hills City Charter and the
laws of the State of Texas.
PRESENTED, GIVEN FIRST READING AND APPROVED at a regular meeting
of the Richland Hills City Council on the 2 4 th day of May 1994, by a vote
of 4 ayes, 1' nays, and 0 abstentions.
