AN ORDINANCE AMENDING SECTION 6 "CLEAN CITY
COMMISSION' OF CHAPTER 13 "ADVISORY BOARDS" OF
THE CODE OF ORDINANCES, CITY OF RICHLAND HILLS,
TEXAS, TO REVISE THE QUALIFICATIONS FOR
MEMBERSHIP ON SAID CLEAN CITY COMMISSION AND TO
REVISE THE PROCEDURE FOR SELECTING THE
SECRETARY OF SAID COMMISSION; PROVIDING A
SEVERABILTTY CLAUSE; PROVIDING A SAVING CLAUSE;
AND PROVIDING AN EFFECTIVE DATE.
BE TT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RICHLAND
HILLS, TEXAS:
I.
That Subsection B "COMPOSITION, APPOINTMENTS AND TERMS OF
MEMBERS" of Section 6 "CLEAN CITY COMMISSION" of Chapter 13 "ADVISORY
BOARDS" of the Code of Ordinances, City of Richland Hills, Texas, as amended, be
hereby amended to hereafter be and read as follows:
B. COMPOSITION APPOINTMENTS AND TERMS OF MEMBERS
• (1) The Clean City Commission shall be composed of ten (10) members
who shall hold designated places 1a, lb, 2a, 2b, 3a, 3b, 4a, 4b, Sa,
Sb. Each councilmember shall be entitled to nominate persons to
serve on said commission in the numbered place corresponding to
the numbered place on the City Council held by said
councilmember. All nominations shall be approved unless rejected
by the affirmative vote of four (4) councilmembers. Members of
the commission shall serve terms of two (2) years, corresponding to
the term of the councilmember whose place corresponds to the
term of the councilmember whose place corresponds to the
numbered place held by the individual members.
(2) Members of the Commission at the time this section is adopted
shall be assigned their designated places within their categories by
drawing numbers corresponding to the places to be assigned.
Once assigned a numbered place as provided hereby, the term of
each member of the commission shall be automatically adjusted to
correspond to the term of the councilmember whose numbered
place corresponds to the place of the member.
(3) The city staff representative to the commission shall be the
Director of Public Works or a designated representative approved
by the City Manager.

II.
That Subsection D "OFFICERS" of Section 6 "CLEAN CITY COMMISSION" of
Chapter 13 "ADVISORY BOARDS" of the Code of Ordinances, City of Richland
Hills, Texas, as amended, be hereby amended to hereafter be and read as follows:
D. OFFICERS
The officers of the commission shall be a chairman and a vice chairman,
who shall be elected by a majority vote of the members at their first
organizational meeting, and thereafter when the incumbent chairman or
vice chairman shall leave office for any reason.
III.
Severability Clause. That it is hereby declared to be the intention of the City
Council that the sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sentence, paragraph or section of
this ordinance shall be declared invalid or unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such invalidity or unconstitutionality
shall not affect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted by the City
Council without the incorporation in this ordinance of any such invalid or
unconstitutional phrase, clause, sentence, paragraph or section.
• IV.
Saving Clause. That Chapter 13 of the Code of Ordinances, City of Richland
Hills, Texas, as amended, shall remain in full force and effect, save and except as
amended by this ordinance.
V.
Effective Date. This ordinance shall be in full force and effect from and after
its passage and publication as provided by the Richland Hills City Charter and the
laws of the State of Texas.
PRESENTED, GIVEN FIRST READING AND APPROVED at a regular meeting
of the Richland Hills City Council on the 2 th day of June 1994, by a vote
of 5 ayes, 0 nays, and 0 abstentions.
