HomeMy Public PortalAboutr 20-060No. #20 -60 Date of Adoptio March 19, 20 20 AUTHORIZING A PROFESSIONAL ENGINEERING CONTRACT WITH CME ASSOCIATES, FEE ESTIMATE FOR THE CHROME PARK IMPROVEMENTS PROJECT WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with Design, Permit, Bid and Construction Phases for the improvements to Chrome Park; and WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses the requisite experience and expertise to provide said services; and WHEREAS, CMB Associates has submitted a proposal to provide said services, at a total cost not to exceed $170,000.00; and WHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. Acct. # NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council. of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows; 1. The proposal from CMS Associates for engineering services related to the Design, Permit, Bid and Construction Phases for the Chrome Park Improvements Project at a cost not to exceed $170,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough Director of Engineering and CME Associates. Fee Estimate for Professional Engineering Services for the Improvements to Chrome Park Borough of Carteret, Middlesex County, New Jersey Proposal No. 2018 -100 Dear Honorable Mayor Reiman: We are pleased to have the opportunity to present our fee estimate for professional engineering services for the above - referenced project. It is our understanding that the Borough is seeking to convert the existing natural grass field at the Chrome Park to a multi - purpose synthetic turf field and replace and expand the existing sports courts. The existing grass field is approximately 250' by 200', which is unable to accommodate full size sports fields as desired by the Borough, including football, soccer, lacrosse, and softball. It is anticipated that the existing basketball courts would be relocated approximately 75 feet to the south in order to accommodate a full size soccer field measuring 300' by 165', suitable for 11 on 11 play. The improvements will include the relocation of the three (3) existing basketball courts, construction of two (2) sand volleyball courts, one (1) tennis court, and one (1) tot lot. Additional improvements include fencing, walkways, a gazebo, and various site amenities, as well as the required stormwater management facilities required to collect the field runoff infiltrated in the extensive underground drainage collection system. Our office has prepared the concept sketch and preliminary construction cost estimate for this project. Depending on the desired amenities, we anticipate the construction cost for this project is approximately $2,350,000. We understand that as a part of US Metals' (USMR) settlement with the Borough, some portion of the work, specifically including excavation, backfill, subbase, stormwater and subbase work shall be the responsibility of USMR and executed by their contractors, pursuant to the supplemental agreement between the Borough and USMR. Final Design Phase Services An outbound and topographic survey plan has been prepared by Deady Surveyors and has been provided to our office for use in development of the design plans. Our office will coordinate with USMR and provide phased plans and details as needed for their execution of the work, including the work awarded via state contract for turf improvements, and the remainder of site improvements to be publicly bid. Our office will prepare final construction plans that will include, at a minimum, the following for each of the three phases of construction: • Cover and Index Sheet • Existing Conditions Plan • Construction Phasing Plan • Construction Plan • Grading and Drainage Plan • Utility Plan • Amenities Plan • Landscape and Lighting Plan • Construction Details • Soil Erosion and Sediment Control Plan and Details After the construction plans are complete, a cut and fill analysis will be performed and a final project cost estimate will be prepared. Separate plans will be prepared for use by USMR's contractors, state contractor providers, and for contracts awarded by public bid. Final construction plans and bid specifications will be developed in the preferred format of the Borough for the "front end" requirements and any ancillary requirements specifically identified by the Borough of Carteret. The deliverables of this phase will be a complete set of contract documents to be used for public bid in accordance with the New Jersey Local Public Contract Law, as well as supplementary construction documents to solicit state contract pricing. Permit Phase Services March 10, 2020 Proposal No. 2018 -100 Page 3 As this project will disturb more than 5,000 square feet of soil, a certification from the Freehold Soil Conservation District is required. Additionally, as the area of soil disturbance exceeds one (1) acre, a 5G3 Construction Stormwater Request for Authorization from the NJDEP is required. Work in this phase will include the preparation of application and plan submissions to the respective agencies, coordination, and follow -up to ensure all permits are obtained in a timely manner. 3. NJDEP Green Acres and County Coordination Services As the project is partially funded by the Middlesex County Open Space Fund and NJDEP Green Acres Program (GAP), the Department will require that the Recreation and Open Space Inventory (ROSI) be updated and brought into conformance with current regulations. This will include a review and confirmation of all existing Borough open space parcels and mapping of same. 4. Bid Phase Services It is anticipated that the project will be procured in at least three (3) separate packages, including: a. USMR- undertaken work; b. Field improvements under state contract pricing; and, c. Publically bid park improvements for work not covered by items (a) and (b) above With this in mind, work in this phase will include the following services to solicit quotes and publicly bid the project in accordance with the Local Public Contracts Law: d. Provide bid and /or quote documents to prospective bidders, as needed; e. Answer prospective bidder's request for information; f. Provide addenda for clarification of project specifications; g. Attend bid opening; and h. Analyze responsible bids and quotes and recommend contract awards. 5. Review shop drawings; e. Provide responses to RFI's from contractor and provide design related services on an on -call, as- needed basis. f. Provide construction observation services, prepare contractor punch lists and review and prepare pay estimates.
