HomeMy Public PortalAboutOrdinance No. 733-94 09-13-1994 ORDINANCE N0.7 3 3 - 9 4 • AN ORDINANCE AMENDING CITY OF RICHLAND HILLS ORDINANCE NO. 696-93, AND THE FISCAL YEAR 1993-1994 BUDGET FOR THE CITY OF RICHLAND HILLS, TEXAS, ADOPTED THEREBY; INCREASING CERTAIN FUND APPROPRIATIONS; PROVIDING A SAVINGS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTNE DATE. WHEREAS, the City Council of the City of Richland Hills, Texas, adopted Ordinance No. 696-93 on September 14, 1993, approving and adopting a municipal budget for the City of Richland Hills, Texas, for fiscal year 1993-1994; and WHEREAS, changed conditions and circumstances, which could not have been foreseen through the use of reasonably diligent thought and attention, have necessitated certain amendments to Ordinance No. 696-93 and the budget adopted thereby; and WHEREAS, a public hearing on the following amendments to the fiscal year 1993-1994 budget contemplated hereby has been held as required by law. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RICHLAND HILLS, TEXAS: I. That Section II of said Ordinance No. 696-93 be amended to uicrease the general fund appropriation from $3,000,720 to $3,384,162 with such increase allocated and appropriated as follows: $277,442 for capital outlays; and $106,000 for the payment of operating expenses. II. That Section III of said Ordinance No. 696-93 be amended to increase the appropriation out of the Enterprise Fund from $1,653,930 to $1,684,180 for operating expenses of the water and sewer works. III. That Section VII of said Ordinance No. 696-93 be amended to increase the appropriation out of the Utility System Revenue Bond Interest and Sinking Fund from $154,775 to $155,075, for the payment of bond handling fees. ORDINANCE NO.7 3~ 9 4 PACE 1 IV. Severability Clause. That it is hereby declared to be the intention of the City Council that the sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared invalid or unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such invalid or unconstitutional phrase, clause, sentence, paragraph or section. V. Saving Clause. That Ordinance No. 696-93 of the City of Richland Hills, Texas, as amended, shall remain in full force and effect, save and except as amended by this ordinance. VI. Effective Date. This ordinance shall be in full force and effect from and after its passage and publication as provided by the Richland Hills City Charter and the laws of the State of Texas.
