Regular Meeting of the Mayor and Council of the Borough of Carteret COUNCIL MEETING
was called to order by Mayor Daniel J. Reiman at approximately 6:00
p.m. on Thursday, March 19, 2020, in the Council Chambers,
Memorial Municipal Building, 61 Cooke Avenue, Carteret, New
Jersey.
Upon individual roll call, the following were noted present: ROLL CALL

Also noted present were Carmela Pogorzelski, Acting Municipal Clerk
and Robert J. Bergen, Esq., Law Director.
The meeting was opened with a moment of silent prayer and the SILENT PRAYER
Pledge of Allegiance led by Mayor Daniel J. Reiman. PLEDGE OF
ALLEGIANCE
The Clerk stated that the 2020 Annual Meeting Notice was mailed to STATEMENT OF
The Home News Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE
board on December 31, 2019. Notice was published in The Home
News Tribune and The Star Ledger on January 7, 2020.
Upon MMS &C, by Councilmembers Diaz and Krum and unanimous APPROVAL OF
affirmative vote of the full membership present, the minutes of March MINUTES
5, 2020 were approved as transcribed and engrossed by the Clerk.
ORDINANCE #20 -10 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise same for Public
Hearing, upon MMS &C, by Councilmembers Diaz and DiMascio.
Upon individual roll call vote, Councilmembers Bellino Diaz,
DiMascio, Johal, Krum and Naples voted in the affirmative.

APPROPRIATING $2,100,000 FROM THE CAPITAL

Mayor Reiman explained that this was a capital improvement
ordinance for various public improvements from cash reserves.
ORDINANCE #20 -11 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise the same for Public
Hearing, upon MMS &C, by Councilmembers Diaz and Johal. Upon
individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Drum and Naples voted in the affirmative.

Rudy Urban asked with regard to Ordinances 20 -6 & 20 -7 financial RUDY URBAN
agreements, if it was agreement to bring their industry here.
Mayor Reiman said it is a financial agreement with a fixed term and MAYORREDMAN
adjusted in five (5) year increments, lie explained. He said they will
know on a 35 year schedule what their taxes will be. He said it is not a
reduction in taxes, most companies pay more than if they were paying
taxes; it prevents them from filing a tax appeal, it goes up 2 '/2 % every
year.
Rudy Urban conunented, in the long term, town will make out.
There being no further continents or objections to the Ordinance, HEARING CLOSED

REPORTS Reports:
1. Board of Health — February 2020
Upon MMS &C, by Councilmembers Diaz and Johal, and unanimous
affirmative vote of the full membership present, all reports were
ordered to be received and placed on file.
STANDING BUILDING & GROUNDS: Committee Chairperson Johal reported
COMMITTEES Progress.
FINANCE & ADMINISTRATION: Committee Chairperson Diaz
reported progress and told everyone to stay safe.
FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson
Krum said he wasn't sure if everyone knew, we hired two (2) new
career firefighters, Dakota Smith and Ben Lakatos and said he wished
them the best of luck. He reported progress.
Mayor Reiman said we will schedule them for firture swearing in; they
are both attending the firefighter II academy.
PARKS, RECREATION & PUBLIC PROPERTY: Committee
Chairperson Bellino reported progress.

POLICE: Committee Chairperson Naples thanked everyone and said
stay well.
PUBLIC WORKS: Committee Chairperson DiMascio reported
progress.
BOARD OF EDUCATION LIAISON: Committee Chairperson Naples
said she spoke to the board president who told her the online learning
is going relatively smoothly, the students who need them are picking
up lunches.
Mayor Reiman spoke about the Local Disaster Emergency MAYOR REIMAN
Proclamation he signed on March 17 at 11:30 a.m., he said he
declared a state of emergency which makes us eligible for additional
state aid and FEMA fimding related to COVID 19. He said this will
allow us to adjust scheduling of emergency response if need be. He
said right now there are no known cases in the Borough but there are
sure to be before this is over.
There being no further connuents or discussion, upon MMS &C, by ADJOURNED
Councilmernbers Diaz and Krum and unanimous affirmative vote of
the full membership present, the meeting was adjourned at
approximately 6:07 p.m.
