Reiman at approximately 6:00 p.m. on Thursday, March 19, 2020, in the Council Chambers, Memorial Municipal Building, 61 Cooke Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Mayor Daniel J. Reiman Councilmember Vincent Bellino " Jorge Diaz " Dennis DiMascio " Ajmar Johal " Randy Krum " Susan Naples Also noted present were Carmela Pogorzelski, Acting Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the SILENT PRAYER Pledge of Allegiance led by Mayor Daniel J. Reiman. PLEDGE OF ALLEGIANCE The Clerk stated that the 2020 Annual Meeting Notice was mailed to STATEMENT OF The Home News Tribune, The Star Ledger and posted on the bulletin MEETING NOTICE board on December 31, 2019. Notice was published in The Home News Tribune and The Star Ledger on January 7, 2020. Upon MMS &C, by Councilmembers Diaz and Krum and unanimous APPROVAL OF affirmative vote of the full membership present, the minutes of March MINUTES 5, 2020 were approved as transcribed and engrossed by the Clerk. ORDINANCE #20 -10 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing, upon MMS &C, by Councilmembers Diaz and DiMascio. Upon individual roll call vote, Councilmembers Bellino Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. MARCH 19, 2020 (Continued) ORDINANCE #20 -10 FULLY FUNDED VARIOUS CAPYTAL IMPROVEMENTS ORDINANCE #20 -10 "A FULLY FUNDED ORDINANCE PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS FOR THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $2,100,000 FROM THE CAPITAL IMPROVEMENT FUND AND OTHER RESERVES AND GRANTS FOR THE COST THEREFOR" Mayor Reiman explained that this was a capital improvement ordinance for various public improvements from cash reserves. ORDINANCE #20 -11 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise the same for Public Hearing, upon MMS &C, by Councilmembers Diaz and Johal. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Drum and Naples voted in the affirmative. ORDINANCE #20 -11 ORDINANCE #20 -11 "BOND ORDINANCE PROVIDING FOR VARIOUS CAPITAL BOND ORDINANCE IMPROVEMENTS RELATED TO THE PERFORMING ARTS VARIOUS CAPITAL IIMPROVEMENTS MEN TS MEN CENTER IN AND BY THE BOROUGH OF CARTERET, IN THE RELATED TO CPAC COUNTY OF MIDDLESEX, NEW JERSEY, APPROPRIATING $2,500,000 'THEREFOR AND AUTHORIZING THE ISSUANCE OF $2,375,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" ORDINANCE #20 -4 The Clerk stated that Ordinance 420 -4 was introduced and adopted on AUTHORIZING First Reading on February 20, 2020. It was duly published in the ACQUISITION OF Home News Tribune on February 26, 2020, with notice that it will be PROPERTY considered for final passage after Public Hearing to be held on March INTEREST BLK 700, 19, 2020 at approximately 6:00 p.m. The Ordinance was posted on the LOTS 2 & 3 bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. MARCH 19, 2020 (continued) Upon MMS &C, by Councilmembers Diaz and Naples and unanimous PUBLIC HEARING affirmative vote of the Rill membership present, Mayor Reiman declared the Public Hearing to be open. Mayor Reiman said this would be for parking improvements. There being no further comments or objections to the Ordinance, HEARING CLOSED Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and Krum and unanimous affirmative vote of the fill membership present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #20 -4 "AN ORDINANCE OF THE BOROUGH OF CARTERET AUTHORIZING THE ACQUISITION OF A PROPERTY INTEREST IN A PORTION OF BLOCK 700, LOTS 2 AND 3 FOR THE PUBLIC PURPOSE OF CONSTRUCTNG MUNICIPAL PUBLIC PARKING" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. Approved and Adopted: March 19, 2020 Introduced February 20, 2020 Advertised as Adopted on First Reading with notice of Public Hearing: February 26, 2020 Hearing Held: March 19 2020 Approved by: Mayor Daniel J. ORDINANCE #20 -5 AMENDING & SUPPLEMENTING §42 -25 OF THE CODE 3 MARCH 19, 2020 (continued PUBLIC HEARING Upon MMS &C, by Councihnembers Krum and Jobal and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. PUBLIC IIEARING Upon MMS &C, by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. lAtUtCH 19, 2020 (continued) Rudy Urban asked with regard to Ordinances 20 -6 & 20 -7 financial RUDY URBAN agreements, if it was agreement to bring their industry here. Mayor Reiman said it is a financial agreement with a fixed term and MAYORREDMAN adjusted in five (5) year increments, lie explained. He said they will know on a 35 year schedule what their taxes will be. He said it is not a reduction in taxes, most companies pay more than if they were paying taxes; it prevents them from filing a tax appeal, it goes up 2 '/2 % every year. Rudy Urban conunented, in the long term, town will make out. There being no further continents or objections to the Ordinance, HEARING CLOSED Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Councilmembers Diaz and DiMascio and unanimous affirmative vote of the full membership present. Upon MMS &C, by Councilmembers Diaz and Krum ORDINANCE #20 -6 "ORDINANCE OF THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY APPROVING APPLICATION FOR FINANCIAL AGREEMENT FOR 120 RASKULINECZ ROAD URBAN RENEWAL, LLC" ADOPTED was finally adopted. Upon individual roll call vote, Councihnembefs Bellino, Diaz, DiMascio, Jobal, Krum and Naples voted in the affirmative. Upon MMS &C, by Councilmembers Diaz and Naples ORDINANCE #20 -7 "ORDINANCE OF THE BOROUGH OF CARTERET, COUNTY OF MIDDLESEX, NEW JERSEY APPROVING APPLICATION FOR FINANCIAL AGREEMENT FOR 700 FEDERAL BOULEVARD URBAN RENEWAL 2016, LLC" was finally adopted. Upon individual roll call vote, Councilmembers ADOPTED Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. CONSENT AGENDA Resolutions #20 -60 through #20 -62 were introduced by Mayor Reiman and referred to the Council for action. Upon individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the affirmative. REPORTS Reports: 1. Board of Health — February 2020 Upon MMS &C, by Councilmembers Diaz and Johal, and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. STANDING BUILDING & GROUNDS: Committee Chairperson Johal reported COMMITTEES Progress. FINANCE & ADMINISTRATION: Committee Chairperson Diaz reported progress and told everyone to stay safe. FIRE & DOMESTIC PREPAREDNESS: Committee Chairperson Krum said he wasn't sure if everyone knew, we hired two (2) new career firefighters, Dakota Smith and Ben Lakatos and said he wished them the best of luck. He reported progress. Mayor Reiman said we will schedule them for firture swearing in; they are both attending the firefighter II academy. PARKS, RECREATION & PUBLIC PROPERTY: Committee Chairperson Bellino reported progress. M MARCH 19, 2020 (continued POLICE: Committee Chairperson Naples thanked everyone and said stay well. PUBLIC WORKS: Committee Chairperson DiMascio reported progress. BOARD OF EDUCATION LIAISON: Committee Chairperson Naples said she spoke to the board president who told her the online learning is going relatively smoothly, the students who need them are picking up lunches. Mayor Reiman spoke about the Local Disaster Emergency MAYOR REIMAN Proclamation he signed on March 17 at 11:30 a.m., he said he declared a state of emergency which makes us eligible for additional state aid and FEMA fimding related to COVID 19. He said this will allow us to adjust scheduling of emergency response if need be. He said right now there are no known cases in the Borough but there are sure to be before this is over.
