WHEREAS, the Borough of Carteret is in need of professional planning and surveying service:
with regard to the NJDEP ONRR Grant, River. Walk Thane II - Northern Section Carteret
Waterfront Pink; and
WHEREAS, Maser Consulting, 331 Newman Springs Road, Red Bank, New Jersey 07701,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, Maser Consulting has submitted aproposal to provide said services at a total cost
not to exceed $13,250.00; and
VMMEAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said
Purpose. Acct# C -04 -18 -104 -201
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of
Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from Maser Consulting for professional planning and
surveying services with regard to the NJDEP ONRR Grant, River
Walk Phase II - Northern Section. Carteret Waterfront Park,
geotechnical services at a total cost not to exceed $13,250.00 is hereby
approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J S.A .40A:l l- 5(1)(a)- awarded pursuant to the
Borough's Fair and Open process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, Director of Engineering and Maser Consulting.

Maser Consulting P.A. is submitting this supplemental proposal for geotechnical services to
support the development of the proposed twenty foot (20') wide elevated walkway along the
Arthur Kill located at the Carteret Waterfront Park. Geotechnical services were not included in
our original proposal (dated April 25, 2017, revised May 31, 2017) and Supplemental proposal
(dated August 2, 2019, revised August 20, 2019) both authorized by the Borough of Carteret. The
original and supplemental proposals were based upon our understanding that we would be in
receipt of a geotechnical evaluation from another consultant. As there was significant investigation
and design work by multiple firms, we did not want to duplicate effort at that time.
This proposal is divided into four sections as follows:
Section I — Scope of Set
Section II — Business Terms and Conditions
Section III — Technical Staff Hourly Rate Schedule and Reimbursable Expenses
Section IV — Client Contract Authorization
The following scope of services has been separated into phases so that it may be more easily
reviewed. The order in which the phases are -presented generally follows the sequence in which
the project will be accomplished; however, depending on the project, the various authorized
services contained in this proposal may be performed in a sequence as deemed appropriate by
Maser Consulting to meet project schedules.

SECTION I — SCOPE OF SERVICES
We are requesting approval of the following additional services, some of which are in progress
and others to be performed:
PHASE 1.0 GEOTECHNICAL EVALUATION
The purposes for these subsurface explorations will be to evaluate the subsurface conditions for the
proposed boardwalk, and to provide geotechnical recommendations for the proposed site
development, as well as foundation design and construction, including the 2018 International
Building Code (IBC) (NJ Edition) Seismic Site Class Definition.
We propose to provide the following Scope of Services, under the direct technical supervision of a
Professional Engineer licensed in the State of New Jersey.
1. Review existing geotechnical reports prepared by others, that have been made available to us.
2. Retain a non - union, non - prevailing wage drilling contractor to advance a total of two (2), each to
an anticipated depth of 50 feet below existing grade. Pricing includes the use of truck- mounted
drilling equipment, and non - weekend/night/holiday drilling. We estimate that the field work will
require a single field day to complete.
3. Locate the test borings initially through measurements from existing site features, as well as
survey and base map information at the time of our field exploration program.
4. Provide full -time technical observation of the work of the drilling contractor. Technical
observation will be performed by a geotechnical specialist or geologist under the direct
supervision of the project Geotechnical Engineer.
5. Obtain representative soil samples encountered within the zone of influence of the proposed
construction. This may include collection of undisturbed Shelby tube samples of soft cohesive
deposits, if encountered, for an additional fee ($150 per tube sample). Laboratory testing is at the
discretion of the Geotechnical Engineer, but will likely consist of moisture contents, grain size
analyses and Atterberg limits.
6. Evaluate and prepare test boring logs indicating the types of soil and depth to. encountered
groundwater.
7. The results of our services would be presented in a formal written report. The report will
include a plan showing the location of the field explorations, detailed logs of the test borings,
the results of laboratory tests, and our specific conclusions and recommendations. We will
discuss in detail the work items outlined above and others, which may appear warranted by the
nature of the encountered conditions. The work will be.performed under the direct technical
supervision of a Professional Engineer licensed in the State of New Jersey.

The Geotechnical Report will include the following:
• General earthwork recommendations regarding subgrade preparation and load- bearing fill.
• Allowable bearing capacity of on -site soils; as well as other foundation support systems or
ground modification techniques to be used for the proposed construction.
• Fill placement and compaction requirements.
• Utility installation and groundwater impact discussions.
• Groundwater impacts and management.
Phase 1.0 Lump Sum Fee
Procedures
$9,500.00
Our contractors shall be responsible for contacting the One Call System; however, the Client is
responsible for providing us with available utility information. If requested, Maser Consulting can
arrange for or retain an underground utility location company to determine the location of
underground utilities and structures with reasonable certainty.
The test borings will each be advanced utilizing hollow stem auger or mud - rotary drilling
techniques. Representative soil samples will be obtained continuously from the surface to a
maximum depth of 12 feet and then at standard 5 -foot intervals. Soil samples will be.obtained from
within the borehole by means of a standard 2 -inch outside - diameter split spoon sampler advanced
in accordance with ASTM D1586 for the Standard Penetration Test. Undisturbed Shelby tube
samples will also be obtained for an additional fee, if deemed to be necessary by the Geotechnical
Engineer. Samples will be delivered to our laboratory for further review and evaluation. Soil
samples will be discarded after six months. from the. date of the final report, unless otherwise
negotiated with the Client.
The test borings are not anticipated to extend beyond a depth of 50 feet below existing grade.
Therefore, our exploration will not require NJDEP permits. Based on available topographic
information and proposed grades, test borings are anticipated to be advanced each to a depth of 50
feet below existing grade with a total anticipated footage of approximately 600 linear feet. If poor
subsurface soil conditions are encountered, resulting in extended drilling times. or greater, depths,
additional drilling may be required. Test borings will terminate at auger refusal or shallower depths
as determined by the field observer at the time of the field exploration program. If conditions
encountered differ significantly from those anticipated, and as a result would increase the scope of
our service, we will notify you for your authorization to continue with these additional services.
Test borings exceeding 25 feet will be grouted per NJDEP requirement (up to 600 lineal feet).
Test borings less than 25 feet will be backfrlled with the soil cuttings. In unpaved.areas, excess
soils will be mounded over /around the boreholes and left in place. Due to the nature of the work,
some incidental disturbance (tire ruts, cleat marks, soil mounding, soil and grease stains, etc.) and
some post -study settlement should be anticipated at the location of the test borings. Neither Maser

Consulting nor our subcontractors shall be responsible for any repairs to the site after we have
demobilized.
Test borings will be performed under the full -time technical observation of a representative of
Maser Consulting. Our representatives will maintain logs of the, explorations as the work proceeds.
Samples collected from test borings will be classified in accordance with the Bannister Soil
Classification system. Samples will be returned to our laboratory for further review and evaluation.
Project Schedule
Scheduling and planning of the field exploration will begin immediately after we receive written
notice to proceed. The geotecbnical field exploration will likely begin within about two.weeks
after notification (depending on the availability of our subcontractors and the weather). We
anticipate that the test borings will require a single working day to complete (depending on the
weather).
The subsequent laboratory testing, engineering analysis, and report preparation will require an
additional three (3) weeks to complete after the completion of the field explorations. Therefore,
the geotechnical report should be issued within six (6) weeks of receiving formal authorization to
proceed for a given phase. If these schedules do not meet your project specific deadlines,
preliminary or informal recommendations can be provided to the design team shortly after the field
explorations.
PHASE 2.0 ENVIRONMENTAL SERVICES
The Geotechnical phase included in this scope of work proposes six (6) test borings along the
proposed 2,000 foot long boardwalk alignment, each to an anticipated depth of 50 feet below
existing grade. Based on the assumption that soil in the subject project area is contaminated, the
geotechnical investigation will be required to comply with the regulatory and technical
requirements of the Site Remediation Reform Act (SRRA) and Administrative Requirements for
the Remediation of Contaminated Sites (ARRCS). We understand that the property Owner has
engaged a Licensed Site Remediation Professional (LSRP) and that the site is actively being
remediated.
Maser Consulting will coordinate with the LSRP of record for the site to determine the appropriate
material handling methods for the drill cuttings to. be. generated as. part of our Geotechnical
investigation. This scope includes the following tasks:
• Preparation of a Site - Specific Health and Safety Plan to cover our Geotechnical investigation
activities;
Coordination with the LSRP of Record and Driller -to . determine appropriate soil boring
locations; and,

• Coordination with the LSRP of Records and Driller to determine proper materials handling of
the drill cuttings to be generated.
Phase 2.0 Lump Sum Fee

For your convenience, we have broken down the total estimated cost of the project into the
categories identified within the scope of services.
PHASE 1.0 GEOTECHNICAL EVALUATION $ 9,500.00
PHASE 2.0 ENVIRONMENTAL SERVICES 3,750.00
TOTAL LUMP SUM FEE $13,250.00
This Contract is based upon the previously accepted Maser Consulting's Business Terms and
Conditions which was provided.
EXCLUSIONS AND UNDERSTANDINGS
Services relating to the following items are not included in this work. Therefore, any service
associated with the following items is specifically excluded fiom the scope of professional services
within this agreement:
• Services not specifically outlined above in Section I;
• Delays due to site access procedures. Maser Consulting will attempt to complete the proposed
work in the anticipated time flame. Should delays prevent completion of the proposed scope
of service as planned, Maser Consulting will discuss the options for extending the field time.
• Engaging a private utility locator firm to locate private onsite utilities.
• Structural calculations or designs for foundation systems, special structures and/or retaining walls,
if required by the various review agencies. We can prepare a separate proposal, if requested,
• Any triaxial, consolidation, unconfined compressive strength, pH, direct shear, CBR, acid -
producing soils or seismic testing that may be warranted due to subsurface conditions
encountered.
• Infiltration testing is limited to Tube Permeameter as specified in NJAC 7:9A 6.2 and/or Field
Percolation tests as specified in NJAC 7:9A 6.4. Other testing such as, Soil Permeability Class
Rating tests, Double Ring Infiltrometer Testing, Pit Bailing.Tests, Piezometer Tests and Basin
Flooding Tests are excluded. We will prepare a separate proposal for additional and varied
permeability testing if requested and as subsurface conditions require.

• Exploratory or testing work, interpretations or conclusions related to determination of potential
chemical, toxic, radioactive or other type of contaminants on site.
• On -site health and safety monitoring during drilling operations. A separate scope of work for
this task, if required, can be provided.
• Chemical analysis of soils to determine compliance with NJDEP.Soil Remediation Standards,
or for soil characterization. A separate scope of work for this task, if required, can be provided.
• Containerization and /or off -site disposal of soil cuttings to. be generated .during the
Geotechnical investigation. A separate scope of work for this task, if required, can be provided.
If an item not listed herein, or otherwise not specifically mentioned within our scope, is deemed
necessary, Maser Consulting may prepare an addendum to this proposal for your review, outlining
the scope of additional services and associated professional fees regarding the extra services.
SECTION II — BUSINESS TERMS AND CONDITIONS
This Contract is based upon the previously accepted Maser Consulting's Business Terms and
Conditions which was provided in our-original proposal dated.April.25, 2017 and Revised May
31, 2017 .
SECTION III — TECHNICAL STAFF HOURLY RATED SCHEDULE AND
REIMBURSABLE EXPENSES
The Rate Schedule is on file with Borough.
SECTION IV — CLIENT CONTRACT AUTHORIZATION
