MINUTES
January 14, 1992

The meeting was called to order at 7:00 p.m.
The minutes of December 3, 1991 were corrected to read item #6
of committee review of SMR agreement which reads: A nine hole
addition to the golf course would increase the workload
dramatically for the maintenance crew. A salary increase should
be considered for the superintendent to compensate his efforts
with increasing responsibilities.
A. CART STORAGE *****
Ted Whiteman moved to recommend to the City Council that the
mens and womens golf association proceed their with design and
construction concept and also proceed with the preparation for a
special use permit. The people to contact on this subject are:
Tom Haynes or Ralph Kangas. Craig Collins seconded and the
motion carried unanimously.
B. CAPITAL IMPROVEMENTS *****
Ted Whiteman moved to recommend to the City Council that we
proceed with the list prepared by the superintendent and
approach the Golf Foundation for an appropriation of $15,000.00
for these capital improvements. DeEtt McCarty seconded and the
motion carried unanimously.
C. PRO CONTRACT *****
Craig Collins moved to recommend to the City Council an increase
of $6,000.000 to $38,500.00 which is the amount the contract was
2 years ago. The vote was unanimous.
D. SPRING MOUNTAIN RANCH AGREEMENT *****
A list of committee concerns is attached as a part of these
minutes. In addition, Ted Whiteman moved to recommend to the
City Council regarding building setbacks on the addition that
the 50' setback be the guideline, and exceptions to the 50'
setback be specified and agreed to on each plat. Craig Collins

seconded and the motion carried unanimously. Craig Collins
moved to recommend to the Council not to obligate the City to
purchase the water rights referred to in the agreement, rather
explore other options that may benefit both the City and O.E.I.
Ted Whiteman seconded and the motion carried unanimously.
E. RATES AND GREENS FEES _I 'F tfr
Dave Engen moved to recommend to the City Council that all fees
remain the same as 1991 fees. Ted Whiteman seconded and the
motion carried unanimously.
F. FOOD CONCESSION
The Committee moved this item to the next meeting when they will
have more information to make recommendations.
The meeting adjourned at 10:45 p.m.

1. The Committee feels that there should be no monetary figures
placed on the "break-in" period. There is no definition of a
time frame, therefore impossible to put a dollar amount on it.
The Committee recommends that the $11,6509.00 estimate and the
$20,000.00 limit be dropped from the agreement.
2. The Committee recommends that the City receive the
addition in playable condition, not after first cutting.
3. The Committee recommends that the rough area referred to on
page 7 of the agreement be owned by City, not given easement to
by SMR.
4. The Committee recommends that there be no Home Owners
Association involved in golf course operation.
5. The Committee recommends to not obligate the City to buy the
water rights described in the agreement, but to explore options
where the City and OEI can work together to benefit both
parties.
