SUBJECT: RESOLUTION SUPPORTING THE COUNTY'S EAST PASADENA &
EAST SAN GABRIEL COMMUNITIES BIKEWAY ACCESS PROJECT
FOR THE 2013 METRO CALL FOR PROJECTS
RECOMMENDATION:
The City Council (Council) is requested to:
a) Adopt Resolution No. 12-4881 in support of the Los Angeles County Department of
Public Works' (LACDPW) submission of the East Pasadena & East San Gabriel
Communities Bikeway Access Project into the 2013 Los Angeles County
Metropolitan Authority (Metro) Call for Projects; and
b) Authorize the City Manager to send a letter of support to LACDPW on behalf of the
City Council, supporting the East Pasadena & San Gabriel Communities Bikeway
Access Project in its 2013 Metro Call for Projects grant application.
BACKGROUND/ANALYSIS:
Earlier this month, LACDPW requested from the City a letter of support for its
submission of the East Pasadena & East San Gabriel Communities Bikeway Access
Project into the 2013 Metro Call for Projects. If selected and funded, the project would
receive up to $2.6 million to construct 12 miles of bikeways along 10 streets and the
Eaton Wash flood control channel (Attachment 'B"). About two miles of the proposed
bikeways are within Temple City limits (i.e., Longden Avenue between Rosemead
Boulevard and Burton Avenue; Muscatel Avenue from Las Tunas to Elm Avenue; and
along Eaton Wash), and identified in the City's recently approved Bicycle Master Plan
(Attachment "C").

Staff recommends that the Council formally support this project, as its implementation
will directly benefit our community members and further the City's individual goal to
develop sustainable, multimodal transportation infrastructure. Furthermore, this effort
represents the City's commitment to continuing its mutual relationship with the County
of Los Angeles toward improving regional mobility and connectivity.
CONCLUSION:
Adoption of Resolution No. 12-4881 and an official letter supporting LACDPW's East
Pasadena & East San Gabriel Communities Bikeway Access Project would enhance
LACDPW's application toward successfully securing funding in the 2013 Metro Call for
Projects. Furthermore, these actions represent a good faith effort by the City to continue
its mutual relationship with the County in developing sustainable transportation
infrastructure, while possibly creating new regional bikeways within Temple City, at no
cost to the City.
FISCAL IMPACT:
This item presents no fiscal impact to the adopted FY 2012-13 City Budget.

A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY DECLARING ITS SUPPORT OF THE LOS
ANGELES COUNTY DEPARTMENT OF PUBLIC WORKS' EAST
PASADENA & EAST SAN GABRIEL COMMUNITIES BIKEWAY
ACCESS PROJECT FOR THE 2013 LOS ANGELES COUNTY
METROPOLITAN TRANSPORTATION AUTHORITY CALL FOR
PROJECTS.
WHEREAS, in December 2012, the City of Temple City received a request from
the Los Angeles County Department of Public Works (LACDPW) to submit a letter of
support for its entry of the East Pasadena & San Gabriel Communities Bikeway Access
Project into the 2013 Los Angeles County Metropolitan Transportation Authority (Metro)
Call for Projects; and
WHEREAS, LACDPW's application for bikeway improvements includes routes
within City limits and identified in the City's recent Bicycle Master Plan—i.e., about two
miles along the Eaton Wash flood control channel, Muscatel Avenue and Longden
Avenue; and
WHEREAS, construction of the bikeways will support the City's efforts to develop
sustainable, multimodal infrastructure and enhance regional connectivity; and
WHEREAS, the City's support of LACDPW's project through this resolution and a
formal letter will enhance its application toward successfully securing project funding;
and
WHEREAS, the Temple City City Council authorizes the City Manager to submit
a letter on their behalf, supporting the project's grant application.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TEMPLE CITY
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City of Temple City supports LACDPW's entry into the 2013
Metro Call for Projects, and hereby authorizes City Manager Jose Pulido to submit a
letter in favor of the East Pasadena & San Gabriel Communities Bikeway Access Project.
