RE: FILE REVIEW & BIENNIAL CERTIFICATION 278 -282 PERSHING AVENUE WHEREAS, the Borough of Carteret is in need of professional environmental services related to environmental consulting services to provide environmental consulting services to assist the Borough of Carteret with completing Biennial Certifications for the Engineering Control (cap) installed as a remedy for soil at the above - referenced property; and WHEREAS, Excel Environmental Resources, Inc. possesses the requisite knowledge, training, experience and professional license to provide said services; and has submitted a proposal to provide said services at a cost not to exceed a total amount of $3,320.00; and WHEREAS, the Chief Financial Officer has certified that fiords are or will be available for said purpose. Acct. # WHEREAS, the scope of work includes completion of a NJDEP file review, retention of a Licensed Site Remediation Professional (LSRP) responsible for compliance of the approved Soil Remedial Action Permit (RAP), and preparation and submission of a Remedial Action Protectiveness/ Biennia) Certification Forms (Soil BC) for the past due 2018 Soil BC. The Soil BC includes one site inspection per year, maintenance log form completion/execution and photo documentation. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret as follows: 1. The proposal from Excel Environmental Resources, Inc. for professional environmental services as detailed above at a total cost not to exceed $3,320.00 at the rate set forth in Excel Environmental Resources, Inc.'s existing contract with the Borough is hereby approved. 2. Annexed hereto is a copy of said proposal. 3. This action is approved as an award of a professional services contract pursuant to N.I.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4.
