DISTRICT STREETSCAPE PHASE H WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with Construction Phase Services for the Arts District Streetscape Phase 11; and WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731, possesses the requisite experience and expertise to provide said services; and WHEREAS, CME Associates has submitted a proposal to provide said services, at a total cost not to exceed $40,000.00; and WHEREAS, the Mayor and the Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer bas certified that funds are or will be available for said purpose. Acct. # NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. The proposal from CME Associates for engineering services related to the Construction Phase for the Arts District Streetscape Phase II at a cost not to exceed $40,000.00 is hereby approved. 2. This action is approved as an award of a professional services contract pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 3. A copy of this Resolution be forwarded to the Borough's Purchasing Department, the Borough D of Engineering and CME Associates. Reiman Re: Fee Estimate for Professional Engineering Services for the Arts District Streetscape Phase H Construction Administration Services Borough of Carteret, Middlesex County, NJ Proposal No. 2020 -101 Dear Mayor Reiman: We are pleased to have the opportunity to present our fee estimate for professional engineering services for the above - referenced project, which includes streetscape improvements along the Pershing Avenue, Washington Avenue, and Cooke Avenue frontages of Block 6501, resurfacing along Cooke Avenue, Washington Avenue, and High Street, as well as the construction of a temporary parking lot adjacent to the Carteret Performing Arts Center (CPAC) and the construction of the CPAC loading dock. This proposal outlines the scope and costs of services necessary for CME Associates to conduct construction phase services to ensure the timely and successful completion of the site improvements for the CPAC and the associated Arts District Streetscape Phase II projects, as well as supporting Torcon in the successful completion of the project. With the approval of this fee estimate, CME will continue to support the ongoing construction work of the CPAC and coordinate as needed with the Torcon and Potter Architects where streetscape improvements abut the CPAC. The Contract for the second phase of the Arts District Streetscape was awarded to S. Brothers, Inc. in the amount of $785,316.00 on April 9, 2020. As you are aware, the Borough obtained a NJDOT Local Aid grant in the amount of $591,631.00 for the completion of this work. With this being said, our proposed scope of work is as follows: A. Construction Administration Phase Services The work under this task will include the necessary preconstruction work, construction administration services, and coordination of the project with the successful bidder. Additionally, work will include the continued support for the streetscape improvements and coordination with Torcon for work in the vicinity of the CPAC. Coordinate and attend the pre- construction meeting; 2. Coordination with NJDOT Local Aid for project funding requirements; 3. Review initial submissions including: a. Contracts and insurance documents; b. Schedule of values; c. Construction baseline schedule; and, d. Shop drawings 4. Perform daily oversight of the improvements; 5. Attend project status meetings; 6. Provide responses to requests for information (RFI's) from the contractor and provide design related services on an as- needed basis; 7. Prepare pay estimates; 8. Prepare contractor punch lists; and, 9.
